ITEM NO. 3.1 AGENDA REPORT Meeting Date: September 27, 2010 Subject: YLWD Water Rate Study and Pass Through Rate Increase SUMMARY: Due to two up-coming water rate increases from the Metropolitan Water District of Southern California (MWD), the YLWD Board of Directors approved in June, a $1.53 pass-through rate increase to the monthly Basic Service Charge, which went into effect on August 1st of this year. This increase directly reflects water supply costs based on charges for imported water from MWD. These two known future MWD rate increases have now been incorporated into the District's current water rate. Staff will give a presentation to the Committee on the method used to determine the rate increase and will facilitate a discussion on the Cost of Service Analysis and Water Rates Alternative Study currently in progress. ITEM NO. 3.2 AGENDA REPORT Meeting Date: September 27, 2010 Subject: YLWD Water Rate Reduction Petition SUMMARY: Mr. James Brunette has begun to circulate a petition for the purpose of setting YLWD's water consumption charge to $2.09 per unit and setting its basic service charge to $8.35 per month, for all YLWD customers. If Mr. Brunette acquires enough signatures, YLWD will either have to adopt the proposed rates, or put the issue out to vote in a special election funded by the District's ratepayers at an estimated cost of $180,000.
