September 14, 1966
A regular meeting of the Board of Directors of the Yorba Linda
County Water District was called to order by President Wagner
at 8:-30 a.m.~ September 14, 1966 at the office of theDistrict.
Directors answer4ing the roll call were, Director Wagner, McGuire,
Hastings and Knauft. Motion by Director Hastings, seconded by
Director McGuire carried unanimously to excuse the absenceā¢of
Director Clodt because of a death in the family. . H. Rodger
Howell attorney for the District was also present.
Moved by Director Hastings, seconded by Director McGuire carried
unanimously to approve the minutes for August 10 and August 24
as mailed.
Job 470 - Charles Mallett - Pursuant to the rules and regulations
the application and exhibits were examined. It was moved by Director
McGuire seconded by Director Hastings carried unanimously that.the
application for water be approved as per staff recommendations.
Job S.-20--240 R. Squires - Pursuant to the rules and regulations
the application and exhibits were examined. It was moved by
Director McGuire, seconded by Director Hastings and carried that _
the application for sewer be app roved as per staff recommendations,
(less Garcias front footage).
Job 149 Pursuant to the rules and regulations the application
and exhibits were examined. It was moved by Director Hastings
seconded by Director McGuire carried unanimously that the application
farwater be approved as per staff recommendations.
Job 469 and 5-.469 - Pursuant to the rules and regulations the
application and exhibits were examined. It was moved by Director
McGuire, seconded by Director Hastings and carried that the
application for water and sewer service be approved as per staff
recommendation with applicants option as to which sewer he shall
connect on to.
Milo Keith and Don Martinson appeared before the meeting at this
time. Don Martinson made a report on the progress of the aerial
survey and ground work already done on the sewer survey for the
East portion of the Yorba Linda Tract. The low bidder on the
aerial survey had been unable to complete the job so Lowry and
Associates-had gone along with the ground work and were able at
this time to give an estimate of the cost for the tract at High-
land and Buena Vista. Art Korn and Don Martinson to attend the
Planning Commission meeting at 10:00 A.M. With this information
and the assurance that the survey would be completed of the area.
Lowry to engage the next competent low bidder to make the aerial
survey, in order that the Sewer Report can be completed.
In the discussion regarding sewers it was suggested by Art Korn
that perhaps it would be advisable for the District to take a
more active and agressive attitude in promoting other-1011 acts

in some of the problem areas, and the Board indicated it was not
adviseabb and that our present policy should be continued.
General Manager Shook presented an Assignment from J.L. Bruce.
Attorney Howell stated the form would be all right but that the
District should have the original document or a certified copy
thereof.
Rodger Howell informed the Board that a lawsuit had been filed
against the District by Meridian for funds being held back by
the District because of the numerous claims made against same.
Motion by Director Hastings seconded by Director McGuire carried
unanimously authorizing the Attorney to file an InterPleader action
on behalf of the District and deposit the money with the County
Clerk. This will disclaim interest in the money and let Court
decide who shall be paid and the matter will then be out of the
District hands.
General Manager Shook announced that the truck was on order and
should be delivered in approximately 60 days. He also requested
authorization from the Board to purchase an Alenco 5 T Crane for
installation on the above truck and the truck bed or body at an
.approximate total cost of $6,999.00. Motion by Director
`Hastings seconded by Director Knauft and carried unanimously to
approve the above expenditure.
General Manager read a letter from Orange County Flood Control
regarding a resolution recommending the building and locating
of a federal water pollution control lab in the west preferably
in the southern part of California. Motion by Director Hastings
seconded by Director McGuire to support and pass.the following
resolution:
RESOLUTION # 150 entitled RESOLUTION OF THE BOARD OF DIRECTORS
OF THE YORBA LINDA COUNTY WATER DISTRICT: Adopted by the follow-
ing called vote: Ayes: Wagner, Knauft, McGuire and Hastings
Noes: None
Absent: C1odt.
Copies of this Resolution # 150 to be sent to Kuckel, Murphy, `Utt
and Hanna.
General Manager Shook read a letter from the State Dept. of Public
Health listing various classes that would aid water personnel,
classes to be held in Santa Ana. He also stated that several
employees were already enrolled. Motion by Director Hastings,
seconded by Director McGuire that theDistrict pay the fees and
for the books required if at the end of the semester the employee
has compl&ed the course and has a passing grade. Motion carried
unanimously.
General Manager read a letter from Dr. Fox, superintendent of Yorba
Linda Elementary Schools thanking the District for obtaining copies
of the I.D.A. Water Resources Map for the school use.

Mr. Gasper appeared before the meeting at this time and expressed
a desire to purchase the property on Richfield Road opposite the
Pumping Plant # 1. The parcel is 70 x 80 and has a house which is
now rented by the District for $60.00 per month. Mr. Gasper made
a tenative offer of $1400.00 for the property. Board requested
that he write the District a letter stating that he wished to
purchase theproperty, the District would then proceed to have an
appraisal made by Land Acquisition, No other action taken at this
time.
Moved by Director Knauft, seconded by Director McGuire carried
unanimously to approve payment of the audited bills and refunds
in the amount of 52,239.41 and 119779 respectively on° checks #
8726 - 8857.
Moved by Director McGuire seconded by Director Hastings that all
District Directors have permission to leave the.State for either
business or pleasure between this meeting and the next regular
meeting of this Board. Motion carried unanimously.
Moved by Director Hastings, seconded by Director McGuire that
meeting be adjourned to September 28, 1966. ~Iean E' Mathews
