HomeMy WebLinkAbout1978-03-23 - Resolution No. 78-15M M RESOLUTION NO. 78-15 RESOLUTION OF THE BOARD OF DIRECTORS OF THE YORBA LINDA COUNTY HATER DISTRICT RELATIVE TO 'THE 208 MILESTONE REPORT WHEREAS, the Southern California Association of Governments (SCAG) is the designated 203 Areawide Waste Treatment Management Planning Agency for the South Coast 208 Area, pursuant to the Federal Water Pollution Control Act Amendments of 1972 (P.L. 92-500); and WHEREAS, SCAG has a 208 Plan Approval and Adoption Process which was circulated for local government review and comment in February, 1977, and approved by the SCAG Executive Committee in March, 1977; and WHEREAS, the Yorba Linda County Water District provided written comments on and expressed its concerns relative to such 208 Plan Approval and Adoption Process by letter to the SCAG Executive Committee, dated March 4, 1977, a copy of which is attached hereto as Exhibit "A" and by this reference incorporated herein; and WHEREAS, such 208 Plan Approval and Adoption Process requires that each Major Planning Product produced during the 208 Planning Program be formally approved by affected agencies, and subsequently adopted by implementing agencies; and WHEREAS, under the definitions of the 208 Plan Approval and Adoption Process all Major Planning Products will constitute elements of a 203 Plan, once approved;and WHEREAS, SCAG has completed a draft Major Planning Product, entitled "The Milestone Report"; and WHEREAS, Yorba Linda County Water District has been identified by SCAG as an agency "affected" by the information and findings contained in the subject document; and WHEREAS, Yorba Linda County Water District is apprehensive in approving a portion of a final product whose eventual impact and cost to the District are unkown; and WHEREAS, Yorba Linda County Water District is apprehensive in approving a portion of a final product which may inhibit decision making, at the local level; and WHEREAS, Yorba Linda County Water District feels that inadequate re- cognition has been given to the efforts of existing water basin management agencies; THEREFORE, be it resolved that the Board of Directors of Yorba Linda County Water District receives and files "The Milestone Report" as a draft summary of the background data collection and problem analysis accomplised during Phase I of SCAG's 208 program, subject to the above referenced comments and that such action by Yorba Linda County W.ater District does not constitute N w approval of "The Milestone Report" or any of the contents therein and should not be construed to be approval.
