The adjourned meeting of the Board of Directors of the Yorba Linda
County Water District was called to order by President McGuire at
8:30 a.m. in the offices of the District. Directors present and
answering the roll: McGuire, Hastings, Knauft, and Clodt, Absent
Director Wagner. Rodger Howell of Rutan and Tucker was also pre-
sent.
Minutes of March 11 and March 25 were approved as mailed on a motion
by Director Hastings, seconded by Director Knauft, motion carried
unanimously.
General Manager gave the following announcement; Orange County
Water District public hearing, on April 8, at 2:00 p.m. on the
Basin Equity Assessment and Replenishment assessment. Discussion
information only no action required.
IDA Legislative report # 4 received and filed.
Moved by Director Knauft seconded by Director Hastings to adopt
RESOLUTION NO. 190 entitled: RESOLUTIION OF THE YORBA LINDA COUNTY
WATER DISTRICT URGING A YES VOTE ON PROPOSITION 7, WHICH WOULD
INCREASE THE MAXIMUM INTEREST RATE ON STATE GENERAL OBLIGATION
BONDS FROM 5% to 7%.Roll call vote: Ayes, Clodt, Hastings, McGuire
and Knauft. Noes, none. Absent, Wagner. Passed and adopted this
6th day of April, 1970.
General Manager Shook reported that the water,-main to Tract 7136
was completed and that water was available for the developers use.
Moved by Director Clodt, seconded by Director Hastings to adopt
RESOLUTION NO. 191 entitled RESOLUTION OF THE BOARD OF DIRECTORS
OF THE YORBA LINDA COUNTY WATER DISTRICT TO ANNEX CERTAIN TERRITORY
KNOWN AS ANNEXATION 70-1. Passed and adopted this 6th day of
April, 1970 by the following called vote: Ayes, McGuire, Hastings,
Clodt, and Knauft. Noes, none. Absent, Wagner.
General Manager announced that the escrow had closed April 2, 1970
on the sale of the property on the west side of Olinda Street to
the Library District.
He also announced that the AB 325 conflict of interest bill had
been declared unconstitutional.
Detachment 69-1 discussed, progress report from the staff. Final
report to be made on April 22, 1970.
New excavation permit from the City of Placentia reviewed by the
Attorney. Attorney to write letter to City explaining our position
under the Blanket easement in 1911 Deed.
Job 605 - 4126 La Palma a 611 Fire Detector Check, moved by Director
Clodt and seconded by Director Knauft carried unanimously to approve
staff recommendations.

April 6, 1970 continued
S-28-1086 L.A. Johnson 5892 Ohio first application for conn-
ection to new OST# 1 sewer extension. Moved by Director Knauft
seconded by Director Hastings carried unanimously to approve
staff recommendations and to issue the permit as soon as OST 1
had been completed and ready for connections and use.
5-20-21 Forrest Hills Company 17581 Yorba Linda Blvd. Moved by
Director Hastings, seconded by Director Clodtcarried unanimously
to approve staff recommendations.
Moved by Director Knauft seconded by Director Hastings that
audited bills for $43,122.60 and refunds for $1085.93 on checks
16706 through 16812 be approved for payment. Motion carried
unanimously.
Upon motion by Director Knauft seconded by Director Hastings
carried unanimously all Directors are hereby authoraed to
leave the State of California for either business or personal
reasons between now and the next regular meeting of the Board
of Directors.
General Manager asked for Board action on three jobs on the
Locke Ranch in which Records and overhead had been included
when the applications were written even though terms of the
leave.'_:':_- agreement had stated only acreage would be charged
for tracts on the Locke Ranch the same as had been charged by
Placentia before the sewer line was sold to the City of Yorba
Linda. Moved by Director Knauft seconded by Director Clodt
carried unanimously that records and overhead charges on
S-573, 5-572 and S-586 should be waived in accordance with the
sewer Lease Agreement.
General Manager announced that: 1. Insurance agent had inquired
regarding fire hydrants for Yorba Packing House on Lakeview
south of Orangethorpe. 2. He had contacted the Jr. College
regarding a reservoir site and further meetings to be arranged.
3. Kraemers did have aerial surveys of this area which would
be of benefit in selecting reservoir site. 4. Job 596 pre-
liminary final inspection, line chlorinated and health dept.,
samples taken. Letters written Schmid and Kraemer. 5. Two
employees have completed 15 years with the District. 6. 20%
discound on gas engine installation if purchased before 4/20/70.
Look into possibility of same discount another year and what
it includes.
President McGuire presented General Manager Shook and Secretary
Jean Mathews with their 15 year pins.
Moved by Director Hastings seconded by Director Clodt carried
unanimously to adjourn to April 22, 1970 at 8:30 a.m.
