Letter of Intent
Open Position on the Board
Gentlemen:
The purpose of this letter is to apply for the open position on the Yorba Linda Water District
Board. My diverse background and experience plus a lengthy citizenship with Yorba Linda
should prove to complement the mission of the Board.
When I initially applied to participate on the Citizens Advisory Committee, it was due to my
interest in our city's water service. The Board becomes another step in my desire to participate
in this most viable service to our community. My keen interest and education in the use of native
and drought tolerant plant life can enhance the Board's mission of maximizing water resources
and protecting our environment.
Just briefly, these are highlights of my skills and expertise both professionally and as a volunteer
that I can bring to the Board position:
Professional Accomplishments
The attached resume will embellish on my lengthy career within the financial arena where
I have an extensive network of executive contacts and relationships within the community.
My marketing career has given me the opportunity to manage and coach people within
operations, customer service, and sales and to become an expert within these functions.
Board Participation
During the last two decades I have actively participated and taken a leadership role with
three non-profit organizations that benefit the community.
Volunteer Work
Beyond my active participation on the above boards, I also volunteer as a Plant Specialist
at the Fullerton Arboretum and with Blood Services, Southern California Region of the
American Red Cross.

Dear Board of Directors,
I am very interested in being appointed to the vacant seat you are filling left by Paul
Armstrong's passing. I'm sure he will be greatly missed. I have a proven strong interest
in that appointment as I was willing to spend a significant amount of effort and money in
the last election to achieve a position on the Y.L. Water District Board where I feel I can
be a great asset. I can bring a fresh perspective and input to this Board. I am the only
person who had enough interest to run outside of the incumbents which should validate
my desire to serve the people and this Board now and ongoing in the future.
Several years ago I was involved with the Irvine Water District and the City of Irvine in a
similar appointment and was in fact chosen but due to unforeseen events the
appointment was relegated elsewhere. I was however, given an all expenses paid tour
by the Metropolitan Water District of the Northern California State Levy systems and the
Colorado River and Canal Delivery Project which has given me a broad prospective of
the entire system as well as closer to home.
My qualifications include my primary occupation for the past 20 years being involved
with the business of water. I am District Sales Manager for Web Services Company,
one of the largest commercial and residential laundry companies in the United States.
My duties include:
Supervision of water conservation plans and researching new equipment designs for
more efficient water usage in apartment complexes while coordinating rebate programs
available. This also includes supervision of installations
Interfacing with the public is an important skill which I use in dealing with concerns of
the apartment owners as well as negotiation of contracts. As a part time instructor for
North Orange County Community College District Adult Education division for 35 years I
have successfully interfaced with thousands of persons of all ages.
I am an active member of the O.C. Apartment Owner's Association and the South Coast
Apartment Owners Association. As a member of the California Fire Museum
Association I am working to support a fire museum in the Great Park of Orange County.
For all of the above reasons I feel I would be an excellent choice for appointment to
your Board and appreciate your consideration. References available on request.

Regarding: Vacant Board Seat
I would like my name to be submitted for the Yorba Linda Water District's Vacant Board
seat. I have been a resident of Yorba Linda since 2001. I have been active in the
community serving on the City of Yorba Linda's Blue Ribbon Committee as well as
currently serving on the Yorba Linda Water District Citizen Advisory Committee. I have
also been a coach for East Yorba Linda Little League Baseball and JUSA soccer.
I have always been interested in water issues. I have attended the Metropolitan Water
District Colorado Water Trip and the State Water trip. I have worked with a number of
local water agencies, regional water agencies and state agencies on a number of water
issues that effect residential real estate. I have been a guest speaker for ACWA at their
state conference in Sacramento in 2009.
The next few years are going to be very important to water agencies in Southern
California. The biggest issue is being able to secure a reliable water supply for Southern
California. I believe the Yorba Linda Water District needs to do all they can to educate
the public on the importance of a good reliable water supply. I also feel that the Yorba
Linda Water District needs to do more with recycled water. I look forward to working on
these issues along with many other issues.
In summary, I feel I could be an effective Yorba Linda Water District Board member. I
am a good communicator and I am able to see the big pictures for what is best for the
citizens of Yorba Linda and Placentia. Thank you for this opportunity to apply for the

