RESOLUTION OF THE BOARD OF DIRECTORS
OF THE YORBA LINDA WATER DISTRICT
SETTING FORTH THE POLICY OF REIMBURSEMENT
OF EXPENSES INCURRED BY STAFF PERSONNEL
AND RESCINDING RESOLUTION 85-37
WHEREAS, the Board of Directors of the Yorba Linda Water District have from time to time
reaffirmed the importance of active participation by the Directors in conferences,
conventions, symposiums and legislative meetings which relate to the District's
mission statement; and,
WHEREAS, the continuing population growth within the boundaries of the District, the
County of Orange, and the State of California, and the entire west as a region,
creates an enormous demand upon the existing scope of services provided by
the District and the efficient implementation thereof is essential; and,
WHEREAS, in the coming years an increase in activity with regard to local and regional
planning for the scope of services provided by the District is becoming more
evident, and in meeting the responsibility of the District for continual concern in
these areas, the personnel's participation in such activities must of necessity
increase.
NOW THEREFORE BE IT RESOLVED by the Board of Directors of the Yorba Linda
Water District as follows:
Section 1: It is the policy of the Board that personnel of the District, as authorized by the
Board or the General Manager, are encouraged to attend conferences, conventions,
meetings, symposiums and legislative sessions (herein referred to as "activities")
relating to the mission of the District. It is further believed by the Board of
Directors that it is important that full participation in these activities in the coming
years be encouraged so that the best interests of the District will at all time be
served.
Section 2: That the District, in furtherance of this important policy, will pay or reimburse
the following expenses incurred in attending such activities:
(a) Transportation. The transportation cost to and from such meeting at the
actual cost of such transportation if public transportation is used or at the rate as
allowed by the IRS if a private vehicle is used, but in no event to exceed the
cost of regular airline coach plus ground transportation to and from the airport
and airport parking fees.
(b) Housing. The actual expense of the housing accommodations while
attending such activities, or incurred while traveling to or from by a reasonably
direct route.
(c) Meals. Meals while attending these activities, as well as those necessary
while traveling to and from.
(d) Registration. Registration, dues, fees or other charges for attending or
participating in such activities.
Section 3: The spous*f the personnel are encouraged t tend such activities.
However, no transportation allowance or meals will paid or reimbursed for
spouses. The District will reimburse, however, any increase in housing
accommodations by reason of the spouses attendance. The District will further
pay or reimburse the actual cost of the spouses participation in organized
functions at such activities designed for the spouses of those in attendance.
Section 4: It is intended that personnel will submit an itemized account for the expenses
incurred while attending any such activities for the District.
Section 5: A full accounting of expenditures of public shall be made and become a part of
the records of the District. Pursuant to IRS regulations, a receipt is required for
each expenditure equal to or greater than $25.
Section 6: Resolution No. 85-37 is hereby rescinded effective immediately upon adoption
of this Resolution.
