HomeMy WebLinkAbout1968-10-09 - Resolution No. 1680 0 RESOLUTION # 168 RESOLUTION OF THE BOARD OF DIRECTORS OF THE YORBA LINDA COUNTY WATER DISTRICT SUPPORTING PROPOSITION IA AND OPPOSING PROPOSITION 9, COMMONLY KNOWN AS THE WATSON AMENDMENT WHEREAS, there is and has been a dire need for restructuring the tax system of California with less reliance on the property tax and greater reliance on other taxes and revenues in order to spread more equitably the cost of financing state and local government, and WHEREAS, repeated efforts to bring about such restructuring of the tax system have been without avail and such failure has brought about the circulation and qualification of Initiative Proposition 9 on the November general election ballot with the avowed purpose of forcing a major reduction in property taxes, and WHEREAS, Proposition 9 contains totally unrealistic tax and bonding limitations that would prevent many water agencies from completing construction of water projects already under construction as well as financing and construction facilities needed to meet future water requirements, and WHEREAS, the language of Proposition 9 is so ambiguous that a chaotic condition would result if adopted until massive litigation could obtain court determinations as to the meaning of the amendment, and WHEREAS, the Legislature and Governor have submitted to the voters as Proposition lA a property tax relief program which will provide some relief to home owners, renters, and business inventories, but which is not adequate as a property tax relief program, now, therefore, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE YORBA LINDA COUNTY WATER DISTRICT this day of October, 1968: 1. That Proposition lA be supported as an initial step toward providing long overdue property tax relief. 2. That Proposition 9, the "Watson Amendment," be vigorously opposed because it imposes unrealistic tax and debt limitations which will prevent public agencies from financing and constructing vitally needed facilities required to support the continued growth of California and because of the fiscal chaos which will prevail while the courts and the Legislature attempt to determine what the highly ambiguous provisions of the amendment mean, and devise sol- utions to problems when solutions are possible.