Phil Hawkins
Phil Hawkins is the Executive Vice President for the Pacific West Association of
Realtors® (PWR), the largest local real estate Association in California and the 5`h largest
in the nation.
Mr. Hawkins is responsible for overseeing the Association's Government Affairs
Department, which covers over 70 cities and 4 counties and is dedicated to the
advancement of professionalism in real estate.
Mr. Hawkins has been with PWR for over ten years, heading up many special projects
including the recent purchase and construction of PWR's new main office in Anaheim.
Mr. Hawkins earned his Bachelor of Arts degree in business administration from San
Diego State University.
Mr. Hawkins and his wife Alissa, along with their three beautiful children Collin, Ella
and Phillip, reside in Yorba Linda where they attend Friends Church.
Mr. Hawkins is very active in the community and always willing to donate his time. He
served on the City of Yorba Linda's Blue Ribbon Committee as well as currently serves
on the Yorba Linda Water District Citizens Advisory Committee. He shares his love and
passion for sports with his children and other children in the community by coaching
Little League Baseball and JUSA soccer.

of the Yorba Linda Water District. Since moving to Yorba Linda in 1992, my family has
enjoyed the unhurried lifestyle, exceptional people and small-town feel that our

After being diagnosed with MS two years ago and on the advice of my physician to

Born a P generation native of Orange County in 1955, I moved to Yorba Linda with my
parents in 1971. I graduated El Dorado High School, attended Long Beach State earning
a Bachelors Degree in Recreation Administration from California State University Long
Beach then earned a Masters Degree in Business Administration at National University. I
went to work for Pacific Bell as a marketing manager taking an early retirement in 1996
to assist my wife Lynn running the family business, Joaquin's Mexican Restaurant which
she opened in Yorba Linda in 1980. Lynn and I wanted to raise our children in Yorba
Linda and have happily done so with two daughters and a son working as educators and
third daughter employed at USC. A member of the Yorba Linda Masonic lodge I have
been active in their youth groups on advisory boards for both Job's Daughters and
DeMolay. I have also served on the Esperanza football booster's board and had active
participation in various youth groups throughout the city.
As a resident of Yorba Linda for over 35 years, I have always been concerned with issues
that face our community. The Yorba Linda Water District is an organization in which I
have taken great interest and became a member of the Citizen's Advisory Committee
upon its inception. I have been impressed with the Water Board's decisions over the
years and it is my desire is to continue their current very successful philosophy of
conservation, resource management and price control. I feel I have much to offer the
Yorba Linda Water District with experience in areas of personnel management, labor
issues, budgeting and resource allocation. I would also like to promote positive
relationships with other water boards throughout the state.

I am writing this letter to express my interest in serving on the Yorba Linda Water District's
Board of Directors. I am retired and have time to devote properly.
I am a former Engineering and Building Contractor and have installed many thousands of feet of
water lines, sewer lines, and other utilities and quite a bit of it has been right here in Yorba Linda.
I have been a resident in the area for the past 30 years. (Please see attachments.) I believe I can be
of substantial help to the board in that I have a working knowledge of budgets, construction
projects, and resident needs.
I feel that my past experience in being on several boards dealing with construction, education,
finances and business in general would be of benefit to the District.

About Richard J. Wolfinger
Bom 1942, Queens, New York, Married with four children, Graduated 1961, U.S-N.R. -Honorable
discharge 1966. He worked as a Carpenter Foreman, Superintendent and General Manager for
large construction firms. Richard obtained his General Contractor's license in 1973, including Name:
engineering and specialty licenses. Since that time he. has constructed or developed over 250
building projects with an estimated value of $500 million. In 1990 Richard was the 22nd largest r
contractor by revenue in Orange County. Priorto owning his own company he was Senior Building Email;
Inspector in Gardena In 1973 becoming the 173rd person in California to become certified, and the
581st person in California to become a state registered Construction Inspector. He was also a City Comment
Building Official in Los Altos, California and currently is proud to be a member of the fourth-
generation Wolfinger construction family. Richard formerly served as Chairman of the Board for
Olive Crest Tr satrnent Centers for abused and neglected children. He also served as President of
Therapeutic Education Centers for handicapped children. Richard was the recipient of the
prestigious Washington Charity Awards Nomination under the then president George Bush Sr. He
also is the former president of Associated Builders and Contractors Association, and past
President of the AltaVista Men's Goff Club. Richard is currently an active board member of the Tee
it Up for the Troops and Wounded Warrior Projects. He Is pro-life and a bom-again Christian SUBMI-
(Assembly of God) and supports his pastor's signature ministries, a missionary vision to reach the
people of third world countries and teach them to write about the Gospel in their own indigenous
way. In a Richard's free time he likes to play golf, read and fish. He's presently semi retired.

