An adjourned meeting of the Yorba Linda County Water District was
called to order at the hour of 8:30 A.M. December 19, 1962 at the
office of the District by President Wagner. All directors were
present and answered the roll call. Also present was H. Rodger Howell,
Attornev for the District.
Job # S 53 a plan for District owned property to participate in
payment of fees for construction of a sewer main on Olinda Street was
presented. After discussion a motion was made by Director Hastings,
seconded by Director McGuire and unanimously carried that the District
participate in the construction of said sewer line and that the
proper officers be authorized to execute any necessary contracts with
other participants.
A motion was made by Director Clodt, seconded by Director McGuire
and carried that the General Manager be authorized to receive bids
on January 2, 1963 for the Olinda Street Swr. line and after receipt
of bids to award to the lowest responsible bidder providing said
bid A not exceed $3,000.00tand that the Board of Directors hereby
approves the wage schedule attached hereto.
A bill from Orange County Municipal Water District in the amount of
$604.20 for M.W.D. water for Shell oil Company was presented.
Payment was authorized by. a motion by Director Milmoe, seconded
by Director Hastings and duly carried.
Attorney Howell reported that Dyke Water Company was still billing
one of our consumers in the Country Club Area and that a letter
written by him to the P.U.C. had been answered by the P.U.C. stating
they had no jurisdiction. A motion was made by Director Milmoe,
seconded by Director McGuire and duly carried that the matter be referred
to Garden Land Company and that their attention be directed to the
clause in our purchase contract guaranteeing full protection to the
District against any action taken by Dyke WaterCompany.
Manager Dueker reported that a collision had occurred November 12,
1962 between a District truck and a car driven by Sammy-McCamish
and that the driver of the District truck had been cited by the
California Highway Patrol to appear in Anaheim Municipal Court
December 26, 1962 for operating a vehicle without stop lamps or
tail lamps. Manager Dueker stated that he had referred the matter
to the Attorneys for the District. A motion was made by Director
Hastings, seconded by Director Clodt and carried that the action of
the General Manager in this matter be ratified and approved.
The hour of 10:00 A.M. having arrived, bids for construction of
a sewer line on Plumosa Street were studied as follows:

A motion was made by Director Milmoe, seconded by Director McGuire

and unanimously carried that the Developer, Edgar H. Mueller, be
informed u that this Board approved the low bid of $6,479.00 sub-
mitted by Orange County Sewers.
The Secretary presented quotations from Orange Coast Insurance
Agency and from Jack Falkins for a liability policy for the
District, covering bodily injury in the amounts of $100,000/300,000
and property damage at 50,000/100,000 on aggregate products and 14
units of equipment. Orange Coast quotations was $4,173.06 per
year and Falkins Insurance was $3,433.22 per year, both policies
subject to audit. A motion was made by Director Milmoe, seconded
by Director McGuire and carried that the insurance be purchased wit;:f
instructions to increase the limits of all liabilities to the sum
of 1$ million.
Assistant Engineer Shook presented planit and specifications (5-W)
for cement lining of certain water mains in Buena Vista Avenue
and in Richfield Road. A motion was made by Director Milmoe
seconded by Director Clodt and unanimously carried that the
recommendations be accepted and that advertising for bids be made
January 8, 1963 and that bids be received and opened January 23,
1963., and that the wage schedules set, forth in the Notice Inviting
Bids, a copy of which is attached hereto, are approved.
General Manager Dueker reported that the trencher discussed at the last
meeting as a possible purchase by the District.was,no longer available.
After discussion a motion was made by Director Hastings, seconded
by Director Milmoe and unanimously carried that the frontage
charge for sewers remain at $200.00 per service connection for
ensuing year.
On the recommendation of Mr. Korn return of over deposits for
sewer inspection on the following job was authorized by a motion
made by Director Milmoe, seconded by Director Hastings and un-
animously carried, subject to the receipt of all necessary
documents required by the District and less all outstanding sums
owed the District for Services or products.

Mr. Korn reported that 20th Century Homes should be refunded the
sum of $112.20 for a 2" meter removed from. their property on Buena
Vista. A motion was made by Director Milmoe, seconded by Director
Hastings and carried that the refund be authorized.
Manager Dueker reported that one hydrant would not comply with-
the requirements of the Pacific Fire Rating Bureau for construction
proposed by the Placentia School District on Yorba Linda Bvd.and

