Improvement District No. 1
WHEREAS, on April 6, 1978, this Board of Directors
adopted its resolution determining that this board deems it
necessary for the Yorba Linda County Water District to incur
a bonded indebtedness in the sum of $27,320,000 for the
purpose of the acquisition and construction of works and
facilities useful or necessary to convey, supply, store
or make use of water, including all land, easements, rights
of way and other property necessary therefor, and including
all engineering, inspection, legal and fiscal agent's
fees, costs of the bond election and of the issuance of
bonds, and bond interest estimated to accrue during the
construction period and for a period not to exceed twelve
months after the completion of construction, and all costs
and estimated costs incidental to or connected with such
acquisition, construction or financing of said facilities.

said purpose, and
(2) If only a portion of the District will be
benefited, what portion thereof will be so
benefited; and

:WHEREAS, copies of said resolution, accompanied by
notice of said hearing, were duly published and mailed
as provided by law and said hearing was duly held at the
time and place so fixed; and
WHEREAS, at said time and place said hearing was held
before this Board and all persons interested, including
persons owning property within the district, were given the
opportunity to appear and present any matters material to
the questions set forth in said resolution, and a full and
fair hearing has been had;
NOW, THEREFORE, the Board of Directors of Yorba Linda
County Water District DOES HEREBY RESOLVE, DETERMINE and
ORDER as follows:
SECTION 1. That as a result of said hearing and upon
the said evidence presented, this Board does hereby deter-
mine that the whole of said district will not be benefited
by the accomplishment of said purpose, and that only a por-
tion of said District will be benefited by the accomplish-
ment of said purpose, which portion so benefited is deter-
mined to be the portion of said District lying within an
exterior boundary line described in Exhibit "A" attached
hereto and by this reference incorporated herein.
SECTION 2. That the portion of said Yorba Linda
County Water District described in Section 1 hereof shall
hereupon constitute and be known as "Improvement District
No. 1 of Yorba Linda County Water District."

IMPROVEMENT DISTRICT NO. 1
TO
YORBA LINDA COUTNY WATER DISTRICT
Those parcels of land contained in T3S, RBW, S.B.M. and T3S, R9W, S.B.M.
situated in the County of Orange, State of California, and more particularly
described as follows:
Beginning at a point in the existing boundary line of the Yorba Linda County
Water District as established by Annexation No. 77-2, said Point of Beginning
being the most northwesterly corner of said Annexation No. 77-2, also being
the northwest corner of Section 24, Township 3 South, Range 9 West, San
Bernardino Meridian; thence, easterly along said existing boundary of
Annexation No. 77-2 and the North line of aforementioned Section 24 to a point
in the westerly boundary line of Parcel "2" of Annexation No. 78-1 to the
Yorba Linda County Water District; thence, northerly along said westerly
boundary line to the most northwesterly corner of said Parcel "2" of Annexation
No. 78-1: thence, easterly along the northerly boundary of said Parcel "2" of
Annexation No. 78-1 to a point in the Orange County - San Bernardino County
boundary line, said point being at U.S.C. and G.S. Triangulation Station known
as "San Juan", said point also being the most northeasterly corner of said
Parcel "2"; thence, leaving said point,South 52036'06" East, along said county
boundary line,said boundary line also being the easterly boundary line of said
Parcel "2", a distance of 2,100 feet, more or less, to a point in the boundary
line of the Rancho Canon de Santa Ana as described in the Final Decree of Partition,
a certified copy of which was recorded February 8, 1874 in Book 28, Page 158,
of Deeds, Records of Los Angeles County, California; thence, along said Rancho
boundary line South 0°25'40" West, 2,650.00 feet to an angle point in said boundary
line; thence, alonq said boundary line North 89°07'06" West, 4,079.58 feet to
a point in the westerly line of the Kalisher and Wartenberg allotment as shown
on a map recorded in Book 34, Page 29 of Records of Survey of said Orange County;
thence, along said westerly line, South 0122'16" [lest, 3,060.71 feet; thence,
leaving said westerly line South 89°37'44" East, 528.42 feet; thence, South
0°22'16" West, 300.00 feet; thence, North 89°37'44" West, 528.42 feet, returning
to the aforementioned westerly line; thence, continuing along said westerly line
South 0°22'16" West, 5,318.98 feet to a point in the centerline of the Atchison,
Topeka and Santa Fe Railroad right-of-way; thence, southwesterly along said

centerline of the Atchison, Topeka, and Santa Fe Railroad right-of-way to the most
southeasterly corner of Annexation No. 77-1 to the Yorba Linda County Water
District; thence, in a general westerly and southwesterly direction along
the southerly boundaries of the following Annexations to the Yorba Linda County
Water District: Annexation No. 77-1, Annexation No. 77-3,Annexation No. 77-4,
Annexation No. 77-6, and Annexation No. 77-2 to the most southwesterly corner of
said Annexation No. 77-2; thence, northerly along the westerly boundary line
of said Annexation No. 77-2 to a point in the boundary line of Annexation No. 76-2
to the Yorba Linda County Water District, said point being the most northeasterly
corner of said Annexation No. 76-2; thence, leaving said westerly line, in a
general westerly and northeasterly direction along the boundary of said Annexation
No. 76-2 and along the boundary line of Annexation No. 70-1 to the Yorba Linda
County Water District to a point in said westerly boundary line of Annexation
No. 77-2, said point being the most southeasterly corner of said Annexation No.
70-1; thence, leaving said boundary line of Annexation No. 70-1, in a general
northerly direction along said westerly line of Annexation No. 77-2 to the point of
beginning.
EXCEPTING THEREFROM:
Those portions of land described as Exceptions "B", "C", "D" and "E" in
aforementioned Parcel "2" in Annexation No. 78-1.
The above described Improvement District No. 1 contains 3932 acres, more
or less.
