HomeMy WebLinkAbout1991-05-16 - Resolution No. 91-13• r • RESOLUTION NO. 91-13 RESOLUTION OF THE BOARD OF DIRECTORS OF YORBA LINDA WATER DISTRICT MODIFYING DISTRICT PURCHASING POLICY AND RESCIND RESOLUTION 88-12 WHEREAS, the District established a Purchasing Policy by adopting Resolution 88-12 on March 24, 1988; and WHEREAS, it is to the benefit of the District to establish a set of standard controls and procedures for purchasing; and WHEREAS, from time to time it is necessary to review the Purchasing Policy and to make modifications that reflect current District policies and economic conditions. NOW, THEREFORE, BE IT RESOLVED that the Board of Directors of Yorba Linda Water District that these following policies shall be established: Section 1: Procurement Policy - The following standards and procedures will be used • for the acquisition or leasing of personal property; repair or modification of District equipment or structures; or obtaining labor, materials, services or supplies as identified in the budget: Authoritv Department Head/ Asst. General Manager Board of Directors Board of Directors Dollar Amount 0 - 500 500 - 5,000 5,000 - 10,000 10,000 - 25,000 25,000 and over Reauirement 1 verbal quote 2 verbal quotes 2 written quotes (min) 2 written quotes (min) Competitive Bid Section 2: Capital Projects Policy - The following standards and procedures will be used for fire hydrants, water mains, reservoirs, etc. as identified in the budget: Authoritv Dollar Amount Requirement Department Head/ Asst. Mgr. 0 - 5,000 2 written quotes (min) General Manager 5,000 - 10,000 2 written quotes (min) Board of Directors 10,000 - 50,000 3 written quotes (min) Board of Directors 50,000 and over Competitive Bid 0 6 • • Section 3,: Change Order Policy - The following standards and procedures will be used for capital projects where the change order does not alter project completion time: Authority Department Head/ Asst. General Manager Board of Directors Dollar Amount Max 5% of original project cost up to 10,000 in the aggregate Max 10% of original project cost up to 20,000 in the aggregate Over 10% of original project cost or 20,000 in the aggregate Requirement Notify General Manager Notify Board of Directors Approval by Board of Directors Section 4: Contractual Services Policy - The following standards and procedures will be used for professional services such as engineering consultant, legal counsel, auditors, etc. as identified in the budget: Authoritv Department Head/ Asst. Ratification by the Board at the next regular meeting or the soonest special meeting that can be called. Board of Directors 100,000 and over Approval by Board of Directors Section 6: The Purchasing Policy adopted herein shall take effect immediately upon adoption of this Resolution. 0 6 0 . Section 7: That Resolution No. 88-12 and all conflicting Minute Orders are hereby rescinded immediately upon adoption of this Resolution.