Therapeutic Education Centers (TEC) strive to teach, support, and reinforce pro-social
behaviors, with the goal that students will internally adopt these positive behaviors.
Each student is an individual who comes to us because he/she is having difficulties, which

The School-Wide Behavioral Program is a program that has been instituted to monitor,
evaluate and reward positive behavior on a daily and weekly basis.
School and classroom rules are clearly defined and rewards and consequences are applied on
a consistent basis. A point and level system is designed to provide students with clear
behavioral expectations and guidelines for pro-social behavior. Each class has a token
economy, which provides more immediate reinforcement in conjunction with the Olympic
medal theme. The medals (MVP - Most Valuable Pupil, Platinum, Gold, Silver and
Bronze) are intended to reflect a student's earned "level of trust." As students progress
through the program, they should experience more autonomy, trust and responsibility.
Individual effort is graded daily, per period, as well as weekly by the student and his/her
teacher and/or assistant Medal progression is based on how the student is following the
school rules, completing his/her academic assignments and working on his/her individual

This positive reinforcement program is designed to assist students in learning to evaluate
his/her own behavior and thus develop self-awareness, healthy communication and self-

What is NOVA Academy?
An Early College High School (ECHS) specifically targeted to at-risk teens-including low
income, abused and foster kids. NOVA Academy is the first ECHS model in the country to
address the unique learning, emotional and financial issues'of foster kids.
Who started NOVA Academy?
Knowing that the best indicator of success for foster youth is a high school diploma, Olive
Crest founder and educational psychologist. Dr. Donald Verleur started NOVA Academy with
funding by grants from the federal government and from the Bill and Melinda Gates
Foundation.
What is the Olive Crest connection?
Nova is sponsored by Olive Crest Homes and Services for Abused Children. The school is a
natural offshoot of Santa Ana-based Olive Crest, which has been a leader in serving at-risk
families and children for 35 years.
When did NOVA Academy open?
The school was opened in 2005 with 11 students. It was first co-located with the First Baptist
Church of Santa Ana. In YEAR it moved to its current location on 17'' Street in Santa Ana.

June 2008 marked the first graduating class (17 students) of NOVA Academy. Graduates

A seat on the YLWD Board of Directors would provide me the opportunity to serve my
community by utilizing my significant technical and business management background. I am 73
years old, retired, in good health and willing to run for election in November, 2010 if awarded a
seat on the Board.
My background starts with a degree in Civil Engineering followed by several years in structural
design of large hydroelectric power tunnels and other water handling concrete structures. This
was followed by an advanced degree in fluid mechanics and over 40 years of industrial
experience devoted to underwater ocean vehicles and projects. During this period I held the
position of Senior Vice President of Engineering with a staff of over 100. I was also Program
Manager for several underwater projects with financial, schedule and technical oversight
responsibility.
Working with the Yorba Linda Water District I designed, arranged financing and managed the
construction of a short extension to the YLWD sewer system. I oversaw al I aspects of the project
which connected four Yorba Linda residences including my own to the sewer system. As part of
this effort it was determined that over 900 Yorba Linda properties which were not connected to
the YLWD sewer system were paying sewage treatment fees charged by the Orange County
Sanitation District. To resolve this situation and obtain refunds for the affected Yorba Linda
property owners, I worked closely with Brett Barbre who was on the YLWD Board of Directors
and with John Gullixson who was on the Yorba Linda City Council. As a result I have
experience working with several other local government agencies.

also active in my church.
Over the past 30 years or so, I have been active on various boards, committees and
commissions in the City of Yorba Linda. This includes my term as a City Planning
Commissioner for 28 years, during which time I was chosen as chairman for 6 years.
I am currently an active commercial real estate appraiser and have had the opportunity to
work throughout the State of California for various governmental agencies.
Consequently, I have an understanding of the economics that the State and our
community face.
Most recently I have been a member of the Yorba Linda Water District's Citizen's
Advisory Committee which has proven to be very educational and informative. I have
taken several of the water related trips in the State.
I realize that we are in a critical time period insofar as water usage, supply and
