PUBLIC COMMENTS Al Nederhood, resident, spoke regarding the last election and three candidates for the Yorba Linda Water District office of Director. DR A F T Page 3 of 6 2 5. ACTION CALENDAR 5.1 Minutes of the YLWD/City Council Joint Advisory Committee meeting held on November 7, 2022. That the YLWD/City Council Joint Advisory Committee approve the Minutes of the November 7, 2022 meeting. AYES (4): Hernandez, Lim, DesRoches, and Lindsey CARRIED (4 to 0) 6. DISCUSSION ITEMS 6.1 Statewide Water Supply Conditions General Manager Mark Toy introduced Interim Public Affairs Officer Malissa Muttaraid who spoke on the statewide water supply conditions. Ms. Muttaraid provided a handout which included charts of the California water supply as of April 2023 and current reservoir conditions. A general discussion ensued among committee members and staff regarding groundwater versus imported water, recent rains and waterfall levels, reservoirs, runoff and local wells. 6.2 Proposed Water Rates Finance Manager Delia Lugo gave an overview of proposed water and sewer rate increases. Municipal Water District of Orange County (MWDOC) Director Al Nederhood, clarified that the Army Corps of Engineers' basic mission is flood control, one exception is the Forecast-Informed Reservoir Operations (FIRO) program which allows for additional capture of storm-water. Director Nederhood also said that although inflation has caused rate increases, Metropolitan Water District (MET) has made a two-year commitment to maintain a 5% or less increase in water costs and similarly, MWDOC maintains a per-meter charge at 3.1% increase and operation charge at 4.2%. 6.3 YLWD and City of Yorba Linda Individual Agency Projects Senior Engineer Ammar Tohmeh, spoke about various Water District projects including the Hidden Hills Booster Pump Station, Lower Hidden Hills Pressure Reducing Station, Imperial Highway Waterline Improvements, Mountain View Waterline Replacement and Timber Ridge DR A F T Page 4 of 6 3 Booster Pump Station and gave an overview of improvements and anticipated completion dates for each one. City Engineer/Public Works Director Jamie Lai provided an update on current projects in the City including the Annual Pavement Preservation Project (APPP), which is on a seven year cycle and split into seven different zones within the City, as well as the Bastanchury Road Widening between Casa Loma Avenue and Eureka Avenue. 6.4 Joint Agency Horse Trail Project at Highland Reservoir Senior Engineer Reza Afshar provided a map of the Highland Reservoir Horse Trail and outlined the proposed project. Director Tom Lindsey said that he had walked the property and believes it will be an amenity to the City while solving security issues the District has experienced among other things. He said they would like to bring back a recommendation to the full Water District Board and asked what the City thought of the project timeline. City Manager Pulone said trails are a priority for the City but are costly and must compete with others. He would like to see the trail alignment preserved into the future and categorized it as a Tier II project which means it has been identified but not scheduled, and does not include funding. He said the resident across from the project would like to do some improvements to his property and this alignment will potentially impact what they do. City Engineer/Public Works Director Lai agreed and said the City would like to secure the easement and have all preliminary planning in place. General Manager Toy confirmed the project is not urgent and the City and District have enjoyed good cooperation. He said the goal is to have a mutually agreeable plan. Vice President Trudi DesRoches asked for clarification of the District's schedule and Mr. Afshar responded that the project was not currently on the CIP list and he would obtain more information for the Committee. Councilwoman Janice Lim asked if there had been any resident concerns and Mr. Afshar said there have been some concerns from residents that use the private road; however, they have legal access through other means. 6.5 Status of Housing Developments (Proposed and In-Progress) DR A F T Page 5 of 6 4 City Manager Mark Pulone provided an update on the housing developments in the City. He said the Shea development of 23 single-family homes on Bastanchury Road has been very successful with homes selling quickly. He also announced the Cielo Vista development of 74 homes is currently in the grading process which was delayed by rains. The City is now focusing on its Housing Element to present to voters in the 2024 election and remain in compliance with the State while addressing resident concerns. 6.6 Future Meeting Date, Agenda Items, and Location A future meeting date was not determined at this time. 7. SUPPLEMENTAL MATERIAL ITEM NO. 6.2 Timber Ridge Booster Pump Station (BPS) Project •Location – Fairmont Blvd between Quail Circle and Timber Ridge Rd on the west side of the street. •Scope – The existing Booster Pump Station is being replaced with a new Booster Pump Station at the same location. •The new pump station provides additional pumping capacity and includes a back- up emergency generator. •Scheduled to be completed by July 2024. •Traffic Impact – Minor traffic impact on Fairmont Blvd and majority of work is on-site. SUPPLEMENTAL MATERIAL ITEM NO. 6.2 Imperial Highway Waterline Improvements Project •Location – Imperial Hwy from Bastanchury Rd to Eureka Ave, Easement from Eureka Ave to Plumosa Dr, and Garden Place. •Scope – Approximately 5,600 linear feet of existing 14”, 16”, and 18” water transmission lines (installed between 1925 and 1941) will be “lined” with a polyethylene pipe. •Excavation is underway on Imperial Hwy for access pits. Two lanes on Imperial Hwy are currently shut down between the hours of 9 am and 3 pm. •Scheduled to be completed by end of December 2023. SUPPLEMENTAL MATERIAL ITEM NO. 6.2 Camino De Bryant Waterline Replacement Project Phase 1 •Location – Mt. Shasta Way and Smokey Mountain Way. •Scope – Approximately 2,315 LF of Ductile Iron Pipeline in high-pressure areas that have a history of leaks. •Scheduled to be advertised for bid mid-November and be completed by May 2024. •Traffic Impact – Very minor. SUPPLEMENTAL MATERIAL ITEM NO. 6.2 Main Street Sewer Replacement •Location – Between businesses on Main Street and Olinda Street at Imperial Hwy. •Scope – The project includes replacement of 465 LF of 6-inch sewer with 8-inch sewer line. •The existing sewer is in very poor condition, cannot be adequately maintained, and is not compliant with pipe size standards. •The City recently granted easements and a license to enable the District to move forward with this project. •Scheduled to be bid in November 2023 and completed in Summer 2024. SUPPLEMENTAL MATERIAL ITEM NO. 6.2 Sewer System Rehabilitation and Replacement Project •Location – Sewer Lines and Manholes throughout the District. •Scope – Approximately 6,650 linear feet of sewer mains and 11 manholes have been identified to be lined (Cast and Cured In Place - CIPP). •Project is part of the District’s continuing Rehabilitation & Replacement (R&R) Program to replace aging infrastructure. •Scheduled to be awarded at November 21, 2023, and completed in Summer 2024.
