September 10, 1970
The regular meeting of the Board of Directors of the Yorba Linda
County Water District was called to order by President McGuire at
8:30 a.m. in the offices of the District.

Absent: Hastings and Wagner. H.
District was also present.

Rodger Howell, attorney for the
Minutes for August 12 and August 26, 1970 discussed, moved by
Director (Iodt seconded by Director Knauft carried unanimously
to approve the minutes as corrected.
General Manager Shook announced the LAFCO hearing on September
23 of Annexation City of Placentia 70-2. This is the same as
the Brea Annexation just defeated in a vote of the people. Re-
affirm the Districts previous position on the Brea Annexation citing
the court case, our ability to serve water, etc., in a letter to
Mr. Turner of LAFCO. Moved byDirector Clodt, seconded by Director
Knauft stating the above conditions if annexed by Placentia with
a copy of letter to City of Placentia. Motion carried unanimously.
General Manager gave directors their confirmation on hotel re-
servations for the AWWA conference in San Francisco.
General Manager also announced the National Water Resources
Association Convention at Las Vegas on November 16-19 and the
Colorado River Water Users Association on December 13, 14 and 15
at Las Vegas and I.D.A. at the Biltmore in Los Angeles on
December 2, 3 and 4th.
Carley V. Porter dinner on September 24, 1970 discussed again.
Moved byDirector Clodt seconded by Director Knauft that Mr.
Shook and Mr. McGuire be authorized to attend and represent
the District. Motion carried unanimously.
General Manager announced the Corrison Symposium at the Los
Angeles Biltmore on October 6, 7 and 8th.
Easement from Southern California Edison for our ingress and
egress north of Yorba Linda Blvd to Fairmont Blvd. Moved by
Di=tor Knauft seconded by Director Clodt that the easement be
accepted and authorized proper officers to execute. Motion
carried unanimously.
General Manager Shook and attorney Rodgr Howell reported on
the hearing on Detachments 70-2 and 70-3. Both detachments
denied by LAFCO without prejudice. LAFCO told the land owners,
Placentia and Southern California Water to work out service
areas with YLCWD and straighten out the boundaries.
Attorney Howell reviewed the draft of the Schmid agreement and
found everything to be all right.

Building committee asked for a report. No report but would be
meeting as soon as possible, some suggestions and ideas reviewed.
Job 621 A.P. 76-612-37 water service - irrigation only on North
side of Oriente at Danita Lane approximately one quarter acre.
Discussion - special agreement limited to one year, moved by
Director Clodt seconded by Director Knauft carried unanimously
to approve the special agreement as per staff recommendations.
Moved by Director Knauft seconded by Director Clodt carried un-
animously to approve for payment audited bills in the amount of
$80,023.91 and refunds $1,560.69 on checks numbered 14529 -
14641.
Upon motion by Director Knauft seconded by Director Clodt carried
unanimously, all directors are hereby authorized to leave the State
of California for either business or personal reasons between now
and the next regular meeting of the Board of Directors.
Job 234A Mr. Bob Peebles - removal of 80 - 3/4 inch metiers at
Marqui Manor and installation of 7 - 2 inch meters with back
flow devices- a $10.00 removal charge per each meter to be re-
moved and credit of $45.23 for each meter. Moved by Director
Clodt seconded by Director Knauft approved unanimously to approve
staff recommendations but to review the meter refund and de-
preciation schedules.
Suggested that the depreciation schedule on meters be included
on the agenda for a review with Jim Kerfoot in the not too
distant future.
Job 608 Yorba Linda District Library sewer and water. Discussion,
exhibits reviewed, moved by Director Knauft seconded by Director
Clodt carried unanimously to approve staff recommendations for
both the sewer and water for Job 608.
Ralph Shook, General Manager reported 1. the trees or stumps
from the Navarro land would be removed. 2. Bob Morales was
training as a sewer inspector. 3. Toups could provide an in-
spector'~would be more expensive than the one we now have.
4. O.C.W.D. meeting on Thursday 5. Clean water bill will be
on the ballot in November suggested support of same. 6. Water
bonds up for sale had talked to Attorney Dahl all right for
anyone to purchase same.
Rodger reported that the Kraemer easement would be signed very
soon.
Moved by Director Knauft seconded by Director Clodt carried
unanimously to adjourn to September 23 at 8:30 a.m.
