Enclosed please find my resume for the position ofYLWD Board. My unique portfolio of superior
academic work and professional experience supervising staff developing both budget and policy issues
for a governmental agency make me an ideal candidate for this position.
I have a Bachelors and Masters degree in Engineering, a Masters degree in Business Administration,
and I'm a registered professional engineer in the State of California. I am well versed in both the
technical and financial aspects of government policy. I have worked for the County of Orange as an
Administrative Manager and at the Air Quality District in a va riety of positions including planning
and permitting. My technical and policy experience over t he past two-and one-half decades have
given me the tools and expertise to serve on the Board at YLWD
My work experience has also provided me with a familia r ity with a large number of business types and
operations. As my undergraduate degree is in chemical engineering, I have a unique perspective
relative to manufacturing, chemical processing, and other specialty businesses. Moreover, I have
worked for the state of California as a tax auditor reviewing the books and records of small businesses.
I currently do tax and finance consulting.
I have worked in the public policy sector for over 25 years. My goal as a representative on the YLWD
Board of Directors will be to make sure that decisions are always made in the interest of the
community and in an open and transparent fashion . I am part of the fabric of our Yorba Linda
community, currently serving on the Planning Commission, and having lived in the city for over 30
years. As a husband and a parent, I understand the importance of representing the public's interest.
My background and experience have provided me with an excellent platform to successfully perform

Dear President DesRoches, Vice President Lindsey, Director Barbre, and Director Hernandez,
Thank you for the opportunity to be considered for appointment to the Yorba Linda Water
District Board of Directors to fill the vacated board member position through December 2026.
My entire adult life has been dedicated to public service, first as a member of the United States
military, and, since my retirement from military service, through several community and military
service organizations and programs. Most of this is documented in my submitted resume.
I served in the United States Air Force for over 29 years, retiring at the rank of Colonel. My
nineteen military assignments included three tours as a commanding officer responsible for the
morale, welfare, and discipline of up to five hundred uniformed military personnel. Under my
leadership, one of those units was named the best large communications unit in the entire Air
Force.
Upon retiring from the Air Force, I joined the Raytheon Company as a Program Manager. I
served on three different programs, the third as a Senior Program Manager leading a team of 120
engineers and support personnel in executing a $260 million aircraft landing system development
project for the US Navy. Both Raytheon and the Navy’s primary measure of my success was
keeping the program on schedule and on budget using very sophisticated Earned Value
Management metrics. During my tenure leading this program, we were consistently recognized
to be ahead of schedule and under budget, an accomplishment that earned me the Raytheon
Program Leadership award in 2017, one of only twelve such awards company-wide.
After my Air Force retirement is also when my wife and I decided to live in Yorba Linda, and
where we again began to engage in community service. We initially became involved in a local
church where we served as greeters, taught marriage classes and retreats, and where I served
on the church’s first Strategic Planning Team.
In 2010, we started the Honoring Hometown Heroes program to honor the families of those
who lost their lives in military service, the Gold Star families. We planned, hosted, and emceed
this program at the Richard Nixon Presidential Library for the first ten years and are restarting the
program at a new venue in 2024. In this new program we have taken on the roles of fund-raising,
establishing the program budget, and scheduling all aspects of the program. I also serve as the

event host and emcee. We are humbled to serve our community and our military through this
effo rt.
I also helped establish the first Love Yorba Linda day of service in 2019, an effort which had
grown to over one thousand volunteers completing over fifty community service projects in 2023.
1 am a member of several Veteran organizations and have hosted and emceed military-related
programs and presentations at the Richard Nixon Presidential Library and the Yorba Linda
Veterans Memorial. I support other Veteran services through two local Veteran non-profit
organizations of which I am now President. I do all these things because I still have a heart to
serve, especially in my local community.
My interest in serving on the Yorba Linda Water District Board of Directors is driven by this
same heart to serve. While my experience in providing water and sewer services may be limited,
I have a proven track record of executive leadership, sound fiscal management, and delivering
results, traits I believe will serve the YLW❑ Board of Directors well.
I fully appreciate the complexities of delivering water and sewer services to this community,
while also addressing the fiscal, regulatory, climate, and environmental challenges the YLW❑
Board faces regularly. I look forward to discussing these and other issues with you as you consider
my candidacy for this appointment.

