SUBJECT: Summary Minutes of the Planning- Engineering- Operations Committee Meeting
The Planning- Engineering- Operations Committee held a meeting on October 20, 1999. Directors
Paul Armstrong and Brett Barbre, General Manager Bill Robertson, Operations Superintendent
Lee Cory, Engineering Manager Ken Vecchiarelli and Project Manager Robert Lemon were
present. The committee discussed the following items.
1. Discussion of Sewer Issues. Mr. Vecchiarelli presented several cases of property owners
and prospective developers of parcels in the Western Service Area, requesting
consideration of reduced fees or slight variances in the application of the master plan. The
committee agreed application of frontage fees should be equitable. The full board will
consider each situation case by case when terms and conditions for sewer service are
presented for each prospective development.
The Committee also discussed a request by MWD for sewer service to proposed
improvements at the Robert B. Diemer Filtration Plant. The requested sewer services
would connect to the master planned sewer for the Shell Development. Staff will
recommend conditions for this service to the full Board for consideration at a later date.
2. GIS Presentation. Mr. Lemon presented a PowerPoint presentation showing practical
applications for Geographic Information Systems technology for the District.
3. Other. Mr. Vecchiarelli reported on the status of proposed transmission pipelines in the
Shell Development. Staff reviewed the possibility of District participation in increasing
the size of certain pipelines that could serve as backup to the eastern service areas
(Improvement District Nos. 1 and 2) through the Shell and Pulte development projects.
Staff will bring this matter to the full Board for consideration.
Mr. Vecchiarelli reported that the latest recruitment for a Senior Project Manager was
successful. The successful candidate will start at the end of the month.
