HomeMy WebLinkAbout1992-02-27 - Resolution No. 92-020 0 RESOLUTION NO. 92-02 RESOLUTION OF THE BOARD OF DIRECTORS OF YORBA LINDA WATER DISTRICT IN OPPOSITION TO THE SHIFTING OF PROPERTY TAX REVENUE FROM ENTERPRISE SPECIAL DISTRICTS TO FUND SCHOOLS WHEREAS, Governor Wilson has proposed shifting $347 million in property tax revenue from "enterprise" special districts to fund schools as part of his 1992-93 budget plan, and WHEREAS, Yorba Linda Water District will lose $644,000 in annual property tax revenue if the proposal were adopted, and WHEREAS, Orange County Water District will lose $8,500,000 in annual property tax revenue that would result in an increase of the Replenishment Assessment paid by Yorba Linda Water District on the production of groundwater, and WHEREAS, the Governor's proposal would result in an approximate $4.00 increase to the average Yorba Linda Water District customer's water bill, and WHEREAS, water consumers already face water rate increases due to the ongoing drought, water quality regulatory requirements and various economic factors. NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Yorba Linda Water District as follows: Section 1. The Board opposes Governor Wilson's proposed transfer of property tax revenues from "enterprise" special districts to fund schools, and Section 2. The Board of Directors supports efforts to find alternative and more equitable means of school financing. Section 3. The General Manager is authorized and directed to file a copy of the resolution with the Governor, State Senator and Assemblyman representing customers of the District and the City Councils of Yorba Linda and Placentia. 0 0 PASSED AND ADOPTED this 27th day of February, 1992 by the following called vote: AYES:5 - Paul Armstrong, Sterling Fox, Arthur Korn, Carl Scanlin and M.
