RESOLUTION NO. 77-3
RESOLUTION OF THE BOARD OF DIRECTORS OF THE YORBA LINDA
COUNTY WATER DISTRICT, SUPPORTING ALL-EFFORTS TO REDUCE
WATER WASTE, AND REQUESTING CITIZENS OF THE DISTRICT TO
CONSERVE WATER
WHEREAS, California suffered a severe drought in 1976, requiring water
rationing and conservation measures in many parts of the State; and
WHEREAS, rainfall for the current year has been substantially below
normal, particularly in Northern California, and, in the absence of
major storms within the next few months, 1977 will be another year
of serious drought which will cause water shortages in many commun-
ities and farming areas of the State; and
WHEREAS, although Orange County, through programs planned, developed
and paid for by Southern California water agencies over many years,
has an assured water supply, reducing local water consumption will
make more water available to needy parts of the State; and
WHEREAS, Governor Brown has asked for the cooperation and active part-
icipation of all public officials and citizens of the State of California
in conserving our water supplies;
NOW, THEREFORE, BE IT RESOLVED that the Board of Directors of YORBA
LINDA COUNTY WATER DISTRICT supports every effort to prevent water
waste, and urges every citizen to voluntarily exercise the greatest
care in the use of water so as to protect this vital resource.
Passed and Adopted this 17th day of February 1977 by the following
called vote:

Dear Mr. Clodt:
The statewide drought is into its second consecutive year, causing water prob-
lems of varying magnitude throughout California. Fortunately, we in Orange
County do not face an immediate water shortage, since over two-thirds of our
water comes from a combination of the Colorado River and Northern California
and is stored in large reservoirs designed to withstand dry periods.
However, in light of the critical situation throughout other areas of the state,
Municipal Water District of Orange County urges the adoption of a water conser-
vation policy by your Board of Directors. We are recommending a two-part
approach: 1) a resolution stating that your agency supports all efforts to reduce
water waste, and asking citizens to voluntarily save water; and 2) an ordinance
formally prohibiting unreasonable waste of water.
Enclosed is a sample resolution outlining the actions this District recommends
to implement the first part of this program. The ordinance that will be required
to implement the second part of the program is currently being,drafted and a
copy will be sent to you as soon as our investigations have been completed.
Through our public information program, Municipal Water District of Orange
County can assist your conservation efforts. Informational and promotional
materials (including literature, bumper stickers, buttons, etc. ) can be furnished

at no cost to you. The Metropolitan Water District of Southern California has
also prepared radio and television announcements which are now being aired.
In Orange County, Municipal Water District's elementary school program has
also been expanded to include a new conservation element for fifth and sixth
grades.
Although these public information efforts are successful over a long period,
this District believes help from the local agencies is needed at this time. For
this reason, we urge careful consideration of the enclosed resolution by your
Board of Directors.
In the meantime, we will continue to develop the draft ordinance to be consid-
ered by your Board. If you have any questions regarding this program or
would like further information, please contact me.
