March 23 , 1966
An adjourned meeting of the Yorba Linda County Water District
Board of Directors was called to order at 8:30 A.M. at the offices
of the District on March 23, 19661) by President Wagner. Roll
call, Directors Wagner, Clodt, Milmoe, McGuire and Hastings were
present. Also present was Milo Keith of Lowry and Associates and
Fritz Stradling,, attorney with Rutan and-Tucker
General Manager.announced May 5, 1966 meeting of the Orange County
Public Waier Agency in Costa Mesa. Mr. C.lodt and Mr. Hastings to
attend.
A.W.W.A. California Section spring meeting at.Santa Rosa on
April 15, 1966.. Motion by Director McGuire, seconded by Director
Clodt and carried unanimously that the General Manager be authorized
to send two employees to the above announced meeting.
Mr. Shook read a letter from H.E. North regarding possibility of
renting office space instead of building.
Job 402 award the bid. The Bids were examined by the Directors,
as follows: Amick Construction Company total bid $8254.92,
I. B. Dixon total bid $7130.85, Barron and Eckhart Eng. Contr. total
bid of $7815.85 and Regal Construction total bid of $9015.45.
These bids were opened publicly March 16 in the District offices
and staff had checked extensions, bid bonds and responsibility
of bidders. Motion by Director Milmoe, seconded byDirector Clodt
carried unanimously that the bid be awarded to I.B. Dixon as the
lowest responsible bidder on this job.
Job C.L. 66-1 » award of bid. The Bids were examined by the
Directors as follows: Cent.riline Division total bid $26,025.50,
United Pipe Lining total bid $25,205.30 and Pipe Linings, Inc.,
a total bid of$18,887.40 . These bids wereopened publicly March
16, in the District offices and the staff had checked extensions,
bid bonds and responsibility of bidders. Motion by Director Hastings,
seconded by Director Clodt, carried unanimously that the bid be
awarded to Pipe Linings Inc. as the lowest responsible bidder.
The hour of 10:00 A.M. having arrived President Wagner announced:
" The hour of 10:00 A o'clock A.M. having arrived this is-the time
and the place fixed for opening sealed bids or proposals for the
work described in Resolution of Intention, Resolution No. 136, and
ordered by Resolution No. 139, said work generally consisting of
certain sewer work in Assessment District No. 64-1".
.Secretary presented affidavit of publication of notice Inviting
bids. Secretary advised the Board, " up to the time fixed for
opening , nine sealed bids or proposals have been delivered to, me
and filed in my office."
Assistant Secretary Ralph C. Shook opened and read the following
bids:

Secretary adopts the following order.: " The Board of Directors .
hereby order that said bids and the security furnished therewith
be referred to the Engineer for examination and report to this
Board'of Directors on March 28, 1966 on the bidding and the
lowest responsible bidder".
Milo Keith of Lowry and Associates received and took all bids
submitted for examination after which he will deliver same to
Fritz Stradling of Rutan and Tucker by letter of transmittal
for his determination of bid security or bid "bond, both to
prepare their repo.rt form March 28, 1966.
S-392 Agreement to be executed - motion by Director Hastings,
seconded by Director McGuire carried unanimously to-dir-ect.the
proper. officers to execute the agreement.
Milo Keith reported that about 500 gallons of. oil had been put
in the sewer in the Citrus trunk, which had caused considerable
damage and clean up for which the District would be billed by the
Sanitation District # 2. Board advised that the two oil companies
concerned should be billed for this damage and for the inspection
time involved.
Job 449 - Pursuant to the Rules and,Regulations the application
and exhibits were examined. It was moved by Director Milmoe,
seconded by Director McGuire and carried unanimously that the
appliction for water service be approved as per staff recommendation.
Motion by Director McGuire, seconded by Director Clodt, carried
unanimously to authorize payment of bills in the amount of $44,745.02,
and refunds in the amount of $357.76, checks numbered 7746 through
7788.
Motion by Director McGuire seconded by Director Hastings that all
District Directors have permission to leave the Sfate of California
for either business or pleasure between now and the next regular
meeting. Motion carried unanimously.
Motion by Director McGuire seconded by Director Hastings carried
unanimously to adjourn to March 28, 1966 at 8:30 A.M.
