HomeMy WebLinkAbout1968-02-14 - Board of Directors Meeting Minutes611 February 14, 1968 The regular meeting of the Board of Directors of the Yorba Linda County Water District was called to order by President Wagner at 8:30 a.m. in the office of the District February 14, 1968. Directors present and answering the roll call, Wagner, Hastings, McGuire and Knauft. Mr. C1odt absent. H. Rodger Howell attorney for the District was also present. Moved by Director McGuire, seconded by Director Hastings carried unanimously to approve the minutes as mailed for January 10 and January 24th meetings. General Manager Shook read a letter from East Orange County Little League requesting the renewal of their Water Agreement for one year. Moved by Director McGuire, seconded by Director Hastings carried unanimously to renew the Water Agreement for one year, December 4, 1967 to.December 4, 1968. General Manager announced annexation 68-2 on North Rose and Imperial was on the agenda of Local Agency Formation Commission for 2/14/68 at 2:00 p.m. General Manager stated that he had copy of the Report of the Governor's Task Forces on Acreage Limitation Problem,very in- teresting and was available for reading if anyone wanted to read it. General Manager announced the following meetings: Western States Corrosion Seminar at Cal Poly at San Dimas. Annual A.W.W.A. conference in Cleveland on June 2-7, reservations to be in by May 10, 1968. I.D.A. in San Francisco March 19 through 22. Reservations to be in by March 5. Mr. McGuire and Mr. Hastings asked to have re- servations made for them. Mr. Ralph Shook asked the attorney, Rodger Howell to read two letters from Lowry, the first explaining the reorganization and the second letter dealt with the cost of the sewer construction for S-440. This had previously been figured at about $34,000 in the Master Plan for the Lake Area, the figure now given $60,593. Mr. Milo Keith came into the meeting at this time to explain the reorganization in Lowry and Associates company. There are three companies now instead of the former one. Keith and Associates, owned by Milo Keith, who will still give complete municipal engineering services, for strfts, hi ways, water, sewer etc. Lowry and Associates still is in existance and will be for about two years in order to finish up projects already under way. Lowry Engineering Science which will deal with water reclamation, Sewerage plants, flood control and all the larger type projects. 612 February 14, 1968 (continued) Discussion regarding the need for the District to either get more involved in the sewer construction business or out entirely and turn it over to the new City of Yorba Linda, Mr. Keith explained the real need for first establishing complete sewer rules and regulations under which we could operate if we planned to become more involved. Mr. Keith was asked if there was any other route which would be less expensive. Board instructed Milo Keith to review the job, check out all other possibilities and report back by February 28. Mr. Keith agreed to do this at no additional cost and to also provide the District with a cost area map at no additional cost to District. Discussion regarding the cost per acre in drainage area "B" at least,the increased cost of construction because of the terrain, hilly type of 1ancin this area, would make an increase in acreage charge the only solution. Staff to make further study of this area before such a decision is made. S-19-232 - Luther Wyatt on La Collette, moved by Director Hastings seconded by Director Knauft to approve staff recommendations on this sewer connection. Motion carried unanimously. 5-29-90-Loren Covington, charges as computed by staff explained by General Manager. Moved by Director Hastings, seconded by Director McGuire carried unanimously to approve staff recommenda- tions on this sewer agreement. Job 502- Russel on Santa Fe Street. Moved by Director Hastings seconded by Director McGuire to accept staff recommendations on this water application, motion carried unanimously. S-11-870 - Russel on Santa Fe - moved by Director McGuire, seconded by Director Knauft carried unanimously to accept staff recommendations for sewer application. Moved by Director Hastings, seconded by Director Knauft and carried unanimously to approve the audited bills in the amount of $19,542.80 and refunds in the amount of $2739.75 on checks #11327 through 11395. General Manager Shook asked the Board's pleasure regarding the Orange County Water Association tour on April 9 through 13. Discussion Mr. Shook authorized to plan on five persons for this tour, three from the District and two guests from the City Council. H. Rodger Howell attorney for the District reported on his conference with City of Brea' s attorney. The City definately does 613 February 14, 1968 ( continued) not wish to continue in the Courts and so is ready to come to some agreement. Discussion, alternate 3 seemed to be the one Brea was ready to accept if the District would not assess the people in the tract with any additional costs. the District to forgive the court costs and expenses and pay one half of the estimated $5000.00 for construction of the new line. Attorney Howell agreed after discussion to go back into the meeting for further discussion with the thought that the exchange of meters for these 57 services would be about $5000 so this would cancel out the $5000 for the pipe line construction and then for each to bear one-half of the expense and court costs of $3250.00. No decision or Board action at this time Rodger HOwell to re- port back. Moved by Director McGuire, seconded by Director Knauft carried unanimously all Directors are hereby authorized to leave the State of California for either business or personal reasons between now and the next regular meeting of theBoard of Directors.
