I'm sure he will be greatly missed. I have a proven strong interest in that appointment as I was willing to spend a significant amount of effort and money in the last election to achieve a position on the Y.L. Water District Board where I feel I can be a great asset. I can bring a fresh perspective and input to this Board. I am the only person who had enough interest to run outside of the incumbents which should validate my desire to serve the people and this Board now and ongoing in the future. Several years ago I was involved with the Irvine Water District and the City of Irvine in a similar appointment and was in fact chosen but due to unforeseen events the appointment was relegated elsewhere. I was however, given an all expenses paid tour by the Metropolitan Water District of the Northern California State Levy systems and the Colorado River and Canal Delivery Project which has given me a broad prospective of the entire system as well as closer to home. My qualifications include my primary occupation for the past 20 years being involved with the business of water. I am District Sales Manager for Web Services Company, one of the largest commercial and residential laundry companies in the United States. My duties include: Supervision of water conservation plans and researching new equipment designs for more efficient water usage in apartment complexes while coordinating rebate programs available. As a member of the California Fire Museum Association I am working to support a fire museum in the Great Park of Orange County. For all of the above reasons I feel I would be an excellent choice for appointment to your Board and appreciate your consideration. References available on request. Each student is an individual who comes to us because he/she is having difficulties, which are impeding his/her ability to be successful in the public school setting. It is our responsibility, along with the IEP team, to help identify these areas of difficulty and, together with the student, develop a program that enables the student to take responsibility for his/her areas of concern, learns effective and responsible ways to handle the difficulties and then transition back into the public school. Our program is designed to provide a structure for students to be reinforced for modifying behavior, exercising impulse control, displaying character traits, and completing academic assignments. This system encourages and rewards improved relationships with peers and staff. With this purpose in mind, TEC has instituted the following three components of our integrative behavioral transition program. 1. School-Wide Behavioral Program 2.' Individualized Behavioral Program 3. Character Building _ - 5~ho-oL$T~e-Behavioral-Program The School-Wide Behavioral Program is a program that has been instituted to monitor, evaluate and reward positive behavior on a daily and weekly basis. School and classroom rules are clearly defined and rewards and consequences are applied on a consistent basis. A point and level system is designed to provide students with clear behavioral expectations and guidelines for pro-social behavior. Each class has a token economy, which provides more immediate reinforcement in conjunction with the Olympic medal theme. The medals (MVP - Most Valuable Pupil, Platinum, Gold, Silver and Bronze) are intended to reflect a student's earned "level of trust." As students progress through the program, they should experience more autonomy, trust and responsibility. Individual effort is graded daily, per period, as well as weekly by the student and his/her teacher and/or assistant Medal progression is based on how the student is following the school rules, completing his/her academic assignments and working on his/her individual I.E.P. goals. This positive reinforcement program is designed to assist students in learning to evaluate his/her own behavior and thus develop self-awareness, healthy communication and self- -'esteem. Miraloma Avenue Placentia, CA 92870 RE: VACANT BOARD OF DIRECTORS POSITION Ladies and Gentlemen: Please accept this letter and the accompanying background resume for consideration to fill the vacant Board of Director position with the YLWD. While never having served on a water agency board, I have extensive experience in business and management in dealing with various City, County and State Agencies in many fields. My background is grounded in accounting and finance which I believe provide a solid grounding to fulfill many positions with government agencies, as well as having held positions of Chief Financial Officer and Chief Operating Officer for both large and small firms in the past. This position is important to me given that the continual availability of clean, potable water to our surrounding communities will be one of the most critical areas of concern as our population grows and ages, coupled with the tendency by the general public to take such availability as a given in their normal lives. It is important for a Board to guide the policies of the Agency, make critical decisions on availability, purity and other areas that affect our drinking water and subject those decisions to strict cost and revenue standards that assure future supplies as needed. I believe my background is well suited for this obligation and would welcome the opportunity to discuss your further requirements directly in open meetings at your convenience. Please