RESOLUTION OF THE BOARD OF DIRECTORS
OF THE YORBA LINDA WATER DISTRICT
SUPPORTING PROPOSITION NO. 204
WHEREAS, the California Legislature has placed on the November 1996, ballot a $995
million general obligation bond measure known as Proposition 204, the Safe,
Clean, Reliable Water Supply Act; and,
WHEREAS, Proposition 204 would provide loans and grants for improvement in the San
Francisco Bay-Delta estuary, clean water and water recycling programs, water
supply reliability programs, ecosystem improvements as part of the CALFED
Bay-Delta program, and local flood control and prevention; and,
WHEREAS, Proposition 204 will benefit all Californians by ensuring safe drinking water,
increasing water supplies, preventing water pollution, protecting against
floods, helping our economy and jobs, encouraging water conservation and
recycling, protecting fish and wildlife, and protecting against earthquake
damage to our water system; and
WHEREAS, Proposition 204 recognizes the importance of the San Francisco Bay-Delta,
which supplies drinking water to two out of three Californians, provides
irrigation water to more than 200 crops, contains the largest wetlands habitat
in the western United States and supports more than 120 specifies of fish; and,
WHEREAS, California has made few major improvements to its water supply and delivery
system in the past 30 years, even as its population doubled to 32 million and is
projected to be nearly 50 million by 2020; and
WHEREAS, Proposition 204 is a prudent investment in our environment and our $750
billion economy, and is a much needed first step toward ensuring the quality
and reliability of the state's long term water supply; and
WHEREAS, Proposition 204 represents an important commitment by the State to the
CALFED process to secure a long term water solution for the State.

NOW THEREFORE BE IT RESOLVED that the Board of Directors of the Yorba Linda
Water District supports Proposition 204, the Safe, Clean, Reliable Water Supply Act, on the
November 5, 1996, ballot.
