An adjourned meeting of the Board of Directors of the Yorba
Linda County Water District was called to order by President
Wagner at 8:30 a.m. in the offices of the District. Directors
present and answering the roll: Wagner, Cloclt,Hastings, McGuire
and Knauft.
Mr. Erickson attorney from Tutan and Tucker was also present in
place of Mr. Howell.
Mr. Shook announced that a joint meeting with the City Council
City Planning Commission and Yorba Linda County Water District
Board had been set for March 4, 1969 at 7:30 p.m. in the offices
of the City, for the purpose of discussing the sewer report.
General Manager Shook announced pre convention meeting - Public
Employee Employer Relations Seminar.
Two communications from the Orange County Road Department the
first dated 2/18/69 asked the District to relocate their facilities
because of the widening of Lakeview from Mariposa to La Palma,
const:xuction to be scheduled for December 1969. The second letter
dated 2/19/69 regarding the relocations of our facilities in
Orangethorpe at Linda Vista(corrected to Rose Drive; The widening
to be from Rose Drive to Imperial through Atwood.
Mr. Shook said that due to the fact that a meeting with the
attorneys, Mr. Fieldman, Mr. Keith and himself could not be held
because of weather conditions he would like to delay any decision
on the sewer report until next board meeting.
Mr: Shook read the letter from the Health Department dated 2/18/69
stating their recommendations and comments with regard to the
Sewer Report. Discussion, various suggestions and ideas expressed.
Attorney Rodger Howell unable to attend this meeting and one sch-
eduled earlier in the week because of flood conditions in Trabuco
Canyon area, Jim Erickson substituting for Mr. Howell unable to
advise Board on this matter because his background on the details
was not adequate at this time. Moved by Director McGuire seconded
by Director Hastings carried unanimously that the Board receive the
Health Officer's letter and defer the decision on the sewer report
until a later board meeting.
Several question the Board raised: 1. What the legal responsibility
to go ahead after receipt of Health Officer's letter? 2. If bid
and costs are lower does taxpayer benefit or is assessment fixed
so there is no refund? 3. College site and school sites come in later
how does this affect whole district?
Mr. Shook showed the Board the first layout of Sunwood Construction
Tract, for their information only at this time.

Ralph Shook read a proposal letter from James Montgomery re-
garding the services to be rendered by their engineering firm
in making an appraisal of Southern California Water Company
facilities east of Yorba Linda. Discussion. DuWayne Lidke
representative of James Montgomery present to explain and
answer questions. Moved by Director McGuire seconded by
Director Hastings carried unanimously to accept the Proposal
Agreement subject to Rodger Howell's opinion on the suitability
of report. Cost to be $5000.00 if in excess of this District
would be consulted.
Moved by Director Hastings, seconded by Director Clodt that
the audited bills in the amount of $85,991.07 and refunds
for $180.96 on checks 13052 through 13090 be approved for pay-
ment, motion carried unanimously.
The assignments for City Council, Mr. Hastings for March 3,
Mr. Clodt for March 17 and Planning Commission Mr. Knauft for
March 12 and Mr: McGuire for March 26th.
Mr. Jim Kerfoot auditor for the District came into the meeting
at this time to present the water rate study with his suggest-
ions for the needs for the year 1969-1970. The projected income
increase that would be needed $37,118.52. Discussion moved by
Director Knauft seconded by Director Hastings that the follow-
ing RESOLUTION ;k 177 be adopted: ammending Section 3.5 of the
Rules and Regulations Re: water rates Effective May 1, 1969
Your Board of Directors have been considering for months the
problem of what to do with the increased costs of water, labor
and materials. Since the last rate increase the cost of M.W.D.
water has increased 7.1 % and the pump tax has increased 8.4%
and an additional "water equity assessment" will be added in
July. Due to these increased costs the Board feels at this
time that the only alternative is to amend the rules and reg-
ulations of the District, establishing the water rates effective
with the May 1, 1969 meter readings and bills as follows:
SECTION 3.5 A Demand Service

All water @ $.12 per 100 cu. ft. (approximately
$52.27 per acre foot or $0.0864 per hour inch)

for the commercial production of agricultural, horticultural,
or floricultural crops or for pasture grown for commercial
purposes. This type of service can only be supplied to in-
dividual consumers who have not less than one acre of ground
planted to the above use. This service shall be permitted only
for those services that presently receive water at the combi-
nation rate. The combination rate shall not be applicable to
any new service .

Absent: none.
Director Knauft moved and Director Hastings seconded that all
Directors are hereby authorized to leave the State of California
for either business or personal reasons between now and the next
regular meeting of the Board of Directors, motion carried un-
animously.
Meeting adjourned to special meeting March 4, 1969 with Yorba
Linda City Council and Planning Commission at the Yorba Linda
City Council Chambers.
