RESOLUTION OF THE BOARD OF DIRECTORS OF THE
YORBA LINDA COUNTY WATER DISTRICT APPROVING
PRELIMINARY APPRAISAL AND AUTHORIZING
OFFERS OF PURCHASE BASED THEREON
WHEREAS; the Board of Directors of the Yorba Linda
County Water District ("District" herein) has heretofore
approved the De Los Reyes Reservoir and Pump Station project;
and
WHEREAS, the District has previously retained a qualified
real estate appraiser to determine the fair market value of
the interests in real property necessary to be acquired to
implement the De Los Reyes Reservoir and Pump Station project;
and
WHEREAS, the District's appraiser has completed prelim-
inary analysis of the fair market value of the properties
necessary to be acquired and has submitted a list of such pro-
perties together with a preliminary opinion respecting the fair
market value thereof, which is attached hereto as Exhibit "A"

and by this reference incorporated herein; and
WHEREAS, the Board, of Directors, by Resolution No. 79_7 ,
has found and declared the necessity for acquisition of the
parcels of real property shown in Exhibit "A"; and
WHEREAS, Sections 7267, 7267.1 and 7267.2 of the California
Government Code require District to obtain an appraisal of the
property sought to be acquired and attempt to acquire the same

by negotiation following an offer based upon an approved
appraisal of the fair market value of such property.
NOW, THEREFORE, the Board of Directors of the Yorba Linda
County Water District does hereby find and resolve as follows:
Section 1. The preliminary appraisals of fair market
value set forth opposite each of the parcels of real property
sought to be acquired by the District as shown on Exhibit "A"
are hereby found to be reasonable approximations of fair
market value and hereby deemed to be the District's appraisal
in accordance with Government Code Section 7267.2.
Section 2. The District General Manager, staff and
consultants are hereby authorized and directed to offer the
owners of real property listed in Exhibit "A" the amounts
listed opposite each such parcel and are further authorized
to negotiate with said owners and attempt to enter into agree-
ments for purchase of any and all such parcels for the prices
shown.
Section 3. In the event that the District General :1anager,
staff and consultants are unable to negotiate purchase of
any parcel or parcels shown in Exhibit "A" in accordance with
Section 2 hereof after a good faith attempt so to do, condem-
nation proceedings may be instituted in accordance with
Resolution No. 79-7 .
PASSED AND ADOPTED by the Board of Directors of the
Yorba Linda County Water District at a regular meeting held

Re: Reservoir Site on
Upper K Ranch and
Baldwin-Warmington
In accordance with the request of Richard Davalos, Project Man-
ager, an inspection and preliminary analysis has been made of
the above mentioned land. The purpose of this investigation has
been to arrive at the approximate fair market value of the land
sought to be acquired.
There are three categories of rights, as follows:
Fee Acquisitions - Parcels A and B
Permanent Easements - Parcels C, D, E, and F
Temporary Easements - Parcels G, I3, I, and J
An inspection of the land was made on December 13, 1978. There-
after, an investigation was made of land transactions that are
competitive with subject ownerships. As the result of this in-
vestigation and a subsequent analysis, value conclusions have
been arrived at for current date. These conclusions are set
forth on the accompanying page entitled, SUMMARY OF CONCLUSIONS.
Areas of the acquisitions, as well as other engineering data,
have been obtained from Bob Seeman of Montgomery Engineers. If
there are any questions at this time, please don't hesitate to
call.
