1. CALL TO ORDER

Any individual wishing to address the committee is requested to identify themselves and state the matter on
which they wish to comment. If the matter is on this agenda, the committee Chair will recognize the individual for
their comment when the item is considered. No action will be taken on matters not listed on this agenda.
Comments are limited to matters of public interest and matters within the jurisdiction of the Water District.
Comments are limited to five minutes.

4.1. Committee's Mission Statement, Goals and Objectives
Recommendation: Staff recommends the Committee establish a time line to
consider reorganizing its leadership, discuss and finalize a written mission
statement and confer on the establishment of goals and objectives for the next year.

This portion of the agenda is for matters such as technical presentations, drafts of proposed policies, or similar
items for which staff is seeking the advice and counsel of the Committee members. This portion of the agenda
may also include items for information only.

6.1. A special meeting of the Citizens Advisory Committee to participate in a District facilities
tour will be held June 3, 2011 at 8:00 a.m. The next regular meeting of the Citizens
Advisory Committee will be held June 27, 2011 at 8:30 a.m.
Items Distributed to the Committee Less Than 72 Hours Prior to the Meeting
Pursuant to Government Code section 54957.5, non - exempt public records that relate to open session agenda items
and are distributed to a majority of the Committee less than seventy -two (72) hours prior to the meeting will be available
for public inspection in the lobby of the District's business office located at 1717 E. Miraloma Avenue, Placentia, CA
92870, during regular business hours. When practical, these public records will also be made available on the District's
internet website accessible at http: / /www.ylwd.com /.

Committee's Mission Statement, Goals and Objectives
ITEM NO. 4.1
With new members recently appointed to the Committee and previous Committee discussions calling
for a revisiting of the CAC's purpose, the Committee decided at the April 25th meeting to individually
take aim at penning a Mission Statement that would be fine tuned and finished through collaboration
at this May meeting.
Staff provided the Committee with the following background materials (some of them in draft form).
• Mission Statement: Yorba Linda Water District will provide reliable, high quality water and
sewer services in an environmentally responsible manner, while maintaining an economical cost
and unparalleled customer service to our community.
• Vision Statement: Yorba Linda Water District will become the leading, innovative and efficient
source for high quality reliable services.
• Core Values: Integrity, Accountability, Responsibility, Transparency, Teamwork,
• The CAC Purpose as previously defined by YLWD Board and staff: The YLWD Citizens
Advisory Committee was formed by the Board of Directors, to provide community input on
various matters concerning the District. It is the Committee's charge to provide valuable
community perspective through the input of ideas, the review of draft and completed works, by
providing feedback to staff and to the Board of Directors and by building community support for
plans, projects and District initiatives.
In addition, the following items are to serve as a starting point for goals and objectives for the
Committee to weigh in on over the next fiscal year.
• AWWA QualServe Employee Survey Results and Executive Summary
• Rate Structure and Financial Planning
• FY 2011/12 Budget
• Proposed Elk Mountain Practice Field and other joint facility use possibilities.
STAFF RECOMMENDATION:

the next year.

Subject: Sewer System Transfer Update
SUMMARY:
Over the past year, the City of Yorba Linda and the Yorba Linda Water District have worked
cooperatively on an agreement that would transfer the City -owned public sewer system (beginning
at San Antonio and heading east) to the District. With ever increasing wastewater regulations and
maintenance costs, both the City and the District agree that residents will benefit greatly from this
system transfer.
On April 5, 2011, the City Council approved the agreement to transfer the City Sewer System to the
District. On April 27, 2011, the Yorba Linda Water District Board of Directors voted unanimously to
accept the transfer of those City operated sewers to YLWD.
The City will see a significant operational expense eliminated, while the District can now ensure that
the entire public wastewater system is more uniformly and effectively maintained.
The transfer agreement has an effective date of July 1, 2011. On this date, the District becomes
responsible for the maintenance, repairs and replacement of the entire sewer sytem within the City
of Yorba Linda.

The District will host a tour of its facilities specifically for the Citizens Advisory Committee, on Friday,
June 3, 2011 beginning at 8:00 a.m. The planned itinerary is attached.

Recharge Basin - received OCWD staff -level approval to locate well.
Beginning study to determine feasibility and potential well production.
3 Highland Reservoir and Booster Station site - reservoir complete. Larger
replacement booster station is currently under construction.
4 Plumosa Drive - location of former YLWD office and of pipeline replacement
project planned to start construction by July.
5 Lakeview Reservoir and Booster Station site - construction complete. New,
quieter engine muffler recently installed on booster station roof.
6 Oriente Drive - pipeline replacement project to start construction in June.
7 Ohio Street - pipeline replacement project to start construction in June.
8 Jessamyn West Park - location of existing Palm Booster, to be removed
following construction of new Yorba Linda Blvd Booster.

Booster Station, planned for Gun Club Road park site.
10 Fairmont Reservoir & Booster Station site - location of rebuild for planned
larger booster station and 0 &M facilities.
