RESOLUTION NO. 91-27
RESOLUTION OF THE BOARD OF DIRECTORS
OF THE YORBA LINDA WATER DISTRICT
ADOPTING SEWER DEVELOPMENT AND PROCESSING FEES
AND RESCINDING RESOLUTION NO. 90-30
WHEREAS, historically, the District's Rules and Regulation for Rendition of Sanitary Sewer
Service have included sewer rates, development fees and charges; and
WHEREAS, the Board of Directors of the Yorba Linda Water District have, from time to time,
adopted specific sewer-related Resolutions and Ordinances to reflect changes in the
fees, rates and charges for services provided by the District, most recently of which
was by Resolution 90-30 on August 28, 1990; and
WHEREAS, the Board of Directors have accepted the Sewer Drainage Area Report for Fiscal
Year 1991-92, dated September 1991, which updates the 1989 Sewer Master Plan
and recommends consolidating the sewer service area into two Drainage Areas and
revising the Service Charge; and
WHEREAS, the public and interested parties were notified of the public hearing to consider
changes in fees fourteen (14) days prior to adoption; and
WHEREAS, the fees collected pursuant to this Resolution shall be used to finance costs
necessitated by the services provided by the District
NOW THEREFORE BE IT RESOLVED by the Board of Directors of the Yorba Linda Water
District as follows:
The Sewer Development and Processing Fees described in Section 6.01 of the Rules
ins are as follows:
A. Service Charge:
Drainage Area 1 $1,630.00
Drainage Area 2 $875.00
B. Frontage Charge: $13.00 per foot, but not less than $1100.00 per connection.

Section 8.01 of the
E. Service Charge:
Drainage Area 1 $1,630.00

Section 3. The Sewer Development and Processing Fees described in Section 9.12 of the Rules
and Regulations are as follows:
9.12 Not less than $300.00 per acre, nor more than $2,000.00 per acre.
Section 4. The Sewer Development and Processing Fees described in Section 9.13 of the
Rules and Regulations are as follows:
9.13 Until remaining balance is $1,700.00 per acre (remaining balance of refund is equal to the total
investment per acre in Trunk Sewer facilities less $300.00 per acre less the amount per acre refunded to
date). After the above requirement has been satisfied any monies available for refund shall be calculated
in accordance with Section 9.06 including sub-paragraphs A through J until such time as the original
builder has been refunded to his $300.00 per acre base cost.
Section 5. The Sewer Development and Processing Fees described in Section 9.15 of the
Rules and Regulations are as follows:
9.15 Not less than $350.00 per acre, nor more than $1500.00 per acre.
Section 6. The Sewer Development and Processing Fees described in Section 9.17 of the
Rules and Regulations are as follows:
9.17 Until their remaining balance of refund is $1,150.00 per acre (remaining balance of refund is equal to the
total investment per acre in Trunk Sewer facilities less $350.00 per acre less the amount per acre
refunded to date). After the above requirement has been satisfied, any monies available for refund shall be
calculated in accordance with Section 9.06 including sub paragraphs A through J until such time as the
original builder has been refunded to his $350.00 per acre base cost.

Section 7. The Sewer Development and Processing Fees described in Section 9.23(E) of
the Rules and Regulations are as follows:
9.23(E) Not less than $2,000.00 per acre for each acre of property they are including within the project for
offsite sanitary trunk improvements.
Section 8. The Rate Schedule described in Section 15 of the Rules and Regulations is as
follows:
15.01 MAINTENANCE CHARGE: $2.00 per month.
15.02 EFFLUENT DISCHARGE RATE:
First 1500 cubic feet of water consumption per month: $2.00/mo.
1501 to 651,000 cubic feet of water consumption per month: $0.075/1000 cu. ft.
Excepting as follows:
a. Single Family Dwellings: $2.00/mo.
b. Schools: $2.00/mo.
c. Multiple Family Dwellings: $0.50 min./mo.
d. Waste water from petroleum wells: $5.00 min./mo.
e. Temporary service: $5.00 min./mo.
Section 9: The Sewer Development and Processing Fees adopted herein shall take effect 60 days
following adoption of this Resolution.
Section 10: That Resolution 90-30 is hereby rescinded, effective 60 days following adoption of
this Resolution.
