August 26, 1970
The adjourned board meeting of the Yorba Linda County Water
District was called to order by President McGuire at 8:30 a.m.
in the offices of the District on August 26,-1970,
Directors present and answering the roll: McGuire, Clodt, Hastings,
and Knauft. -Director Wagner absent. Rodger Howell attorney for
the District and Jim Brock, reporter from the Santa Ana Register
were also present.
General Manager Shook announced the Carley V. Porter dinner at
the Biltmore on 9/24/70 honoring Mr. Porter.
General Manager Shook announced the AWWA California Section
convention from September 30 to October 2. Moved by Director
Clodt, seconded byDirector Hastings carried unanimously,
authorizing Directors and General Manager to attend AWWA con-
vention at District expense.
General Manager Shook announced two hearings at LAFCO on
September 23, 1970 - Esperanza Fairmount and Esperanza Roth.
Communication from the City of Placentia Council - 5% Utility
Consumer Tax passed and will be effective 10/1/70.
Longley Construction Job 542 asked for an extension of time to
September 1. Discussion, moved by Director Knauft seconded by
Director Hastings carried unanimously to defer to next meeting.
Assignments for City Council Sept 8, Roy Knauft, Sept. 21 Fred
Clodt. Assignments for Planning Commission Sept. 14, Ralph
McGuire and September 28 Rex Hastings.
Moved by Director Clodt, seconded by Director Knauft approving
for payment the audited bills for $71,026.12 and refunds for
$140.84 on checks numbered 14080 through 14528. Motion carried
unanimously.
Moved by Director Clodt, seconded by Director Hastings that the
following RESOLUTION NO. 197 - A RESOLUTION OF THE BOARD OF
DIRECTORS OF THE YORBA LINDA COUNTY WATER DISTRICT CONCERNING
PROPOSED DETACHMENT 70-2 FROM THE YORBA LINDA COUNTY WATER
DISTRICT be adopted. Roll call vote: Ayes, Clodt, Hastings,
McGuire and Knauft. Noes, none. Absent Wagner. Resolution
No. 197 adopted this 26th day of August 1970.
Moved by Director Hastings, seconded by Director Clodt that the
following RESOLUTION NO. 198- A RESOLUTION OF THE BOARD OF
DIRECTORS OF THE YORBA LINDA COUNTY WATER DISTRICT CONCERNING
PROPOSED DETACHMENT 70-3 FROM THE YORBA LINDA COUNTY WATER
DISTRICT, be adopted. Roll call vote: Ayes, Clodt, Hastings
McGuire and Knauft. Noes, none. Absent, Wagner. Resolution
NO. 198 adopted this 26th day of August.
9:50 a.m. Fred Lamb of the City of Placentia came into the
meeting.

The hour of 10:00 a.m. and time for the Public Hearing on
Detachment 69-1 and Detachment 70-1. President McGuire
announced that thel-earing was open and asked the Secretary
for any written protests, The Secretary stated there were
no written protest received. General Manager read a letter
requesting the detachment from a Placentia resident, Fred
Miller.
It being determined there were no protests and that the de-
tachments should occur.i LL kol~owing `Resolution # 199 was
adopted on a motion by Director Knauft seconded byDirector
Hastings approving the detachment of approximately 100 acres
known as Detachment 69-1 without election. Roll call vote,
Ayes, McGuire, Hastings Clodt and Knauft. Noes, none. Absent,
Wagner. Resolution Nol 199 adopted the 26th day of August, 1970.
It having been determined there,.were noy41 rotests and that
the detachment should occur,,t-die"fo lowi`ng` Resolution # 200
was adopted on a motion by director Knauftapproving the
detachment of approximately 10 acres and known as Detachment
70-1 without election. Motion seconded by Director Clodt.
Roll call vote: Ayes, McGuire, Hastings, Clodt and Knauft.
Noes, none. Absent, Wagner. Resolution # 200 approved this
26th day of August 1970,
Moved by Director Knauft seconded by Director Clodt all
Directors are hereby authorized to leave the State of California
for either business or personal reasons between now and the
next regular meeting of the Board of Directors.
Moved by Director Clodt seconded by Director Knauft to adjourn ,
motion carried unanimously.
