HomeMy WebLinkAbout1984-06-28 - Resolution No. 84-11RESOLUTION NO. 84- / RESOLUTION OF THE BOARD OF DIRECTORS OF THE YORRB-A'LINDA COUNTY WATER DISTRICT AMENDING THE NUMBER OF AUTHORIZED POSITIONS WHEREAS, the Board of Directors of the Yorba Linda County Water District has on May 8, 1980 adopted the "Yorba Linda County Water District Personnel Rules, May, 1980", and WHEREAS, the rules direct that the number of Authorized Positions shall be subject to approval by the Board of Directors, and WHEREAS, a list of Authorized Position classifications was prepared and presented to the Board of Directors and approved by them, WHEREAS, it is the desire of the Board of Directors to amend the number of Authorized Positions to those set forth in Exhibit "A" attached hereto. NOW, THEREFORE BE IT RESOLVED by the Board of Directors of the Yorba Linda County Water District as follows: Section 1. That the number of Authorized Positions as more particulaly set forth in Exhibit "A", attached hereto be and are hereby approved and adopted. Section 2. That the General Manager shall be authorized to employ up to the number of authorized positions without further authorization of the Board of Directors. Section 3. That the provisions of this resolution shall become effective beginning July 1, 1984. Section 4. KORN, Personnel Officer ISSUE: Ai'viENDNMENT OF AUTHORIZED POSITIONS SUMMARY: • DATE: June 14, 1984 Pursuant to Section 2.1 of the Personnel Rules, which provide for the Personnel Officer to prepare, and revise as necessary, a Position Classification System and Section 2.1.4 which specifically requires the number of authorized positions to be approved by the Board of Directors, the Personnel Officer recommends that the number of Authorized Positions be amended. DISCUSSION: The number of Authorized Positions adopted by the Board on December 29, 1983 needs to be updated to be consistent with the Position Classification Systems for both management an6 confidential employees and unit employees. The total number of authorized positions of 45 full time permanent employees is not changed from last year. One position of Engineering Aide II is deleted and one position of Maintenance II is added. All other positions remain with the same department as last year. At the present time there are 6 positions authorized but not filled. These unfilled positions provide the General Manager the flexibility needed to respond to intense construction activity should it be necessary and they provide the Personnel Officer the opportunity to promote new employees to second level positions if and when employees are qualified. The Board has previously authorized the General Manager to employ up to 10 temporary summer employees and this authority should be extended.
