July 8, 1964
A regular meeting of the Board of Directors of the Yorba Linda County
Water District was convened at the office of the District at the hour
of 8:30 A;M. by President Wagner. Present were Directors Wagner,
Milmoe, McGuire and Hastings. Director Clodt..was absent.- Also present
was James Erickson, attorney for the District.
On a motion made by Director McGuire, seconded by-Director Hastings
and duly carried the minutes of the meetings of June 10th and 24th
were approved As mailed.
Manager Shook read a letter from the Attorney's fbr the District to the
City of Placentia protesting the granting of a franchise to Southern
California Water to serve all areas within the City of Placentia.
This franchise would be in violation of the recent agreement between
Placentia and the Yorba Linda County Water District.'
Job - 145 - A letter from the Sewer Consultant for the District to
Williamson and Schmid outlining proposed methods of sewering Tract
No. 4672 was read and discussed at length.
Resolution No. 111
After discussion Resolution No. 111, requesting that the reservoir
being built behind Oroville Dam be named "Lake Edmonston" was adopted
on s motion.made by Director Hastings, seconded by Director McGuire
and carried.
Resolution No. 112
A general discussion was held concerning salary ranges and recommenda-
tions. After careful-discussion and analysis a motion was made by
Director McGuire, seconded by Director Milmoe, and unanimously carried,
to adopt Resolution No. 112 " Establishing Salary Ranges for Employees."
Job 64 and 279 - Mr. Brian Stone of James Montgomery Inc. appeared
before the Board and explained the methods and conclusions used to
justify the increased cost of Job 64 and 279 in the amount of $1,100.00.
A motion was made by Director Milmoe, seconded by Director McGuire and
carried that the additional cost of $1,100.00 was reasonable and fair
and that payment be authorized,.
A general discussion wa-~-held-faith Mr. Stone regarding the desirability
of negotiating for a M.W.D. connection and the cost thereof. Mr. Stone
suggested that the-General Manager meet with Mr. Skinner, General
Manager and Chief Engineer of M.W.D. to explore the various possibilities.

On July 8, 1964,• the Board of Directors of the Yorba Linda County
Water District amended the Rules and Regulations of the District,

establishing the water rates effective as of August 1, 1964 as follows:
Section 3.5A - Demand _Service
1a Domestic And Commercial
First 1000 cu. ft. per month $ 3..50-
All over 1000 cu. ft. per month 0.10 per 100 cu. ft.
2. Irrigation _
All water Cd $0...093 per 100 cu. ft. ( approximately
40.56 per acre. foot, or approximately
00.0722 per hour-inch)
3. Combination
First 1000 cu... ft, per month $ 1.50
Next 1700 cu.`ft. per month 0...10 per 100 cu. ft.
All over 2700 cu. ft, per month 0.093 per 100 cu. ft.
Combination - this rate will be applicable to Domestic and
Irrigation Services where the first use of the water used is for
the commercial production of agricultural, horticultural, or
floricultural crops or for pasture grown for commercial purposes.
This type of service can only be supplied to individual consumers
who have not less than one acre of ground planted to the above
uses. This service shall be permitted only for those services
that presently receive water at the combination rate. The comp-.
bination rate shall not be applicable to any new servio e..
4. Minimum Charges
Minimum charges per month for Demand Service.shall be:
5/8" and 3/4" meter $ 3.50
1" and 11-411 meter 4.00
1211 meter 6..50
2" meter 9...50
3" meter 17..00 -
4" meter 30..00
6" meter 50.00
Section 3.55 Booked Service or Irrigation Service
1. Combination Charges shall be the same as charges for Demand.
- Combination service except that the ~a4WKW minimum monthly
charge may be $4.00 per month in compliance with Section 3.5C of
the Rules and Regulations effective January 1, 1960.,
2 Irrigation - No minimum charge. All water at $0.093 per 100 cu.
K. ( or approximately $40.56 per, acre-foot or approximtely $00.0722
per hour-inch)..
This rate increase is to cover the ever increasing costs of operations ,
production, and maintenance. There has been no adjustment in rates
since August 22, 1962. Your Board of Directors is striving to give
you the best water service at the lowest possible cost.

of $0.007 per 100 cu. ft. or $3.00 per acre-foot is due to the
differential placed in the Water Replenishment Assessment ( pump
tax) paid to the Orange County Water District by the Yorba Linda
County Water District for irrigation and domestic water.'

