CITIZENS ADVISORY COMMITTEE MEETING
May 29, 2012
CALL TO ORDER
A meeting of the Citizens Advisory Committee was called to order at 8:30
a.m. by Chair Daniel Mole. The meeting was held at the District's
Administrative Office at 1717 E Miraloma Ave, Placentia CA 92870.

2. DISCUSSION ITEMS
2.1. Recap of Orange County Water Summit
Mr. Mole, Mr. Hebein, Mr. Baker, and Mr. Meyers all attended and
gave their opinions on the 2012 OC Water Summit and the issues that
were addressed during the Summit, including the Water Bond and the
fatigue of the general populous towards ever increasing costs (water
rates, electricity rates, vehicle gasoline rates, etc.) verses agency need
to cover the costs of providing service.
2.2. Board of Directors Facilities Tour
Mr. Llanos requested to attend to the Board of Directors Facilities Tour.

2.3. Proposed Water Rate Increase
Director Beverage explained the Proposition 218 process and reminded
the Committee that the Water Rate Increase Public Hearing will take place
on June 21, 2012. Mr. Vecchiarelli explained that the rate increase is a
percent increase on the overall District revenue for the next three years,
rather than on the amount an individual customer is currently charged. Mr.
Llanos suggested adding background information on past capital projects
and current cost-savings methods to the District's presentation at the
Public Hearing.
2.4. District Public Affairs and Outreach Efforts
Mr. Vecchiarelli handed out a Frequently Asked Questions public
information sheet on the Water Rate Increase and gave the Committee
an update on additional public information tactics for outreach
regarding the Water Rate Increase and the Yorba Linda Blvd Pipeline
Project. These tactics included information on the District's website,
social media sites, and newsletter.
2.5. Future Agenda Items
• Golden State Water Company Overview
• In-depth Look at How YLWD Moves Water Around the System
(Tentatively set for July CAC Meeting)
3. ADJOURNMENT
3.1. The Committee adjourned at 10: 20 a.m. The next regular meeting of
the Citizens Advisory Committee will be held June 25, 2012 at 8:30
a.m.
