RESOLUTION NO. 73-27
RESOLUTION OF THE BOARD OF DIRECTORS OF YORBA
LINDA COUNTY WATER DISTRICT URGING THE ADOPTION
OF A REDUCED RATE FOR WATER USED TO MAINTAIN
GREENBELT AREAS
WHEREAS, an ever increasing environmental awareness
throughout Sout4pro California has led to an overwhelming public
demand for the acquisition and maintenance of substantial areas
of greenbelt; and
WHEREAS, proper maintenance of such greenbelt areas will
require substantial amounts of water for irrigation purposes; and
WHEREAS, the use of water to maintain greenbelt areas is
substantially similar to the use of water for agricultural irriga-
tion and ground-water replenishment and does provide a meaningful
benefit to the general public; and
WHEREAS, it seems inappropriate, unfair, and unreasonable
to charge the same rates for said water as are being charged for
normal domestic uses,
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
That the Board of Directors of the Yorba Linda County
Water District, recognizing the growing environmental concern for
more greenbelt areas and the corresponding demand for water to main-
tain said greenbelt areas, and further recognizing that environmental
and equitable considerations make charging the domestic rate for such
water unfair, does hereby: 1. Urge the Board of Directors of the
Municipal Water District of Orange County and the Board of Directors
of the Metropolitan Water District to establish a reduced rate for
water used to irrigate greenbelt areas; 2. Urge that such agencies
-1-
•
establish rules and procedures for entitlement to such reduced rates
so that said rates will apply only to those areas reasonably committed
to greenbelt use for general public benefit.
PASSED AND ADOPTED this 25th day of September, 1973.
