54 March 28, 1960 ,An adjourned. meeting of the,Board of Directors of the Yorba Linda County Water .District was called to order at the office of the District March 28, 1960 at the hour of 8:30 a.m. Directors present and answering the roll call were Mr. Grist Mr. Wagner, Mr. Hastings, and Mr. Clodt. Mr. Milmoe was absent. Also present was Attorney, H. Rodger Howell. An application for a service connection by Phillips and Rainville was presented. The property to be served was more than 100 ft. from the nearest main. Sec. 5.8 of the Rules and Regulations provides that no property shall be served with private service lines where the property line is more than 100 ft. from the nearest main. It was pointed out that this property had been sold before the adoption of the Rules and Regulations and that a main extension in this case would be a hardship since the purchaser had no knowledge of the proposed Rules and Regulations at the time.of purchase. After discussion a motion was made by Director Hastings, seconded by -Director Wagner and carried that not withstanding any foregoing Resolutions Sec. 5.8 of the Rules and Regulations shall not become effective-until 30 days after the mailing of the Rules and Regulations. A discussion was.held concerning the f easability of the District .sharing the cost of fire hydrant installations. It was agreed to defer the matter until the budget for the next, fiscal year had been studied. A letter was read from James Montgomery summarizing the low bids and stating that each of the low bids were in order and that each bidder was a well known and res- ponsible Contractor. It was agreed to delay awards temporarily until further in- formation was received concerning the progress of the condemnation suit against the Shell Oil Co.
