RESOLUTION OF THE BOARD OF DIRECTORS OF THE
YORBA LINDA COUNTY WATER DISTRICT
OPPOSING THE DETACHMENT OF THE CITIES OF
ANAHEIM, FULLERTON, AND SANTA ANA FROM
MUNICIPAL WATER DISTRICT OF ORANGE COUNTY
WHEREAS, Municipal Water District of Orange County
(Municipal) is a major wholesaler of imported water from The
Metropolitan Water District of Southern California (Metropolitan)
to water agencies in Orange County, serving eighty percent (88%)
of Orange County, and thus provides regional representation of
Orange County water agencies at Metropolitan; and
WHEREAS, Orange County is facing a potentially serious
water shortage in the foreseeable future which can best be avoided
by strong and united representation and planning by Orange County
water agencies rather than by fragmenting our efforts which
weakens communication and unity of purpose; and
WHEREAS, the cities of Anaheim, Fullerton, and Santa Ana
have initiated proceedings before the Local Agency Formation
Commission (LAFCo) to detach their territories from Municipal and
to administer and represent these areas at Metropolitan
independently; and
WHEREAS, these detachments, if completed, would result
in the loss of one of Municipal's Directors on Metropolitan's
Board, as well as a loss of a substantial portion of Municipal's
water rate base, placing a larger burden on the remaining service
area which includes the Yorba Linda County Water District.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors
of the Yorba Linda County Water District that the Yorba Linda
County Water District opposes the detachment of Anaheim,
Fullerton, and Santa Ana from Municipal Water District of Orange
County and requests that the Orange County Local Agency Formation
Commission reject the proposals of these three cities to detach
from Municipal.
