Moved by Hernandez Seconded by Lindsey AYES (4): Hernandez, Lim, DesRoches, and Lindsey CARRIED (4 to 0) 6.DISCUSSION ITEMS 6.1 Statewide Water Supply Conditions and State Conservation Framework / Urban Water Use Objective Calculation Public Affairs Officer, Joanna Gonzales provided a PowerPoint presentation on the statewide water supply conditions. She presented a graph showing the current conditions of the major water supply reservoirs which are in very healthy positions with the record rainfall received last year and this past summer's tropical rainfall. The water year began October 1st and the two major water reservoirs they monitor, Lake Oroville and San Luis Reservoir, are well above historical average. Ms. Gonzales also went over the State Conservation framework and said that the Water District, along with other Orange County water suppliers, have been very involved in and concerned about the State Water Board proposed regulations to implement the "Making Water Conservation a California Way of Life" statute. The new regulations, meant to achieve long term water use efficiency as currently proposed will directly affect each Orange County city and water district with the majority of cities required to share an estimated compliance cost of $65,000,000 annually. The Water District and many Orange County water suppliers opposed the regulations during public comment period, by writing letters of opposition and speaking out at State Water Resources Control Board (SWRCB) public workshop meetings and signing two ACWA-led coalition letters opposing legislation. She went over the three components of the regulations and discussed next steps including annual reporting for agencies to begin on January 1, 2024 and said that revised regulations are expected in Spring of 2024, with the SWRCB adopting final regulations in the summer of 2024. A lengthy discussion ensued among committee members and staff regarding enforcement of regulations, compliance efforts, educating Page 4 of 6 3 residents with workshops, newsletters, bill inserts, updates at Council meetings, and the timeline of the proposed regulations. 6.2 YLWD and City of Yorba Linda Individual Agency Projects Engineering Manager Rosanne Weston provided a PowerPoint presentation on the Yorba Linda Water District Capital Improvement Projects. The Hidden Hills Booster Pump Station Project includes improvements to the existing booster pump station including a new booster pump, back-up emergency generator and site work. It is scheduled to be completed mid-December 2023. The Timber Ridge Booster Pump Station is being replaced with a new booster pump station at the same location, and will provide additional pumping capacity and a back-up emergency generator. The project is scheduled to be completed by July 2024. The Imperial Highway Waterline Improvements Project is approximately 5,600 linear feet (LF) of existing 14", 16" and 18" water transmission lines which will be lined with a polyethylene pipe, the project is scheduled to be completed by the end of December 2023. The Camino De Bryant Waterline Replacement Project Phase I includes approximately 2,315 LF of Ductile Iron Pipeline in high-pressure areas that have a history of leaks and is scheduled to be advertised for bid in mid-November and be completed by May 2024. The Main Street Sewer Replacement Project includes replacement of 465 LF of 6-inch sewer with 8-inch sewer line. The project is scheduled to be bid in November 2023 and completed in summer 2024. The Sewer System Rehabilitation and Replacement Project includes approximately 6,650 linear feet of sewer mains and 11 manholes to be lined, the project is part of the District's continuing Rehabilitation and Replacement Program to replace aging infrastructure. It is scheduled to be awarded November 21, 2023 and completed in summer 2024. Operations Manager John DeCriscio responded to an inquiry from Mayor Hernandez and stated that there are 21 different zones in the District with six major subzones. He said that the Hidden Hills Booster Pump station covers approximately 200 homes at the top of Hidden Hills. Deputy Director of Public Works Rick Yee provided an update on City projects including the recently completed Annual Pavement Maintenance Project. He said the largest construction update is the Bastanchury Road Widening Project, between Casa Loma and Eureka Avenue which will add a second through lane in each direction, along with traffic signals and adjusting the vertical line of sight on the roadway. The project is halfway complete and expected to be finished in late spring or early summer. The Page 5 of 6 4 Lakeview Avenue Widening Project which will add a second through lane in each direction, will be going to bid in spring. 6.3 YLWD Public Outreach Activities Public Affairs Officer Gonzales, shared a PowerPoint slide of Water District public outreach activities with the City's annual events including the Yorba Linda First Responder's Breakfast, the Mayor's Prayer Breakfast, 4th of July Spectacular, Taste of Yorba Linda, National Night Out and the Yorba Linda State of the City. She emphasized the importance of these events in engaging with residents. Ms. Gonzales spoke about future potential partnering opportunities such as the Well 22 Dedication in December and the dedications for Hidden Hills and Timber Ridge Booster Pump Stations, Infrastructure Tours, the Water District Spring Open House, PYLUSD School Presentations and Tours, and Career Fairs at local high schools. She also said the Water District would like to participate in community Holiday drives with the City. Mayor Hernandez mentioned some big events that occur in the City but are not city-sponsored including St. Martin de Porres Catholic Church's Octoberfest, the Yorba Linda Woman's Club Craft Fairs and the numerous annual events by the Islamic Center of Yorba Linda. City Manager Pulone said the City partners with Yorba Linda Families Forward to donate toys to needy families. Councilwoman Lim said she recently met with about 80 of North Orange County's largest churches and will forward information to staff about their events. She said that the Friends Church recently held their Family Fun Fest with about 8,000 to 10,000 people in attendance, which would also be a good future opportunity. 6.4 Future Meeting Date, Agenda Items, and Location A future meeting date was not determined at this time. 7.
