HomeMy WebLinkAbout1985-12-12 - Resolution No. 85-360 Ad 1 11 0 0 RESOLUTION NO. 85-36 RESOLUTION OF THE BOARD OF DIRECTORS OF THE YORBA LINDA WATER DISTRICT SETTING FORTH THE POLICY OF REIMBURSEMENT OF EXPENSES INCURRED BY DIRECTORS WHEREAS, the Board of Directors of the Yorba Linda Water District have from time to time reaffirmed the importance of active participation by the Directors in conferences, conventions, symposiums and legislative meetings involving water supply, and WHEREAS, the continuing population growth within the boundaries of the District, the County of Orange, and the State of California, and the entire west as a region, creates an enormous demand upon the existing water supplies, requires more importation of water, and the efficient use thereof is essential, and WHEREAS, the District's dependence upon water supply is more and more upon imported supplies from ever greater distances and the investigation of alternate supplies, and WHEREAS, in the coming years an increase in activity with regard to local and regional planning for the importation of water, the more efficient use thereof is becoming more evident, and in meeting the responsibility of the Directors for continual concern in these areas, this District's participation in such activities must of necessity increase: NOW THEREFORE, BE IT RESOLVED by the Board of Directors of the Yorba Linda Water District as follows: 1. It is the policy of the Board that the Directors of the District are encouraged to attend conferences, conventions, meetings, symposiums and legislative sessions regarding water supply problems of concern to the District. 2. That the District, in furtherance of this important policy, will pay or reimburse the following expenses incurred in attending such activities: (a) The transportation cost to and from such meeting at the actual cost of such transportation if public transportation is used or at the rate as allowed by IRS if private vehicle is used, but in no event to exceed the cost of regular airline coach plus ground transportation to and from the airport and airport parking f ees; (b) The actual expense of the housing accommodations while attending such activities or incurred while traveling to or from such activities by a reasonably direct route. - 1 - I * a 0 (c) Meals while attending the meetings, as well as those necessary while traveling to and from. (d) Registration, dues, fees or other charges for attending or participating in such meetings. (e) The amount as set forth by the Directors for each day's attendance or service as a Director per section 30507 of the Water Code of the State of California and Minute Order approved by the Board January 13, 1983. 3. The spouses of the Directors are encouraged to attend such meetings. However, no transportation allowance or meals will be paid or reimbursed for spouses. The District will reimburse however, any increase in housing accommodations by reason of the spouses attendance. The District will further pay or reimburse the actual cost of the spouses participation in organized functions at such meeting designed for the spouses of those in attendance. 4. It is intended that each Director will submit an itemized account for the expense incurred while attending any such meeting for the District. It is believed by the Board of Directors that it is important that full participation in the meetings in the coming years be encouraged so that the best interests of the District will at all times be served. It is further the feeling of the Board that a full accounting of expenditures of public funds should be made and become a part of the records of the District.
