RESOLUTION NO. 80-23
RESOLUTION OF THE BOARD OF DIRECTORS OF THE YORBA LINDA COUNTY WATER DISTRICT
AMENDING THE RULES AND REGULATIONS
Resolution of the Board of Directors of the Yorba Linda County Water District
amending the Rules and Regulations regarding fees, charges in Section 3.1-C-2,
3.1-C-3, 3.2-A, 3.2-B and Section 7.2.
WHEREAS, the Board of Directors of the Yorba Linda County Water District is
responsible for setting and adjusting the rates and charges for in-
stallation of water lines, fire hydrants, water meters and service
lines and related charges, and
WHEREAS, the increased costs of materials and labor makes it necessary to
amend sections 3.1-C-2, 3.1-C-3, 3.2-A, 3.2-B, also Section 7.2.
NOW THEREFORE BE IT RESOLVED that the Board of Directors of the Yorba Linda
County Water District does hereby amend Sections 3.1-C-2, 3.1-C-3,
3.2-A, 3.2-B, also Section 7.2 of the Rules and Regulations of the
Yorba Linda County Water District and establish the new rate eff-
ective August 14, 1980,except for pending applications which were
computed at the old rate , as follows:
Section 3.1-C-2 Irregular Parcel: Irregular shaped parcels shall
be charged at the rates previously outlined in the Section 3.1 or
$730.00 per acre of gross area including property to center line
of streets, whichever is greater.
Section 3.1-C-3 Minimum Charge: Minimum charge shall be $730.00.

A traffic box shall be required for meter settings in drives or parking lots
and the charge for the box shall be added to the above amounts.
Section 3.2-B Booked Services or Irrigation Meters: Booked services or
irrigation meters shall be installed for a sum equal to the actual cost of
labor and material in laying such service line, including the cost of the
meters, the cost of replacing pavement, plus overhead. The cost of such
installation shall be estimated by the District before the work of connecting
the main with the property is commenced. Whenever the estimated cost is not
sufficient to cover the total expense for labor, material, meters and overhead,
the deficit shall be charged to the property for which such installation was
made and paid for by the owner thereof. Any excess payment shall be returned
to the person applying for installation.
Section 7.2 Charges: In the event such application is approved in the
manner provided herein, said person shall pay to the District, cash in an
amount determined by the District, to be the total cost of such mains and
service, including all labor, pipe, valves, fittings, fire hydrants and
appurtenances necessary for a complete system determined from the following
cost:
Water Mains $ 19.50
Fire Hydrants $ 2100.00

Unit Cost Increases

DISCUSSION
The Staff has completed reviewing Sections 3.1-C-2, 3.1-C-3,
3.2-A, 3.2-B and Section 7.2 of the District Rules and Regulations.
These Sections pertain to the rates the District charges developers
for new water facilities. These proposed new rates which are included
for your review, have been presented to and discussed in detail with,
the Finance Committee at their meeting on July 29. Some of the
charges have stayed the same. However, there are some charges
that need to be raised. It was the general consensus, at that meeting,
that we review these rates and charges at least every six months
due to the inflationary period we are experiencing.
