HomeMy WebLinkAbout2007-02-08 - Resolution No. 07-01RESOLUTION NO. 07-01 RESOLUTION OF THE BOARD OF DIRECTORS OF THE YORBA LINDA WATER DISTRICT AMENDING THE POLICY AND PROCEDURES FOR THE DISPOSAL OF SURPLUS VEHICLES, EQUIPMENT AND OFFICE FURNITURE WHEREAS, It is to the benefit of the District to establish by resolution a set of standard procedures for disposal of surplus vehicles, equipment and office furniture by the District's General Manager, and WHEREAS, the Yorba Linda Water District has procedures in effect in the form of Administrative and Background Checkpoints (ABC's) outlining the procedures for disposal of vehicles, equipment and office furniture as surplus, and WHEREAS, the Board of Directors of Yorba Linda Water District wishes to formally adopt the procedures set forth in this resolution, and WHEREAS, the Board of Directors of Yorba Linda Water District wishes to designate the General Manager as the District's agent for properly disposing surplus vehicles, equipment and office furniture, NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Yorba Linda Water District: When an item is declared surplus, the appropriate Department Manager shall administer either of the following disposal procedures. Final disposition shall be made in consultation and with approval of the General Manager. Section 1. a. Items to be disposed of shall be advertised in a newspaper or other periodical appropriate for the intended market. b. Sealed bids shall be required and are to be submitted by a specific deadline. No bids will be opened until that date and time. C. If satisfactory bids are received, the surplus items will be sold to the highest bidder. Satisfactory bids are defined as appropriate to the item's fair market value as interpreted by the District. d. If no satisfactory bids are received, the items shall be re-advertised. e. Bids may be accepted from the general public as well as from District employees, or Section 2. The General Manager may enter into an agreement with an auctioneer for sale of surplus items. The General Manager is hereby authorized to declare and dispose of vehicles, equipment and office furniture up to a maximum of $24,999 per item. 1 PASSED AND ADOPTED this 8th day of February , 2007 by the following called vote: AYES: Armstrong, Beverage, Collett, Mills, Summerfield NOES: None ABSENT: None ABSTAIN None Ric Collett, President Yorba Linda Water District ATTEST: Michael A.
