Urge the Board of Directors of the Municipal Water District of Orange County and the Board of Directors of the Metropolitan Water District to establish a reduced rate for water used to irrigate greenbelt areas; 2. Urge that such agencies -1- • establish rules and procedures for entitlement to such reduced rates so that said rates will apply only to those areas reasonably committed to greenbelt use for general public benefit.
