The adjourned -meeting of the Board of Directors of the Yorba Li_n.da
County Water District was called to order at the office of the-District
by Vice President Robert Milmoe at the hour of 8:30 A.M. September 25,
1962. On the call of the roll Directors, McGuire, Clodt, Hastings
and Milmoe were present, Absent was Director Wagner. Also present
was H Rodger Howell, Attorney for the District.
General Manager Dueker presented the following bills: Orange County
Sewers for sewer contract of S - 31 - Swentek construction 100%
complete. Bill in the amount of $22,337.53. Director Hastings made
a motion seconded by Director Clodt and unanimously carried to pay
the above bill.
Bradford Blakeley partial payment of $500.00-for engineering services on
Job No. S - 34 Director Clodt made a motion, seconded by Director
McGuire and passed that the bill be paid.
Orange County Sewers - S 34 - progress payment of $64,911.61 Director
Hastings made a motion, seconded by Director McGuire and passed, that
the payment be made.
General Manager.Dueker presented a letter from Mr. Swentek authorizing
payment of •$300.00 to Bar Rock for balling the lines in Tract 4088,
out of monies deposited for that purpose by Mr. Swentek. The bill in
question from Bar Roc was for approximately°$518.00. Motion by Director
Hastings, seconded by Director McGuire and carried that the District
approve the release of the sewer and water bonds on the above tract
and pay the $300..00 from the deposit of Mr. Swe_~:te'kc to Bar Roc
Contractors, Inc., wizen the General Manager-and Attorney Howell have
obtained all possible releases in favor of the District from Bar Roc
Contractors so that we have no further involvement in this matter.
After discussion Director Clodt made a motion, seconded by Director
Hastings that the general Manager at his discretion notify the
appropriate County offices as to the satisfactory completion of water
and sewer jobs for which the County `has 'required Bond OF the Developers
when in his opinion these are completed to the satisfaction of the
District and to do this without prior approval of the Board. Motion
carried.
Discussion on job 132, Norwood Homes regarding their request to do a
part of the Tract rather than the whole 19 acres, their preference
being the north half. There being no formal written request the
matter was tailed until further communication from Norwood Homes.
The Application of Ivan Collier for a sewer connection on Lakeview
was presented by General Manager Dueker for approval of the Board.

The acreage, and frontage fees plus inspection and records charges
in the amount of $376.52 have already been paid by Mr. Collier. A
-notion was made by Director McGuire, seconded by Director Hastings
and carried, approving the above application.
Discussion regarding the sewer service charge for duplexes and
partmianr houses. A 50(~ per mouth charge shall be made for each
amily dwelling unit, which shall mean a building or portion
thereof designed and used for residential occupancy having
sleeping, cooking and toilet facilities :;zd a RR 50~ per month
charge for each apartment in an apartment_ house. Motion made by
Director Hastings, seconded by Director McGuire and carried co
approve the above charges on sewer service.
Mr. Dick Everitt arrived at this point for the opening. of bids on
the Plumosa Sewer Extension. Bar Roc Contractors, Inc. aid
$1478.50 - Harco Construction bid $2,063.00, and Orange County
Sewers $1,297.85.
Director Hastings made a motion that Orange County Sewers be approved
as low bidder, motion seconded by Director Clodt, motion ca-.,cried.
The General Manager reported on the progress with Shell Oil Company
inasmuch as he had met with Bruce Kerr on Monday morning. Attorney
Howell suggested that General Manager Duek.er send a letter to the
Metropolitan Wafer'District on behalf of the Yorba Linda County Water
District and advise them that: 1. We are now negotiating with Shell.
Gil Company for a Reservoir Site adjacent to their filtration plant
in the Yorba linda area.' 2. Shell has requested that we not burden
their property with additional easements for access to the property,
but use easements, pipeline and access, granted to the 114I.W.D. of
So. Cl:nAif. a 3. We ask them if there would be any objection on their
part to sharing their non exclusive easement with the Yorba Linda County
Water District for access to our Reservoir Site, and where necessary
permit us to use a portion of their permanently improved road located
on their fee title property. 4. We would like to know as quickly
as oossible.
Director Clodt made a motion, seconded by Director McGuire, that the
General Manager be authorized to draw up the agreement with•Shell Oil
but in the meantime to go ahead and make the arrangements to deliver
water to the Shell toil property prior to the signing of this Agreement,
and in connection therewith the proper officers are authorized to execute
any papers required by the Grange County unici pal Jater District and/
or. the Metropolitan Mater District.
Attorney Howell suggested that one or more of the Board and the General
Manager attend the Irrigation Districts Association Convention at the
;oronado Hotel in San Diego on November 7, 8 and 9th. On a motion by
Director McGuire seconded by Director Hastings the General 1lanager
was directed to make reservations for two at the I.D.A. convention
as stated above, motion carried.

The Convention on October 23, 1962 in Santa Jonica. on
a motion by Director Clodt, seconded by Director McGuire the General
Manager was authorized to attend the A.W. nl. A. Convention with ex-
penses paid by the District.

by Director 'Hastings seconded by Director 1cGuire, motion carried.
