5.1 Minutes of the YLWD/City Council Joint Advisory Committee meeting held
on November 6, 2023.

Minutes of the November 6, 2023 meeting.

6. DISCUSSION ITEMS
6.1 Status of Green Crest Drive Erosion Mitigation Project
City Engineer/Public Works Director Jamie Lai provided a PowerPoint
presentation and update on the Green Crest Drive Erosion Mitigation
Project. She went over a map of the area, current conditions including
geotechnical investigation and recommendations, cost estimates and
different approaches to be considered, and reviewed the next steps.
A discussion ensued among Committee members and staff over the project
and the different options.
6.2 Coordination on Other Projects
City Engineer/Public Works Director Lai provided an update on other
projects in the City including the Main Street Sewer Project, Bastanchury
Road Widening Project and the Annual Pavement Projects throughout the
City. Ms. Lai stated she appreciates the partnership with the Water District
for the successful coordination of the projects.
Engineering Manager Rosanne Weston said the City and Water District
were also coordinating on the Lakeview Avenue Widening Project and
Yorba Linda Boulevard Widening Project as well as getting ready to kick off
new projects for Fiscal Year 2024-25. Ms. Weston mentioned there are also
several waterline and fire flow enhancement projects that are coming up in
the near future.
6.3 Aligning Permitting Processes
Community Development Director Nate Farnsworth introduced himself to
the Committee as the new Community Development Director.

Vice President Tom Lindsey stated that he put this item on the agenda to
discuss streamlining the permitting process for the Yorba Linda Water
District and the City. He referenced the Memorandum of Understanding
(MOU) adopted by the Committee in 2021 and suggested that streamlining
the permitting process could be advantageous to residents.
Engineering Manager Weston mentioned that she and Director Farnsworth
will be meeting to work together on this matter.
Assistant City Manager Dave Christian said the permitting process can be
very confusing for residents, and the City is always looking for ways to
improve that process.
A lengthy discussion ensued among Committee members and staff on the
separate agency processes, and it was determined to bring the matter back
on a future agenda.
6.4 Outreach for Yorba Linda Community Events
Councilwoman Janice Lim asked the City Clerk to distribute the city's
Calendar of Events for 2024.
President Trudi DesRoches said the Water District was looking for ways to
improve its community outreach and participate in events. She thanked the
City for the calendar which would be beneficial to the Board in considering
the different events in which to take part.
Assistant City Manager Christian said the City keeps the calendar updated
and would be pleased to share it with the Board.
6.5 Future Meeting Date, Agenda Items and Location
General Manager Mark Toy stated that he would coordinate with City
Manager Mark Pulone on a mutual date for the next joint committee
meeting.
Councilman Carlos Rodriguez asked to bring back a discussion about future
Water District projects that would potentially have implications on the
capacity or demand for Southern California Edison.

• Our team of dedicated wa ter professiona ls carefully monitor weather events, and ta kes necessary
p recautio ns to p rotect o ur regio n a nd infras tru cture by increasing reservoir levels to ensure an adequa te
supply of wa ter.

• Fire hydrants in Yorba Li nda are opera ti o nal and have an adequate water supply a ll owing local fire
authorities to promptly respond to emergencies.
• YLWD sta ff inspects 4,052 fire hydrants annually by checking hydrant p ress ure and water fl ow, and will re -
paint as needed as part o f the District's preventative maintenance program.

• YLWD stays prepared during the current fire th reat by pre-fi ll ing our two Heli-Hydrants, which are
stra tegically p laced, q uick-fi ll, pilot-opera ted water sou rces tha t can be filled within m inutes to help local

• The Distric t has invested in multiple natura l gas back-up genera tors, including a portable genera tor, for
emergency back-u p power. These genera tors are designed to activa te d uri ng power outages or
scheduled electrical shutdowns, sign ifi cantly bolste ri ng YLWD 's booster p ump statio n reliability, especia ll y in
a w il d fire event.

