1. CALL TO ORDER
2. PUBLIC COMMENTS
Any individual wishing to address the committee is requested to identify themselves and state the matter on
which they wish to comment. If the matter is on this agenda, the committee Chair will recognize the individual for
their comment when the item is considered. No action will be taken on matters not listed on this agenda.
Comments are limited to matters of public interest and matters within the jurisdiction of the Water District.
Comments are limited to five minutes.

5.1. The next meeting of the Citizens Advisory Committee will be held September 26, 2011 at
8:30 a.m.
Items Distributed to the Committee Less Than 72 Hours Prior to the Meeting
Pursuant to Government Code section 54957.5, non-exempt public records that relate to open session agenda items
and are distributed to a majority of the Committee less than seventy-two (72) hours prior to the meeting will be available
for public inspection in the lobby of the District's business office located at 1717 E. Miraloma Avenue, Placentia, CA
92870, during regular business hours. When practical, these public records will also be made available on the District's
internet website accessible at http://www.ylwd.com/.

Why Are We Here?
• 17 years ago, the YLWD Board adopted a
Resolution to provide joint use of District Assets
where appropriate, for recreation.
• Six years ago, YLWD obtained funds from a
developer for the sole purpose of improving the
Elk Mountain Reservoir Site for recreation.
• Over the past year, the District has begun
exploring possibilities for the Elk Mountain Site.
• Today, we are reaching out to the neighbors who
would be most effected by such a project to
receive input.

Per 1999 Development Agreement, SWEPI to provide
park improvements at Elk Mtn. Reservoir site
• In Nov. 2005, SWEPI paid $200,000 to have YLWD
construct site improvements (Current value: $233,000)
• In 2010, staff conducts prelim meetings with local
sports groups for Youth Soccer and T -ball and gets
favorable response
• In July 2010, staff prepares preliminary development
alternatives study, including turf alternatives and costs

SUMMARY:
For Fiscal Year 2011/12 YLWD has adopted a new Budget and Strategic Plan. These documents
will serve as the foundation for all District business and initiatives moving forward. On July 22, 2011
the Committee was forwarded links to these documents by staff for their review.
