RESOLUTION NO. 97-04
RESOLUTION OF THE BOARD OF DIRECTORS
OF THE YORBA LINDA WATER DISTRICT
ADOPTING THE EMPLOYEE COMPENSATION LETTER
AND A PAY PLAN FOR THE MANAGEMENT,
SUPERVISORY AND CONFIDENTIAL EMPLOYEES
WHEREAS, the Yorba Linda Water District's Management, Supervisory and Confidential
employees exist as a group separate from the Bargaining Unit employees; and,
WHEREAS, the 1997-98, 1998-99, 1999-2000, and 2000-01 Management, Supervisory and
Confidential employees compensation letter was adopted on June 26, 1997; and,
WHEREAS, the Board of Directors desire to review the Employee Compensation Letter and
adjust the Pay Plan for the Management, Supervisory and Confidential
employees for fiscal years 1997-98, 1998-99, 1999-2000, and 2000-01.
NOW THEREFORE BE IT RESOLVED by the Board of Directors of the Yorba Linda Water
District as follows:
Section 1. The General Manager is authorized to execute the 1997-98, 1998-99, 1999-2000,
and 2000-01 Management, Supervisory and Confidential Employee Compensation
Letter, as attached hereto and by this reference incorporated herein as Exhibit "A".
Section 2. The 1997-98, 1998-99, 1999-2000, and 2000-01 Pay Plan for Management,
Supervisory and Confidential employees is approved and adopted as attached hereto
and by this reference incorporated herein as Exhibits "B 1 and "B2."

Employee Compensation Letter
Management, Supervisory and Confidential Employees
fiscal years: 1997-98, 1998-99, 1999-2000, and 2000-01
1. The General Manager shall prepare an Employee Compensation Letter for consideration by
the Board of Directors. The Employee Compensation Letter shall describe the salaries,
benefits and special conditions offered by the District to its Management, Supervisory and
Confidential employee group.
II. The employees affected by this Compensation Letter are:
Assistant Administrator Operations Superintendent Secretary to the General Manager
Assistant Engineering Manager Business Manager Senior Engineering Technician
Assistant Operations Superintendent Assistant General Manager Executive Assistant to the
Chief Plant Operator Engineering Manager General Manager
Maintenance Supervisor Customer Service Supervisor
III. The District shall implement a salary schedule incorporated as exhibits "B 1" and "132." For
the 1997-98 fiscal year, the District shall pay three percent of the employee's seven percent
contribution to PERS; for 1998-99 the District shall pay five percent of the employee's
seven percent contribution to PERS; and for 1999-2000 the District shall pay the entire
seven percent of the employee's seven percent contribution to PERS. The salary schedule
shown as exhibit B2 shall be maintained for the 2000-2001 and subsequent fiscal years,
unless modified.
IV. The District shall pay up to $196.05 per month but not more than 100% of the premium
toward the premium for hospital and medical insurance for employees covered by this letter
who work more than 30 hours per week, after they have worked for two calendar months,
and up to an additional $151.19 per month but not more than 2/3 of the additional premium
toward dependent coverage for covered employees with one dependent or up to $197.11 per
month but not more than 2/3 of the additional premium toward dependent coverage for
covered employees with more than one dependent in accordance with the provisions of any
contract between the District and any company or companies of the District's choosing.
The individual employee shall pay the cost of the difference in premium, to be deducted
from salary. The employees shall have the option of selecting a District-designated Health
Maintenance Organization (HMO) with the contribution toward HMO coverage to be in
accordance with this paragraph. During the term of this agreement the maximum amounts
shall be adjusted to reflect the actual cost to the District of employee coverage and two-
thirds of the cost of all dependent coverage.
V. The District shall pay up to $19.54 per month but not more than 100% of the premium
toward the premium for dental insurance for employees covered by this letter who work
more than 30 hours per week, after they have worked for two calendar months, and up to an
additional $13.08 per month but not more than 2/3 of the additional premium toward
dependent coverage for covered employees with one dependent or up to $31.27 per month
but not more than 2/3 of the additional premium toward dependent coverage for covered

employees with more than one dependent in accordance with the provisions of any contract
between the District and any company or companies of the District's choosing. The
individual employee shall pay the cost of the difference in premium, to be deducted from
salary. The employees shall have the option of selecting from "Delta Dental" or "Delta
Care" with the contributions in accordance with this paragraph. During the term of this
agreement the maximum amounts shall be adjusted to reflect the actual cost to the District
of employee coverage and two-thirds of the cost of all dependent coverage.
VI . The District shall pay up to $9.13 per month but not more than 100% of the premium
toward the premium for vision insurance for employees covered by this letter who work
more than 30 hours per week, after they have worked for two calendar months, and up to an
additional $6.70 per month but not more than 2/3 of the additional premium toward
dependent coverage for covered employees with one dependent or up to $13.31 per month
but not more than 2/3 of the additional premium toward dependent coverage for covered
employees with more than one dependent in accordance with the provisions of any contract
between the District and any company or companies of the District's choosing. The
individual employee shall pay the cost of the difference in premium, to be deducted from
salary. During the term of this agreement the maximum amounts shall be adjusted to
reflect the actual cost to the District of employee coverage and two-thirds of the cost of all
dependent coverage.
VII. The District shall provide a long-term disability play for employees which has a 90 day
elimination period and provides not less than sixty percent of salary for a designated period
of time in accordance with coverage procured by the District from a carrier to be
determined at the District's sole discretion.
VIII. The District may pay up to a total of $2,400 annually to establish and administer a tax-
advantaged flexible benefit plan, and a total of $5,000 annually to establish a tax
advantaged dependent care plan. Plans will conform to the requirements of Section 125 of
the Internal Revenue Code, and permits employees to convert their share of insurance
premiums, unreimbursed medical expenses, child care and other qualifying expenditures to
pretax dollars. Savings to the District through reductions to the payroll and worker's
compensation tax base will accrue to the District and offset the costs of establishing and
administering this program.
IX. The District shall reimburse employees for sums paid to the appropriate agencies for
obtaining, or renewing, production and/or distribution certificates.
X. Employees who are required to wear safety boots in the performance of their job, as
determined by the Department Manager, shall be eligible for reimbursement of the
purchase price or repair of the boots in an amount not to exceed $100. The difference
between $100 and the amount actually used may be carried over for one year and combined
with a subsequent allocation for boot reimbursement.

XI. Employees who are required to be on standby callout assignment shall be paid at the rate of
$24 per day for each day they are on standby duty during 1997-98; $25 during 1998-99;
$26 during 1999-2000, and $27 during 2000-01.
XII. The District shall provide reimbursement for tuition, fees, books, and parking related to
educational course work taken at accredited institutions at a rate equal to standard, resident
fees as charged by the California State University. Courses must be determined to be job
related by the General Manager, and a passing grade attained, before reimbursement is
made.
XIII. The following Holiday schedule will be observed during the terms of this agreement.