For Cleaning and Cement Lining of Steel Water Pipe
Specification No. 5 - W
Notice is hereby given that the Board of Directors of the
Yorba Linda County '.dater District, 435 Olinda Street, Yorba
Linda, California will receive sealed proposals, until
9:30 A.M. January 23, 19G3 for the cleaning and cement
mortar lining of approximately: 1170 feet of 3 inch riveted
steel pipe, 80 feet of u inch cast iron pine, 3780 feet of
10 inch riveted steel pipe, 1300 feet of 12 inch riveted
steel pipe, and 3100 feet of 1') inch steel pipe.
Each proposal must be accompanied by a certified check,
cashiers check, or bidders bond equal to at least ten per-
cent of the estimated a„regate amount of the bid as a
3uarantee that the bidder will, within 15 days of award, if
successful, enter into a contract and furnish the necessary
bonds for completion of the contract.
Said Yorba Linda County ;rater District, pursuant to the
Labor Code of the State of California, has ascertained and
determined that the general prevailing rates of wage in the
locality in which the construction work of the District is
to be performed, for each craft and type of workman or
mechanic needed to execute the contract for construction
work proposed by said District as hereinbefore set forth,
and also the general pervai.ling rates of legal holiday and
over-time work for each craft or type of workman or mechanic,
to be as follows:

Providing that one and one- -"alf ( `t tim.es the said prevailing

than the said specified rates to all laborers, Workmen, and

The District reserves the right to reject any and all bids,
to waive any informality in a bid, to be the sole judge of
the respective merits of the bids, and to make awards as the
interest of the District may require.
Specifications and all contract documents may be obtained at
the office of the District, 4865 Clinda Street, Yorba Linda,
California. The specification is entitled "Specification
No. W Cleanin and Cement Linin- of Steel Water Pipe.,,
This notice is riven by the order of the Board of Directors,

Pursuant to the provisions of Section 1770 of the Labor Code, the Board
of Directors of the Yorba Linda County Water District has ascertained the
general prevailing rate of wages in the locality in which this type of
work is to be performed for each type of workman needed to execute job # 53.
The hourly wage scale so ascertained is as follows:

Plus fringe labor costs as set forth in the Southern
California Master Labor Agreement of June, 1961 Health
and Welfare payments shall be made in accordance with the
Southern California Master Labor Agreement.
All foremen, unless separately classified, shall be paid as provided in the
June, 1961, revision of the A.G.C., B.C. A., H.B.I., E.G.C.A., A.F.L., C.I.O.
Southern California Master Labor Agreement.
Apprentices may be employed in conformity with Section 1777.5 of the California
Labor Code.
The rates of per diem wages for each of the various classifications of work
shall be the hereinbefore set forth prevailing rates of hourly wages multiplied
by eight. Eight hours shall constitute a day's work, it being understood that
in the event that workmen are employed less than eight hours per day, the per
diem wage shall be that fraction of the per diem wage herein established that
the number of hours of employment bears to eight hours.
The overtime rule establishing the rates of overtime and holidaywork shall be
in accordance with the following: Where a single shift is worked, eight hours
of continous employment, except for lunch periods, shall constitute a day's
work beginning on Monday and continuing through Friday each week. Where work
is required in excess of eight hours in any one day or during the interval of
time from 5:00 o'clock P.M. Friday and 12:00 o'clock midnight Saturday, such
work shall be paid for at the minimum rate of one and one-half times the basic
rate of wages, and on Sundays and holidays such work shall be paid for at the
minimum rate of double the basic rate of wages, except as otherwise provided
Holdiays ase herein referred to shall be deemed to be New Year's Day, Memorial
Day, Independence Day, Labor Day, Veterns' Day, Thanksgiving Day, and Christmas
Day. If any of the above - mentioned holidays, other than Labor Day and
Thanksgiving Day, falls on Sunday the following Monday shall be considered a
legal holiday.
It shall be mandatory upon the contractor to whom the contract is awarded
and upon any subcontractor under him to pay not less than the said specified
rates of wages to all laborers, workmen, and mechanics employed by them in the
execution of the contract.

A motion was made by Director Hastings, seconded by Director McGuire
and carried that refunds of Trust Funds due to Ruth Wagner ( 955.48)_
and Swentek ( 1,814.03) Job 5-31, be held penjin 'settlement of ease-
ment gcquisttion on the Bradf or d property and that the $7,038.40
assigned to Pacific Clay Products by Forest Pugh be held until an
agreement on the assignment could be reached by Pacific Clay and Pugh.
A motion was made by Director Milmoe, seconded by Director Hastings
and duly carried that an assignment of sewer trust funds from D.N.
Schneider to T.G. Tronroos in the amount of $2,415.60'be approved.
A motion was made by Director Milmoe, seconded by Director McGuire
and carried that a refund for $956.80 form the sewer trust fund be
held until such time as a proper assignment form is agreed upon
between Practical Builders and Mabel Kraemer Job S - 44.
