RESOLUTION OF THE BOARD OF DIRECTORS OF THE YORBA LINDA COUNTY
WATER DISTRICT ADOPTING A WATER FACILITIES PLAN
WHEREAS, the Yorba Linda County Water District (District) is a public agency
dedicated to the policy of providing the most cost effective water
and sewer service and planning is considered to be the number one
tool in providing such service; and
WHEREAS, multiple land planning agencies having jurisdication within the present
District's study area which are: A) Cities of Brea, Placentia, Yorba
Linda and Anaheim. B) Counties of Orange, San Bernardino and Riverside
and those land planning agencies review and redefine land use from time
to time; and
WHEREAS, the District's planning is responsive to land use planning; and
WHEREAS, the District must also review and evaluate its planning and address
the issue of providing the most cost effective service to those existing
customers, redeveloping and newly developing areas; and
WHEREAS, the District has recently undergone extensive expansion of acreage
and is becoming more aware of future needs through the planning efforts;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Yorba Linda
County Water District as follows:
1. That the "WATER FACILITIES PLAN" for the Yorba Linda County
Water District dated January 1979 as prepared by James M.
Montgomery Consulting Engineers, Inc., is hereby adopted as a
guide and tool to be used by the District to achieve its
goals and objectives and supersedes the 1959 Water Master Plan
adopted by minute order dated June 16, 1959.
2. That the adoption of this Resolution 79-16 reaffirms
Resolution No. 77-31 dated the 27th day of October 1977
which described a set of goals for the District which
emphasises that the customers concerns will be considered

and asserted through the District's planning and decision
making.
3. That the District in its effort to implement its goals
and objectives took an affirmative step in authorizing the
preparation of a Water Master Plan on November 7, 1977
and during the information gathering stage discovered that
the scope of work for the Master Plan described only a
portion of the total planning needed; and the advantages
of this planning step identified additional studies needed
and better defined the original scope of work as a "WATER
FACILITIES PLAN" which includes:
A) Existing: System and Water Use
B) Future Water Needs
C) Future Storage and Transmission and Distribution
Facilities as well as Identifying Sources of Water
Supply.
4. That future planning needs identified at this time include:
A) System Controls, Communication and Monitoring
B) Capital Replacement Program
C) Water Management Plan, which may include:
1. Operation Manual
2. Economics of System Operation
3, Water Conservation
5. That the Board of Directors of the Yorba Linda County
Water District does hereby recognize the need to update and
modify the Water Facilities Plan to accomodate future changes
in customers desires, land use, technology and economic
conditions when appropriate.
6. That the District will continue the necessary planning to
minimize capital expenditures and maximize operation ease and
flexibility.

7. That existing and future costs for expansion will be
borne by those areas benefiting from the expansion.
Passed and adopted by the Board of Directors at the regular meeting of the
Board on the 12th day of April , 1979.

foregoing resolution was duly adopted by the Board of Directors
of the Yorba Linda County Water District at a regular meeting of
said Board, duly held on April 12, 1979, and that it was adopted
by the following called vote:
AYES: DIRECTORS Howard Lindow, Art Korn, Whit Cromwell and
M. Roy Knauft, Jr.