Yorba Linda Veterans Memorial Association (YLVMA) 2015 – Present
The Yorba Linda Veterans Memorial Association is a 501(c)(3) non-profit organization, whose mission
is to maintain the Yorba Linda Veterans Memorial located in the northwest corner of Yorba Linda
Veterans Park and to honor, recognize, and celebrate our military heroes, primarily through conducting
annual Memorial Day and Veterans Day ceremonies.
● Elected to the YLVMA Board of Directors in 2015.
● Responsible for selecting keynote speakers for all ceremonies and interviewing some World War II
Veterans to help them share their stories.
● Served as event Emcee for every Memorial Day and Veterans Day ceremony since 2015.
● Elected as President of the YLVMA Board of Directors in November 2022.
Honoring Hometown Heroes Program 2010-Present
The Honoring Hometown Heroes Program was established at the Richard Nixon Presidential Library in
2010 to honor the Gold Star families of Orange County (families who have lost a family member in
military service) with a special ceremony to recognize their loved one with a special Christmas
ornament to hang on a dedicated tree at the Nixon Library throughout the holiday season.
● Served as military host and Emcee for every event the first ten years.
● Planned and coordinated all details of the event, including a celebrity to present ornaments to the
families, musical performances, personalizing ornaments, and hosting a reception for the families.
● Popularity of the event soared to the point where Gold Star families from all over Southern California
and several neighboring states began participating.
● When the Nixon Library opted to discontinue the program in 2023, we decided to continue it at a new
venue, raised the required funds, and restarted the program in 2024.
Love Yorba Linda 2019-2023
Love Yorba Linda is a community-wide service day where residents, businesses, city government, faith
groups, service groups, schools, and sports organizations unite to make our city a better place.

● Served as Assistant City Leader for the first-ever Love Yorba Linda Serve Day in 2019.
● Served as Treasurer, Webmaster, and publicity chair for the 2019 event.
● Rallied 350 volunteers to complete 13 volunteer service projects in one day.
● Effective fund raising not only supported all these projects but provided $10K of funds to start the
following year’s program.
● Went on to serve as leadership team member, Webmaster, and Project Leader through Love Yorba

government markets throughout the world, with a history of innovation spanning more than 90 years.

Program Manager for a US Navy GPS-based precision approach and landing capability for unmanned
aircraft and auto-land capability for operational forces, enabling adverse weather operations, improved
situational awareness, and enhanced safety, including jam-resistant GPS technology.
● Under my leadership the program completed both a delta Preliminary Design Review (PDR) in 2016
and delta Critical Design Review (CDR) in 2017 with zero action items required for review approval.
● Highly successful system development and testing led the US Marine Corps to declare Early
Operational Capability (EOC) on the system in order to use it on deployment in 2018.
● Recipient of the Raytheon Program Leadership award in 2017, one of only 12 companywide.
● Selected to lead a new business development effort in 2018 focused on international expansion and

MILITARY EXPERIENCE
Senior Officer, United States Air Force June 1994 – Oct 2005
Served in various executive roles as a communications-computer systems officer leading organizations
providing communications, computer, and information technology services. Served as commanding
officer providing morale, welfare, and discipline for up to 500 uniformed military personnel.
● Directed a $24M control center project supporting US air operations in Central America, South
America, and the Caribbean. Proposed an IT architecture design change which shortened the
project schedule by 24 months and saved $1M in equipment costs.
● Reengineered the IT acquisition process for the Air Force's largest operational command (over 100K
personnel). Program earned Air Force, Department of Defense, and federal awards and was
selected for use Air Force-wide. Saved $2.6M in the first year of operation and avoided $5M in
activity costs.
● Established the first Network Operations and Security Center (NOSC) supporting all Air Force
networks in Europe. Extended NOSC services to a wartime operations center to assure robust,
effective security without having to relocate technical staff from the primary site.
● Chief executive in organization named best in USAF. Leader of organizations awarded Air Force
Association Citation of Honor and the Federal CIO Council Center of Excellence in IT Award.

