April 4, 1960
An adjourned meeting of the Board of Directors of the Yorba Linda County Water District
was called to order at the office of the District April 4, 1960 at the hour of 8:30 a.m.
All Directors were present and answered the roll. Also present were H. Rodger Howell,
Attorney and C. C. Albright, Petroleum Engineer.
Mr. Albright, employed by the District made the following report on his analysis of the
value of damages to Shell that might arise from the condemnation suit by the'District.
Mr. Albright inspected the property in question and the following day conferred with Mr.
Paul Lehr, Production Manager for Shell and a Shell engineer. Mr. Lehr stated that Shell
could show a loss in excess of $1 million that would be caused by damages to their
secondary recovery program. Mr. Albright reported that Mr. Lehr also stated that Shell
would fight the case all the way. It was the opinion of Mr. Albright that it might be
difficult to find an engineer willing to testify that there would not be heavy damages
to shell.
A general discussion followed. Mr. Hower pointed out that our right to take the pro-
perty could not be denied, but that the cost might be unjustified. Mr. Howell reported
that he had talked to Mr. J'entzen of the Metropolitan Water District and that Mr. J'ent-
zen had agreed to act, within certain limits, as an intermiediary for the District and
would confer with Mr. Sam Balby, Vice President for Shell in this area. It was pointed
out that the first hearing for the case would be April 1960 and it was generally agreed
that it would be wise to wait until after the hearing and to hear from Mr. J entzen before
making, ezy further decisions.
On a motion made by Director Hastings, seconded by Director Wagner and duly carried the
meetitag was adjourned. to 8:30 a.m. Wednesday, April 6, 1960.