Passed and adopted this 8th day of July 1964 by the following called
vote: Ayes: Director Milmoe, Director McGuire, Director Hastings
and Director Wagner

On a motion made by Director Hastings, seconded by Director McGuire
and carried audited bills against the District were approved for
payment as follows:
Accounts payable 28,006.02
Rate Deposit Refunds 379.08
Miscellaneous Refunds 954.65
The General Manager announced an open house to show District facilities
would be hosted by the Southern Counties Gas Company July 15, 1964.
The General Manager reported that some trouble had been encountered
on Well No. 1 pump and that a survey was being made to determine the
nature and extent of said trouble'.
A request was received from Ruth and Zingone for the District to
accept an assignment of their refund contract to Union Bank. A move
was made by Director McGuire, seconded by Director Hastings and carried
that the assignment be accepted if valid.
Job - 140 - As recommended by staff the execution of an application
and agreement for a sewer refund contract was approved on.a motion by
Director Milmoe, seconded by Director McGuire and carried.
5-19-236- Pursuant to the rules and regulations the proposed sewer
service facilities as`shown on Exhibit "A" were examined. It was
moved by Director McGuire, seconded by Director Hastings and carried
that the application for service be approved and that the property
is within drainage area "C", that the service charge shall be at the
rate of $350.00 per acre, that there shall be no refund agreement.
Job-320- Revised - Pursuant to Section 7.6 of the rules and regulations
the proposed water service facilities as shown on Exhibit "All were
examined. It was moved by Director Hastings, seconded by Director
McGuire and carried that the proposed facilities be approved as con-
forming to the rules and regulations with no exceptions. Service charge
to be at $181.50/acre instead of $2.75/foot as per Sec. 3-1-C-2 of
the Rules and Regulations plus the installation of one fire hydrant
and 1" meter.

Jobs- 342 Pursuant to Section 7.6 of the rules and regulations the
proposed water service facilities as shown on Exhibit No. "AY
were examined. It was moved by Director Hastings and seconded by
Director McGuire and carried that he proposed facilities be approved
as conforming to the rules and regulations with no exceptions.
Job 343 Pursuant to Section 7.6 of the rules and regulations the
proposed-water service facilities as shown on Exhibit "A" were
examined.- It was moved by Director McGuire seconded by Director
Hastings and carried that the proposed facilities be approved as
conforming to the rules and regulations with exception as follows:
That until a main is installed on El Cajon Avenue a temporary irrigation
service be permitted, that a 211 meter be installed, that permission
to move his domestic meter be given and that a service fee be paid
for frontage on E1 Cajon Ave., @ 2.,75/ft.
Job 211 - Revised - Pursuant to Sec. 7.6 of the rules and regulations
the proposed water service facilities as shown on Exhibit "All were
examined. It was moved by Director Hastings seconded by Director
McGuire and carried that the proposed facilities be approved as con-
forming to the rules'and regulations with no exceptions.
S-211 - Revised - Pursuant to the rules and regulations the proposed
sewer service facilities as shown on Exhibit "A" were examined. It
was moved by Director Hastings, seconded by Director McGuire and
carried that the application for service be approved and that the
property is within drainage area "G11, that the service charge shall
be at the rate of $2,000.00 pw&-sv per acre, that there shall be a
refund agreement in the amount of approximately $7,000.00 ( $1650.00/
per acre
Job - 305 Pursuant to Section 7.6 of the rules and regulations the
proposed water service facilities as shown on Exhibit "A11 were examined.
It was moved by Director McGuire seconded by Director Hastings and
carried that the proposed facilities be approved as conforming to-the
rules and regulations with no exceptions.
S-305 - Pursuant to the rules and regulations the proposed sewer servive
facilities as shown on exhibit "AI" were examined. It was moved by
Director McGuire seconded by Director Hastings and carried that the
application for service be approved and that the property is within
drainage area "G", that the service charge shall be at the rate of
$2,000.00/acre, that there shall be a refund agreement in the amount
of approximately $1650.00/acre.
Mr. Korn presented a comprehensive study of trunk sewer costs in
Drainage Area "A" outlining past charges at $350.-00 per acre for
service fees and the costs of development in the past and estimates
of probable costs and collections in the future.
Job S-12-230-- An application and refund agreement was approved for
execution on a motion made by Director Hastings, seconded by Director
McGuire and carried.

After discussion a motion was made by Director Hastings, seconded
by Director McGuire, and carried to authorize the General Manager
and_Attorney to proceed with any necessary legal steps to prevent
service within the District boundaries by the City of Brea.
The estimated assessed value of property within the District was
reported and after a general discussion Resolution No. 114 was
adopted as follows:,
RESOLUTION NOo 114
RESOLVED: That it is f easable to reduce the tax rate for the en-
suing year, and that said°tax rate on property within the Yorba
Linda County Water-District shall be exactly $0.65 per $100.00 of
assessed valuation.

and Director Wagner.
NOES: None
ABSENT: Director Clodt
A motion was made by Director McGuire, seconded by Director Hastings,
and carried that District Directors are hereby authorized to leave
the State of California either for business or personal reasons
between now and the next regular meeting of the Board of Directors.
There being no-further business the meeting was adjourned a to the
hour of 8:30 A.M. July 22, 1964 on a motion made by Director
Hastings and seconded by Director McGuire and arried.
