HomeMy WebLinkAbout1973-05-10 - Resolution No. 73-17A 0 to RESOLUTION NO. 73-17 RESOLUTION OF THE BOARD OF DIRECTORS OF THE YORBA LINDA COUNTY WATER DISTRICT SETTING FORTH THE POLICY OF REIMBURSEMENT OF EXPENSES INCURRED BY DIRECTORS OR KEY STAFF PERSONNEL WHILE ATTENDING VARIOUS CONFERENCES, CONVENTIONS, WATER MEETINGS, SYMPOSIUMS AND LEGISLATIVE SESSIONS RELATIVE TO WATER SUPPLY MATTERS OR RELATED ACTIVITIES OF CONCERN TO THE DISTRICT WHEREAS, the Board of Directors of the Yorba Linda County Water District have from time to time reaffirmed the importance of active participation by its Directors and key staff personnel in conferences, conventions, symposiums and legislative meetings involving water supply or District organization problems, and WHEREAS, the Board has recently taken a position for the purpose of encouraging attendance at such meetings by specific authoriz- ation for such persons to attend any and all such meetings, and WHEREAS, the continuing population growth within the boundaries of the District, the County of Orange, and the State of California, and the entire west as a region, creates an. enormous demand upon the existing water supplies, requires more importation of water and the efficient use thereof essential, and WHEREAS, The District's dependence upon water supply more and more is upon imported supplies from ever greater distances and the investigation of alternate supplies, and WHEREAS, in the coming years an increase in activity with regard to local and regional planning for the importation of water, the more efficient use thereof is becoming more evident, and in meeting the responsiblity of the Directors for continual concern in these areas, this District's participation in such activities must of necessity increase; NOW THEREFORE, BE IT RESOLVED by the Board,of Directors of the Yorba Linda County Water District as follows: 1. It is the announced policy of this Board that the Directors of this District and authorized key staff personnel are at all times encouraged to attend any and all conferences, conventions, meetings, symposiums and legislative sessions affecting water supply or organiz- ational problems of concern to the District. 2. That the District, in furtherance of this important policy decision, will pay or reimburse the following expenses incurred in attending such activities: (a) The transportation cost to and from such meeting at the rate as allowed by IRS if private vehicle is used, or if public transportation is used, the actual cost of such transportation but in no event exceeding the cost of airline coach; (b) The actual expense of the housing accomodations while attending such activities or incurred while traveling to or from such activities by a reasonabley direct route. It is intended with respect to this item that the Directors, whenever possible, will request the General Manager to make advance reservations for such accomoda- tions and have the expenses therefor billed directly to the District. (c) Meals while attending the meetings, as well as those necessary while traveling to and from. -1- (d) Registration, dues, fees or other charges for attending or participating in such meetings. 3. The wives of the Directors and staff are encouraged to attend such conventions. However, no transportation allowance or meals will be paid or reimbursed for said wives. The District will reimburse, however any increase in housing accomodations by reason of the wife's attendance. The District will further pay or reimburse the actual cost of the wives participation in organized functions at such meeting designed for the wives of those-=.in attendance. 4. The General Manager is authorized and directed to advance, upon request to any Director or key staff personnel an amount not to exceed $20.00 per day for expenses only for attendance at any such meeting. 5. It is intended that each person, whether he advances his own personal funds or receives an advance from the District, will account for the expense incurred while attending any such meeting for and on behalf of this District. It is believed by the Board of Directors that it is important that full participation in the meetings in the coming years be encouraged so that the best interests of the District will at all times be served. It is further the feeling of the Board that a full accounting of expend- itures of public funds should be made and become a part of the records of the District.
