RESOLUTION NO. 77- 14
RESOLUTION OF THE BOARD OF DIRECTORS OF THE YORBA LINDA COUNTY
WATER DISTRICT ESTABLISHING A NEW CLASSIFICATION AND ADDITION
TO SALARY RESOLUTION No. 76-10
WHEREAS, it is necessary from time to time to review classifications
in the current salary resolution, and
WHEREAS, due to an increased work load in administration, there is
need for an additional position,
NOW, THEREFORE IT HAS BEEN DETERMINED that the following position
be created and made a part of the salary resolution No. 76-10
of the District.
POSITION SALARY RANGE PER MONTH
ASSISTANT GENERAL MANAGER 1600 - 2000
Passed and adopted this 28 day of April 1977 by the following called
vote: Ayes: Clodt Knauft, Lindow and Korn
Noes: None
Absent: Wagner
Abstain: None

Assistant General Manager
The assistant general manager shall assist the general manager
in the performance and direction of the planning and management
of the fiscal, budgeting and administrative responsibilities of
the district. Assist the general manager in the development,
implementation and monitoring of adminstration policy and processes.
Assist the general manager with communications and departmental
liaison both within the organization and with other agencies and
cities. Assist the general manager and the auditor in the pre-
paration and presentation of fiscal and budgetary reports for
the Board.
Specific Duties and Responsibilities
1. Confer with department heads to coordinate the preparation
of agenda
2. Assist in the implementation of Board actions; assist in
the development and implementation of major projects;
coordinate the work of others to meet scheduling dates and
make progress reports on the projects.
3. Communicate with district personnel and/or public; respond
to questions or inquiries and give appropriate information
relative to policies procedures and regulations.
4. Develop procedures to expedite transmission of information
or to facilitate implementation of policy.
5. Provide for effective communications with department heads
and subordinates; encourage feed back of ideas.
6. Review the performance of staff members and recommend merit
increase or other changes of status as appropriate.

7. Direct the overall functions in the coordination and control
of District personnel activities.
8. Serve as liaison with various community groups and associations,
assist in promoting a high visibility, quality service image for
the District in the community and the industry.
9. Review and approve internal communication such as a house organ
to insure compliance with District policies and practices.
10. Prepare or coordinate the preparation of news releases, lit-
erature, brochures and pamphlets used to publicize the activities
programs and purposes of the District.
11. Provide for special tour, school programs and presentations to
interested groups; make presentation speechs as requested or
appropriate.
12. Assist the general manager and the auditor in the timely pre-
sentation of meaningfull and practical financial reports on the
district conditions.
13. Assist and:coordi,nate.the preparation of budgets for the various
departments and monitor the performance.

Enclosed is a Job description for the new position of Assistant
General Manager. Also enclosed is a draft of a resolution establishing
the classification and a proposed salary range. The proposed range is
approximately 20% above the operations manager range.
Also enclosed is a listing of current employees with their present
salary for your information.
Presently Mr. Riyere's classification as operations manager has a
salary range of $1369-1688 and his salary is 1607.00.
Recommended Action:
Adopt resolution establishing position and approve a salary range.
