RESOLUTION NO. 90-35
RESOLUTION OF THE BOARD OF DIRECTORS
OF THE YORBA LINDA WATER DISTRICT
IN OPPOSITION TO THE
ENVIRONMENTAL PROTECTION ACT OF 1990
WHEREAS, an initiative for the November 1990 ballot entitled the Environmental
Protection Act of 1990 (The Hayden Initiative) will appear on the
November general election ballot; and
WHEREAS, this extremely complex and omnibus 39 page measure covers a broad
spectrum of complex issues and proposes multitudes of regulations that
would result in a higher cost of living for all Californians, substantial
disruption of the California economy, a dramatic change in the
California lifestyle; and
WHEREAS, the State Legislative Analyst estimates the initial cost to California
taxpayers at $3 billion while the state is currently facing a $3.6 billion
deficit; and
WHEREAS, this measure would force Californians to pay more for electricity,
transportation, food and consumer products than people in other states;
and
WHEREAS, these increased costs would cause undue hardship and
disproportionately hurt the elderly on fixed incomes and low income
families; and
WHEREAS, this measure would grant broad environmental authority to a single
individual with a $40 million annual budget whose authority would
supersede the state legislature, Governor, and local governments; and
WHEREAS, a coalition of concerned organizations that includes the California
Chamber of Commerce, California Taxpayers' Association, California
Manufacturers Association, Agricultural Council of California,
Association of California Water Agencies, California Cattlemen's
Association, California Women for Agriculture and many others are in
opposition.
NOW, THEREFORE, BE IT RESOLVED the Board of Directors of the Yorba Linda
Water District opposes the California Environmental Protection Act of 1990 on the
November 1990 ballot.