I own a Manufacturer ’s Representative Agency and Consulting Firm, serving the Paper, Film,
Coating, Plastic and Printing Industries. representing many companies from around the world,
selling equipment, paper and adhesives mainly on the west coast.

As a resident, in Orange County for the last 50 years, 13 years in Yorba Linda,
I have grown to appreciate my community and all who make the sacrifice to keep our city safe,
functioning and clean. Also, I have a 96-year-old mother and 2 brothers living in YL.
My involvement in YL Housing Working Group started a little over a year ago, attending several
City Council meetings, communicating with YL City Council, City Employees and Residents,
supported my willingness to get more involved in community matters.
My primary goal for the last 50 years has been to give back to my family, customers and recently, my
community.
My Industrial Experience selling millions of dollars of converting equipment and chemistry products along with
my involvement to install said equipment and applying the chemistry is what I have a passion for.
My goal was not to be an expert in any one field, but to be knowledgeable in many arenas and utilize the
different technologies that I have learned to solve specific issues.
I strive to be a strong leader and organizer and now able to bring experts together through my 50 years of
experience.
I enjoy reading and learning about the process and procedures to understand our County’s Groundwater
Replenishment System, along with purifying and importing enough water to meet the demands of our growing
population. Chemistry and equipment are subjects I find fascinating.
Several years ago, I sold industrial water treatment systems that remove lubricating oils, starch, adhesives and
ink prior to depositing into municipal wastewater systems.
I am also a strong proponent for water conservation and preparing for wildfire prevention and firefighting.

I respectfully request your consideration for the vacant position serving the Yorba Linda
Water District. Having grown up in Yorba Linda, where I attended Van Buren Elementary School,
and now raising my three boys-who attend Yorba Linda Middle School, Yorba Linda High
School, and Boise State Universi t y-I am deeply committed to our community. We have made
Yorba Linda our home, and I am pass ionate about contributing to its continued growth and
success. Recently, I joined the Nixon Library Foundation as the Chief Educational Officer, where
I am responsible for developing the American Civics Academy and Educational Center. My
background, combined with my dedication to the betterment of our city, would make me a
strong asset to the Board as we work to ensure reliable, sustainable water resources for our
residents.
Water management has always been an area of personal interest, and I have ga i ned a
deep appreciation for its critical role in our community's history. As an author for a children's
history book for third graders in Placentia and Yorba Linda, I had the privilege of interviewing
many of the original farming families who he l ped establish the citrus industry in our region.
Through these interviews, I learned how their innovative approaches to water management were
key to the success of their farms, enabling them to grow some of the most productive citrus
ranches in the world. The i mportance of water was a common thread in every story I heard. It is
clear that effective water management allowed our area to thrive. It would be an honor to help
steward this century-old legacy and ensure that future generations benefit from the same
careful attention to water resources that made this region prosperous .

Prior to joining the Nixon Foundation, I worked at Chapman University as the Assistant
Dean responsible for graduate education for the business school. While serving as Assistant
Dean, I was responsible for increasing the schools' national rankings from 97 to 64, based on US
News and World Report. I was also the founding Director of the Master's in Real Estate program
and helped to build a board of directors and curr iculum for the new program. In addi t ion to my
leadership roles, I enjoyed the passion and energy coming from the classroom and students. For
the past 1 O years I have taught graduate classes in public policy and communication, relying on
my past experiences, which included working for Disney and serving as a mayor of my
hometown of Placentia.
Before joining Chapman University, I worked for the Walt Disney Company for 15 years,
where I had the incredible opportunity to work on global projects that helped shape Disney's
legacy. In other words, it was a real ride to work for Disney. Growing up in Ora nge County, it was
always a dream to work at Disneyland. My first role was Director of External Affairs and
Government Relations in Anaheim. Serving in that capacity, I was responsible for all external
engagement and management of all communications to local, state, and federal government
officials. After serving in Anaheim, I was promoted to the company headquarters in Burbank,
where I was responsible for global external affairs and development. This was a lifetime
opportunity and a highlight of my time at Disney. Serving in this role, I was able to negotiate with
the Bahamian government to acquire a private island in the Bahamas, buy 3,000 acres of
conservation wetland land in central Florida, and champion the largest gift to China in its history:
to commemorate the opening of the Shanghai theme park, Dis ney-themed playrooms were built
in all of Ch ina's children's hospitals.
Working on global projects was rewarding, but the personally fulfilling part was creat i ng
world-class teams and inspiring colleagues to realize their goa l s and dreams. My last
responsibility for Disney was serving on the executive opening team for the Sha nghai Disney
Park. This was a personal and professional commun ication high point for me, as I worked to
br i ng Disney's iconic brand into mainland China. Every pro j ect I have managed has come in on
time and on budget, without any adverse reputatio n issues . I am confident t hat I would bring the
same l evel of professional judgment and focus to the Yorba Linda Water District.
In addition to my time at Disney, I also served as Mayor of my hometown of Placentia.
During my term, I worked hard to develop consensus and a team culture with my council
colleagues and the city management team. It was a humbling responsibility to serve my
hometown in this capacity, directing a complex multi-unit o rganization in a st rategic and
compass i onate way. These attributes have proven to be some of my strongest profess io nal
stre ngths. I strive to inspire my team and partners to exceed expectatio n s in a c ollabo rative
environment.

