RESOLUTION NO. 93-12
RESOLUTION OF THE BOARD OF DIRECTORS
OF THE YORBA LINDA WATER DISTRICT
ADOPTING THE EMPLOYEE COMPENSATION LETTER
AND A PAY PLAN FOR THE MANAGEMENT,
SUPERVISORY AND CONFIDENTIAL EMPLOYEES
WHEREAS, the Yorba Linda Water District's Management, Supervisory and Confidential
employees exist as a group separate from the Bargaining Unit employees; and,
WHEREAS, the 1993-94 and 1994-95 Management, Supervisory and Confidential employees
compensation letter was adopted on June 10, 1993; and,
WHEREAS, the Board of Directors desire to review the Employee Compensation Letter and
adjust the Pay Plan for the Management, Supervisory and Confidential employees
for fiscal year 1993-94 and 1994-95.
NOW THEREFORE BE IT RESOLVED by the Board of Directors of the Yorba Linda Water
District as follows:
Section 1. The General Manager is authorized to execute the 1993-94 and 1994-95 Management,
Supervisory and Confidential Employee Compensation Letter, as attached hereto and
by this reference incorporated herein as Exhibit "A".
Section 2. The fiscal 1993-94 and 1994-95 Pay Plan for the Management, Supervisory and
Confidential employees is approved and adopted as attached hereto and by this
reference incorporated herein as Exhibit "B 1" and "B2".

Employee Compensation Letter
Management, Supervisory and Confidential Employees
Fiscal Year 1993-94 and 1994-95
I. The General Manager shall prepare an Employee Compensation Letter for consideration by
the Board of Directors. The Employee Compensation Letter shall describe the salaries,
benefits and special conditions offered by the District to its Management, Supervisory and
Confidential employee group.
II. The employees affected by this Compensation Letter are:

Assistant Administrator
Assistant Engineering Manager
Assistant General Manager
Assistant Operations Superintendent
Business Manager
Customer Service Supervisor
Engineering Manager
Executive Assistant to the General Manager
Maintenance Foreman
Operations Superintendent
Secretary to the General Manager
Chief Plant Operator
Senior Engineering Technician
III. The District shall implement a salary schedule which contains a 3% salary increase effective
July 1, 1993 and a 3% increase effective July 1, 1994. The salary schedules shall be
maintained for the 1993-94 and 1994-95 fiscal years.
IV The District shall pay up to $196.05 per month but not more than 100% of the premium
toward the premium for hospital and medical insurance for employees covered by this letter
who work more than 30 hours per week, after they have worked for two calendar months,
and up to an additional $151.19 per month but not more than 2/3 of the additional premium
toward dependent coverage for covered employees with one dependent or up to $197.11 per
month but not more than 2/3 of the additional premium toward dependent coverage for
covered employees with more than one dependent in accordance with the provisions of any
contract between the District and any company or companies of the District's choosing. The
individual employee shall pay the cost of the difference in premium, to be deducted from
salary. The employees shall have the option of selecting a District-designated Health
Maintenance Organization (HMO) with the contribution toward HMO coverage to be in
accordance with this paragraph.
V. The District shall pay up to $18.79 per month but not more than 100% of the premium
toward the premium for dental insurance for employees covered by this letter who work more
than 30 hours per week, after they have worked for two calendar months, and up to an
additional $13.08 per month but not more than 2/3 of the additional premium toward
dependent coverage for covered employees with one dependent or up to $31.27 per month
but not more than 2/3 of the additional premium toward dependent coverage for covered
employees with more than one dependent in accordance with the provisions of any contract
between the District and any company or companies of the District's choosing. The
individual employee shall pay the cost of the difference in premium, to be deducted from
salary. The employees shall have the option of selecting a "Delta Care" with the contribution
toward "Delta Care" to be in accordance with this paragraph.
VI . The District shall pay up to $8.92 per month but not more than 100% of the premium toward
the premium for vision insurance for employees covered by this letter who work more than
30 hours per week, after they have worked for two calendar months, and up to an additional

$6.70 per month but not more than 2/3 of the additional premium toward dependent coverage
for covered employees with one dependent or up to $13.31 per month but not more than 2/3
of the additional premium toward dependent coverage for covered employees with more than
one dependent in accordance with the provisions of any contract between the District and any
company or companies of the District's choosing. The individual employee shall pay the cost
of the difference in premium, to be deducted from salary.
VII. The District may pay up to a total of $2400 annually to establish and administer a tax-
advantaged flexible benefit plan. This plan, if implemented, would conform to the
requirements of Section 125 of the Internal Revenue Code, and would permit employees to
convert their share of insurance premiums, unreimbursed medical expenses, child care and
other qualifying expenditures to pretax dollars. Savings to the District through reductions to
the payroll and worker's compensation tax base would accrue to the District and offset the
costs of establishing and administering this program.
VIII. The District shall reimburse employees for sums paid to the appropriate agencies for
obtaining, or renewing, production and/or distribution certificates.
IX. Employees who are required to wear safety boots in the performance of their job, as
determined by the Department Manager, shall be eligible for reimbursement of the purchase
price or repair of the boots in an amount not to exceed $80.00. The difference between
$80.00 and the amount actually used may be carried over for one year and combined with a
subsequent allocation for boot reimbursement.
X. Employees who are required to be on standby callout assignment shall be paid at the rate of
$21 per day for each day they are on standby duty.
XI. The District shall provide reimbursement for tuition, fees, books, and parking related to
educational course work taken at accredited institutions at a rate equal to standard, resident
fees as charged by the California State University. Course work must be completed with a
passing grade and be job related as determined by the General Manager before reimbursement
is made.