let me know if there is any additional information I can provide in your evaluation of my background. I look forward to discussing the position in more detail as your decision process unfolds. This could be either professionally, volunteer basis or both. As members of our community, it is my belief that we have a duty to give back for the benefits that we receive here. Since 1971 at age 14, starting with the Anaheim Police Explorers, to the present day, I have been involved continuously in the public service arena. Wohlt Arthur Newsham Yorba Linda, CA 92886 February 01, 2010 Board of Directors Yorba Linda Water District 1717 E. Miraloma Avenue Placentia, CA 92870 Gentlemen This letter is to indicate my interest in being considered to fill the vacant seat on the Yorba Linda Water District (YLWD) Board of Directors. I am a registered voter and have resided for almost 15 years at Yorba Linda, CA 92886 A seat on the YLWD Board of Directors would provide me the opportunity to serve my community by utilizing my significant technical and business management background. I am 73 years old, retired, in good health and willing to run for election in November, 2010 if awarded a seat on the Board. My background starts with a degree in Civil Engineering followed by several years in structural design of large hydroelectric power tunnels and other water handling concrete structures. This was followed by an advanced degree in fluid mechanics and over 40 years of industrial experience devoted to underwater ocean vehicles and projects. During this period I held the position of Senior Vice President of Engineering with a staff of over 100. I was also Program Manager for several underwater projects with financial, schedule and technical oversight responsibility. Working with the Yorba Linda Water District I designed, arranged financing and managed the construction of a short extension to the YLWD sewer system. I oversaw al I aspects of the project which connected four Yorba Linda residences including my own to the sewer system. As part of this effort it was determined that over 900 Yorba Linda properties which were not connected to the YLWD sewer system were paying sewage treatment fees charged by the Orange County Sanitation District. To resolve this situation and obtain refunds for the affected Yorba Linda property owners, I worked closely with Brett Barbre who was on the YLWD Board of Directors and with John Gullixson who was on the Yorba Linda City Council. As a result I have experience working with several other local government agencies. In closing please consider my application to fill the vacant seat on the YLWD Board of Directors and feel free to contact me for further understanding of my qualifications and desire to serve. Regards Arthur D. Newsham Letter of Interest BY Applicant: Charles W. Marquardt, Jr. Yorba Linda, CA 92886 ( Resident in this home since 1983. I have also personally worked face-to face with various consulting engineering companies like Parsons Engineering, etc. as well as the engineering staff at the Yorba Linda Water District. I am not only a resident of Yorba Linda but I am able, through my professional experience, to translate to the local citizens what the Yorba Linda Water District hopes to accomplish in the future for its citizens. He was certainly part of an era of individuals who dedicated a long portion of their lives to public service. His work earned the trust of the community and his contributions to the organization and community are significant. The next Director appointed or elected carries a great responsibility to continue the support of the District's Mission and fulfillment of the District's Vision as Mr. Armstrong did for so many years. It is also abundantly clear that the current drought and economic conditions increase the importance of water services in supporting the community's financial and environmental sustainability in the future. I respectfully request consideration for the appointment to the District's Board of Directors and submit the following experiences to support my request. • Business based background in operating both private companies and public organizations • Extensive financial background as identified in the attached resume • Short learning curve on local and regional water issues to maintain Board continuity • Personal connection (23 years) and family connection (41 years) to Yorba Linda • Established relationships with key stakeholders in the community to support District programs and maintain communication on important issues • Understand the value and business of water market opportunities • Understand water, recycled water and wastewater operations • Ability to immediately contribute at the Board and Committee levels I've served on a number of boards of directors over my career and understand the importance of a proper and productive Director/Staff relationship. The most important factor which led me to apply for this position is that I believe in the Mission and Vision of the Yorba Linda Water District and would be honored to work with the Board of Directors, staff and the community to make sure we exceed our goals. I am interested in getting back involved in our community serving the public. I am retired and believe my background especially qualifies me to serve on the Board of Directors of YLWD. Thank you for your consideration. Respectfully: Donald A. Holt, Jr. Donald A.