Please consider this letter as my interest in the consideration for appointment to the Yorba Linda
Water District Board of Directors. As a lifelong Yorba Linda resident, it is my goal to serve our
wonderful community to the best of my ability. I am a strong proponent of servant leadership and
giving back where I can. Professionally, I have worked on the sales side of the consumer-packaged
goods industry for over 16 years. I started with the Frito-Lay division of PepsiCo, Inc. in 2009,
transitioned to Eagle Family Foods Group, LLC. in 2017, and recently, took a new role with KeHE
Food Distributors as their Executive Director, Sales – Regional Chains West in late October 2024. I
have managed and led large sales teams throughout my career, which involves working with
different personalities along the way. I love to connect with my people on a more personal level and
learn more about what their ambitions are so I can help them remove obstacles from their daily
work routines and help them become more efficient.
Personally, I am a happily married father of three wonderful elementary school-aged children. My
wife Stacy and I have been married about 12 ½ years, and our daughters Amelia (10), Hazel (9), and
Violet (6) are our greatest love(s) and priorities. Everything I do both personally and professionally is
with my family top -of-mind.
Moreso than ever, I yearn to serve the Yorba Linda community in an even greater capacity and look

I would like to be considered for an appointment to the Yorba Linda Water District (YLWD) Board
of Directors. As a 50-year resident of Orange County and an 18-year resident of Yorba Linda, I am
confident that my strong background in communications, marketing, and government affairs
brings a valuable perspective to advancing the mission of the YLWD while ensuring that the
needs and concerns of our community are thoughtfully addressed.
Throughout my career in public affairs, advocacy, and community engagement, I have developed
a deep understanding of how government operates at the local, state, and federal levels. I have
worked on several political campaigns, which has allowed me to understand the importance of
truly listening to constituents, advocating for their needs, and communicating issues effectively.
Although I may not possess a deep knowledge of water-related issues, I am confident that my
skills in advocacy, creative messaging, and public relations will allow me to bring a fresh and
impactful perspective to the YLWD Board.
I am passionate about ensuring that public agencies prioritize the needs of ratepayers while
balancing operational needs. As a local resident and past member of the Yorba Linda Water
District Citizens Advisory Committee, I understand the concerns of our community and the need
for transparent, thoughtful decision-making. I believe it is essential for public agencies like the
YLWD to not only listen to the voices of their constituents but to actively engage with them before
decisions are made. By promoting transparency and increased accessibility to the Board, I hope
to encourage greater community involvement and trust in the district.
In addition, I would like to help improve how the YLWD communicates complex issues, such as
rate changes, to the public. Clear, understandable, and transparent messaging in plain language
is critical to ensuring that ratepayers fully understand the reasons behind decisions that affect
not only their financial interests, but also their daily lives. I want to help formulate the messages
in such a way that the community can learn more about water and its related policies as well as
build their confidence in the district.
I would like to serve on the YLWD Board to bring new ideas, advocate for transparency, and
ensure that the needs of our community are always at the forefront of decision-making. It would
