January 8, 1964
A regular meeting of the Board of Directors of the Yorba Linda County
Water District was called to order at the office of the District by
President Wagner at the hour of 8:30 A.M., January 8, 1964. All
Directors were present and answered the roll. Also present was H.
Rodger Howell, attorney for the District. ~
A motion was made by Director Clodt, seconded by Director McGuire and
duly carried that the minutes of the meetings held December 11, 1963
and December 24, 1963 were approved as mailed.
The possibility of requesting the Orange County Planning Commission
to require proper water mains and fire hydrants as-a condition to
permitting lot splits was discussed. It was agreed that the idea
was good and should be discussed with the Planning Commission.
A letter from Southern California Edison was read suggesting certain
changes in an easement requested by them. All requests were con-
sidered reasonable as to intent, subject to certain minor changes and
classifications of the Hold Harmless Clause by the-Attorney for the
District. A motion was made by Director Milmoe, seconded by Director
McGuire and carried that the approved corrections-be made by the
Attorney and the easement returned to the Edison Company.
The General Manager reported receipt of a letter from the Irrigation
Districts Association regarding a hearing before the Assembly Interim
Committee on Water in Berkley, California on January 21, and 22 rel-
ative to Uniform Election Procedures and on A.B. 2128 regarding
County Ordinances to Control County Water Districts as to water supplies
for fire protection purposes. After discussion it was moved by
Director Milmoe, seconded by Director C1odt and unanimously carried
that the policy of this Board would be to not oppose legislation that
would improve, or make more conveninet, elections for County Water
Districts but to oppose County or City control-of design for con-
struction of water facilities by a County Water District. .
Job 5.-249 > The hour of 9:30 A.M. having arrived bids were presented
and considered for sewer construction as follows:
Plumbing Contractors, Inc. 15,511.50
Orange County Pipeline 20.,137..20
Harco Construction 16,044.10
After referral to staff for checking a motion was made by Director
Milmoe, seconded by Director McGuire and unanimously carried that
the lowest responsible bid ( Plumbing Contractor's Inc.) be approved.
After discussion a motion was made by Director Hastings, seconded
by Director McGuire and unanimously carried to adopt Resolution No.
95. Providing that pursuant to 307015 for consolidating the
election of Directors occuring in the year of 1964 with the direct
primary election scheduled for June 2, 1964.

Audited bills against the District in the amount of $16,913.71 were
approved for payment on a motion made by Director Hastings, seconded
by Director Clodt and unanimously carried.
Job 301 - Pursuant to Sectinn 7.6 of the Rules and Regulations the
proposed water service facilities as shown on Exhibit No. A were
examined. It was moved by Director Clodt, seconded by Director
Hastings and carried that the proposed facilities be approved as
conforming to the Rules and Regulations with no exceptions.
Job No. S-286-Pursuant to Sec. 7.6 of the Rules and Regulations the
proposed_.water service facilities as shown on Exhibit No. A were
examined. It was moved by Directors Hastings and seconded by
Director McGuire and carried that the proposed facilities be
approved as conforming to the Rules and Regulations with no
exceptions, y,
Job No, 280 - Pursuant to Sec. 7.6 of the Rules and Regulations
the proposed water service facilities as shown on Exhibit No. A
were examined. It was moved by Director Hastings seconded by
Director Milmoe and carried that the proposed facilities be:
Approved as conforming to the rules and Regulations with exception
as follows: Special circumstances - choice of Alternates as shown
on; Exhibit "A".
After discussion a motion was made by Director Milmoe seconded by
McGuire and carried to authorize payment to the Irrigation
Districts Association the sum of $100.00 for 1964 dues.
The General Manager reported on a letter from Rutan and Tucker
regarding a Filing by the Southern California Water Company titled
- Advice Letter No. 276-W and stating that the filing had been with-
d rwn .
The General Manager and Attorney for the District reported on the
receipt of a letter from Judge Tamuru stating that his conclusion
on the Yorba Linda County Water District and Carthage Estates vs
the City of Placentia ( No. 1153.07) case was to deny the protest,
and that his conclusion on No. 115309 was that the ownership of
pipelines in public streets did not constitute publically owned
property within the meaning of the annexation statute and that
the writ of mandate be denied.

1963 was returned to the Board with a request f,
relative to a smaller parcel being approved for
discussion a motion was made by Director Clodt,
Hastings and carried that the acceptance of the

of property on Casa Loma Ave. recently acquired by the School
District. A motion was made by Director Clodt, seconded by Director
Hastings and carried that this was not an irregularly shaped parcel

and rates should be charged accordingly.
On a motion made by Director Milmoe, seconded by Director Clodt and
carried that all District Directors are hereby authorized to leave
the-State of California for either business or personal reasons
between now and the next regular meeting of the Board of Directors.
There being no further business the meeting was adjourned to 8:30
A.M. January 29, 1964 on a motion made by Director Clodt,,8eeonded
by Director McGuire and carried.
