PUBLIC COMMENTS Any individual wishing to address the committee is requested to identify themselves and state the matter on which they wish to comment. If the matter is on this agenda, the committee Chair will recognize the individual for their comment when the item is considered. No action will be taken on matters not listed on this agenda. Comments are limited to matters of public interest and matters within the jurisdiction of the Water District. Comments are limited to five minutes. 2. ACTION CALENDAR This portion of the agenda is for items where staff presentations and committee discussions are needed prior to formal committee action. 2.1. Water Bill Redesign Recommendation: That the Committee approve and forward the redesigned water bill statement to the Board of Directors for consideration. 3. DISCUSSION ITEMS This portion of the agenda is for matters such as technical presentations, drafts of proposed policies, or similar items for which staff is seeking the advice and counsel of the Committee members. The next regular meeting of the Public Information-Technology Committee will be held March 2, 2010 at 4:00 p.m. Items Distributed to the Committee Less Than 72 Hours Prior to the Meeting Pursuant to Government Code section 54957.5, non-exempt public records that relate to open session agenda items and are distributed to a majority of the Committee less than seventy-two (72) hours prior to the meeting will be available for public inspection in the lobby of the District's business office located at 1717 E. STAFF RECOMMENDATION: That the Committee approve and forward the redesigned water bill statement to the Board of Directors for consideration. DISCUSSION: On November 3, 2009, the Public-Information-Technology Committee authorized Staff to develop a new water bill format and present alternatives at future committee meetings. The process began as the District transitions to a new utility billing software. When completed, the new water bill format will be more user-friendly by providing additional information to the customer. Staff began the process by evaluating various water bills from other agencies. With the involvement and feedback of the managers, the Customer Service staff, and the PIT Committee, a draft design was developed in-house encompassing the various comments. At the December 1, 2009 meeting, the Committee reviewed various water bill formats and provided Staff with direction as to the content and layout of the desired format. At the January 5th meeting, the Committee approved the re-design with the blue theme and requested that a final proof be presented at the following meeting. Attached for the Committee's review is a proof provided by Infosend. Infosend is the company that prints and mails the District's water bills. Yorba Linda Water District Reliable and Trusted Service for More Than 100 Years IMPORTANT INFORMATION REGARDING YOUR WATER PRESSURE February 1, 2010 Dear Resident, On December 2, 2009, the Yorba Linda Water District issued a letter informing you of the status of the Zone Reconfiguration Project in your neighborhood, and suggesting you consider installing a "pressure regulator" on your water supply. This project was constructed to provide additional water pressure in your area as of February 1, 2010. We are pleased to inform you that this change in water pressure was completed February 1 and that you will be able to tell the difference when using the water in your home or business. The District would like to remind you again to consider taking a preventative step in protecting your plumbing fixtures and appliances by installing a pressure regulator for your home or business if you have not yet done so. With the increase of approximately 40 to 45 psi, your current total pressure might exceed 80 psi. The California Plumbing Code recommends that any household with water pressure exceeding 80 psi, a pressure regulator should be installed to prevent excess pressure from causing potential leakage to the plumbing fixtures. The cost of installing a pressure regulator is estimated to be in the range of $175 to $250 including labor and materials depending on the size of your water supply line. Of course, if there are extenuating circumstances or other work required, the cost could be more. Any local plumber should be able to assist you with this installation. Again, the District recommends that you consider installing a pressure regulating device as early as possible to ensure that your existing plumbing is protected.
