Summary Minutes of the Planning- Engineering- Operations Committee Meeting
The Planning- Engineering- Operations Committee held a meeting on April 22, 1998. Present
were Directors Paul Armstrong, Arthur Korn, and staff members William Robertson, Michael
Payne, Chuck Gray, and Ken Vecchiarelli. The following items were discussed by the committee.
1. Avolinda Sewer, Mr. Karl Sperling. Chuck Gray, Engineering Manager, presented a
staff report on Mr. Karl Sperlings single sewer connection for his home located at 18021
Avolinda Drive. The committee discussed the collection of a deposit for the future
construction of the Avolinda sewer main in lieu of requiring construction of 30 foot of
the sewer main at this time. An agenda report considering this item was considered at the
Board of Directors Regular Meeting of April 23, 1998.
2. Well No. 11 Pipeline. Ken Vecchiarelli, Assistant Engineering Manager, presented a staff
report on the status of the Well No. 11 pipeline project. Items discussed were the
negotiations with the contractor for extra work, credit due the District for nut actuated
valves and additional inspection costs, and final payment. An agenda report considering
this item was considered at the of Directors Regular Meeting of April 23, 1998.
3. Well Water Distribution Study. William Robertson, General Manager, presented a staff
report on methods to achieve the goal of producing 75 percent of the District's water
demands from ground water sources. Items discussed were Orange County Water
District's method of calculating ground water percentages for land within their boundary
verses the District's over all water requirements, cost differentials between ground water
° and import water, and the impact of annexation fees on the economics of expanded use of
ground water. An agenda report considering this issue will be presented to the Board at a
future date.
4. Casa Loma Sewer Spill. Michael Payne, Assistant General Manager, presented a staff
report on the Casa Loma sewer spill that impacted the City of Yorba Linda gymnasium.
The committee discussed the damage claim submitted by the City of Yorba Linda. An
agenda report considering this item was considered at the of Directors Regular Meeting of
April 23, 1998.
5 Other. The committee conducted a general discussion of the impact of a lot line
adjustment for the Irwin property on Countrywood Drive and operation of MWD
pipelines in Valley View Avenue.
