Subject: Version 2 of the Summer 2009 Customer Newsletter
SUMMARY:
The Summer 2009 Newsletter is the second of two newsletters that the District contracted with
Avant-Garde to produce. The first version of the Summer 2009 newsletter was brought to the
Committee for comments on August 4, 2009, however, staff concluded that a slight redesign was
necessary prior to official comments from the Committee.
DISCUSSION:
Version 2 of the Summer 2009 newsletter includes all staff changes. Any changes by the
Committee can be included prior to going to print. The Go-to-Print date is estimated as September
3, 2009, with the Mail-To date estimated as Monday, September 7, 2009.

Summer 2009
Over the last 8 months, we at the Yorba Linda Water
District have been faced with several challenges
including continuing drought conditions, dwindling
allocations from our wholesaler, and increasing costs
of water. These challenges have brought us all to a
point where there is a significant need for a culture
change in our community's thoughts toward water
conservation.
These days, practices such as switching to water efficient appliances
& fixtures, and turning off the tap while you brush your teeth (just
to name a couple), are no longer just a good idea. They are vital
elements in an overall conservation effort that can help ensure that
the community will continue to have an affordable and reliable water
supply. The importance of water conservation in these difficult times
has led to the development of a conservation ordinance focused on the
reduction of water waste, which was put into effect on July 1 st 2009.
We at the District have always considered water a precious resource,
and it continues to get more precious every day. It is our hope that
all of our customers will do their part to conserve, and help keep the
water flowing.

On Thursday, September -10th, 2009 at 6:30 P.M., the Yorba Linda
Water District conducted a scheduled public hearing to consider
modifying and increasing rates for water service. At the hearing, the
Board of Directors considered written objections and protests to the
proposed changes. Such protests were mailed or delivered in person
to the attention of the Board Secretary at Yorba Linda Water District,
P.O. Box 309, Yorba Linda, CA 92885-0309
The rate adjustments were proposed due to the increasing costs of
operating, maintaining, and replacing the District's water system, and
the increasing costs of purchasing and delivering safe and reliable
water service to the community. Additionally, the proposed rate
increase encourages water users to conserve valuable water resources.
The District's water suppliers, in addition to raising their rates
significantly, have limited the amount of water that we can purchase
at the wholesale prices. These changes require all of us to conserve
water to avoid penalties of three and five times the cost of water to the
District as a whole. The hearing considered both a fixed and a tiered
water rate structure for single - family residential customers. For detai led

Highland Reservoir Replacement Project
Two temporary steel reservoir tanks are in place at the
construction site to hold the Highland water while the new 6
million gallon reservoir is constructed. Construction is expected
to be completed by September 2010.
Zone Reconfiguration Project
Construction is under way for the Zone Reconfiguration
Project, designed to improve water pressure to nearly 800
homes in areas north and south of Yorba Linda Blvd, between
Village Center Drive and Via del Aqua. A map of the exact
areas affected is available at www.ylwd.com. Completion of
construction is estimated by December 2009.
Hidden Hills Reservoir Project
The heavy excavation work for the access road and the reservoir
site has been completed, and work has begun on pipelines and
the substructure for the reservoir. Barring inclement weather
or other unforeseen setbacks in the schedule, the District
anticipates a completion date of September 2010.

In the brief time that the Stage 2 Alert has been in effect, we have
already seen more than a 10% reduction in usage. We would like
to thank our customers for their continuing conservation efforts. If
everyone continues to conserve, it is our hope that we can eventually
lower the Conservation Alert status to Stage 1 .
In addition to the restrictions of the Stage 2 Conservation Alert, please
also be mindful of the Permanent, Year -round Water Conservation
Measures and Prohibitions Against Water Waste

Walking through the Mojave Garden display at the Fullerton
Arboretum, one can admire the diversity of plants in full flower and
many of the sculptural forms that are so amusing and fascinating.
But what is almost startling, is the fresh and vibrant look of these
plants that haven't received water for the past month. One of the
wonders of gardening is not only the variety of flower types, their
colors and textures, but the way they adapt and thrive in a particular
environment. In virtually every region, there are plants that live a
carefree existence embracing the cold, rain (or lack of), blistering sun
and diversity of soils. In southern California, we all have a chance to
explore and cultivate the dizzying diversity of plants that either live
near our doorstep, or share a climate similar to our own.
What an opportunity we have in southern California to find and work
with plants that love our sunny Mediterranean climate! Whether you

The Yorba Linda Water District has partnered with the Fullerton
Arboretum to sponsor a series of classes each year (over the next
three years), on how to find and grow, plants that thrive in Yorba
Linda without breaking your pocket book, elevating your water bill,
or straining your back on maintenance. Whether you fancy cottage
gardens, deserts, grasslands or just a good old flowery perennial bed,
there are plants that can fit into that mold without the need to keep a
constant hand on the tap. Join us at the Fullerton Arboretum to learn
how to cultivate, design, irrigate and enjoy a variety of gardens that
all share one thing in common; they embrace the sunny dry climate
Of southern California.

Cut your water use in half and grow a more beautiful garden at

informative and valuable class on taking the first steps towards
trading your water - guzzling lawn in for a low -water garden to enjoy!
Steve will cover basics of lawn removal, soil preparation, and simple
plant selection.

Friendly" plants for home gardens. Learn great low -water plant

SUMMARY:
Staff will update the Committee on the District's implementation of a Computerized Maintenance
and Management System (CMMS).