Dear Valued Customers,
As essential public service providers for the residents of the City of Yorba Linda (City), the
Yorba Linda Water District (YLWD) and the Orange County Fire Authority (OCFA) take
great pride in serving our community whi le upholding the highest standards of safety and
water reliabil ity. This letter aims to highlight the e xceptional fire protection measures and
water infrastructure currently in place in our service area , established through the
collaborative efforts of YLWD and OCFA.
Many homeowners in Yorba Linda are currently facing significant challenges with their
insurance providers, as many policies are being canceled or not renewed due to the
increased fire risk in our area. In response to these concerns, YLWD and OCFA have
' implemented comprehensive fire protection and response strategies to mitigate the risk
in our region . The key reasons why our fire p rotection and water infrastructure are industry-
leading are as follows :
• Advanced Infrastructure: YLWD has made strategic investments in infrastructure,
including state-of-the-art water supply systems and fire hydrant networks, ensuring
rapid and reliable access to water sources essential for firefighting efforts. Fire
hydrants in Yorba Linda are fully operational and provide adequate water supply,
allowing local f ire authorities to respond promptly to emergencies. YLWD staff
conduct annual inspections o f 4,052 fire hydrants, checking hydrant pressure and
water flow as part of the YLWD's preven t ative maintenance program.
Additionally, YLWD has invested in multiple natural gas back-up generators,
including a portable generator, for emergency back-up power. These generators
are des igned to activate during power outages or scheduled electrical
shutdowns, significantly bolstering YLWD's booster pump station reliability,
especially in a wildfire event.
• Collaborative Planning : YLWD and OCFA have collaborated to develop
comprehensive emergency response plans, which are regularly updated to
include the latest firefighting techniques and techno logies . Additionally, YLWD
and OCFA maintain robust partnerships w ith the City of Yorba Linda and CAL FIRE,
who frequently provide training for their fire pilots at YLWD's Heli-Hydrants.
• Technological Innovations: In 2019 , YLWD introduced the first permanent Heli-
Hydrant, the Marc Marcantonio Heli-Hydrant, followed by the Wells Fargo Heli-
Hydrant in 2021. These Heli-hydrants are e xamples of YLWD's proactive

commitment to enhancing fire safety and safeguarding our community. The Heli-
Hydrants serve as advanced firefighting tools, enabling local fire authorities to
save crucial time in order to combat wildfires. They offer a strategically located,
quick-fill, pilot-operated water source that can be filled in just a few · minutes.
Dedicated YLWD and OCFA professionals diligently monitor weather conditions
and take necessary precautions to safeguard our region and infrastructure. By
raising reservoir levels higher than normal, and pre-filling both Heli-Hydrants during
wind advisories or red flag warnings , we elevate our readiness and proactive

• Defensible Space and Vegetation Management: The City of Yorba Linda
collaborates year-round with OCFA to mitigate wildfire risks in our community,
focusing on defensible space and vegetation management. Defensible space is
crucial for protecting properties from wildfires, involving the creation of buffer
zones around buildings by clearing or reducing flammable vegetation and debris.
This space not only helps slow the spread of fire but a lso provides a safer
environment for firefighters to defend structures . The City enhances these efforts
through extensive vegetation management practices such as brush clearing , tree
trimming, goat grazing, and weed abatement. Additionally, the City's annual
weed abatement program ensures that both residential yards and larger land
parcels are cleared of combustible materials.
• Continuous Improvement: Both YLWD and OCFA prioritize continuous
improvement through rigorous training programs for firefighters, ongoing
maintenance of fire suppression equipment, and proactive inspections of water
infrastructure.
We are fortunate to have dedicated professionals who work tirelessly to protect lives and
property. Together, the Yorba Linda Water District and the Orange County Fire Authority
are dedicated to delivering the utmost level of fire protection for our community.
