SUBJECT: Summary Minutes of the Planning- Engineering- Operations Committee Meeting
The Planning- Engineering- Operations Committee held a meeting on March 28, 2000. Present
were Paul Armstrong, Brett Barbre, Bill Robertson, Ken Vecchiarelli, Lee Cory and Heritage
Communities representatives Mark Jacobs and Linda Chandler. The committee discussed the
following items.
1. Golf Course Water Rate. Mr. Robertson deferred this item for discussion at a future PEO
Meeting scheduled for April 5, 2000.
2. Casino Ridge Development. Mr. Vecchiarelli introduced Mark Jacobs and Linda Chandler
from Heritage Communities. Mr. Jacobs presented some background information regarding
the proposed development of property east of San Antonio Road and north of Casino Ridge.
Mr. Vecchiarelli reported on staff's review of the proposed project and special conditions
regarding the availability of water service to the property. Terms and Conditions for Water
Service to the proposed development will be presented for Board consideration at the Regular
Meeting of the Board of Directors on April 13, 2000.
3. Placentia Sewers. Mr. Cory reported on the status of the District's proposal for maintenance
of the City of Placentia's sewer system. Staff is currently reviewing the City's sewer atlas
maps and field visiting their "hot spots" — facilities that. necessitate more frequent service.
4. Reimbursement for Transmission Facilities in the Western Service Area. Mr. Vecchiarelli
addressed the issue of reimbursing developers for transmission facilities located within
developing tracts east and west of Lakeview Avenue. The projects are part of the City's West
Bastanchury Planned Residential Development (PRD) and are subject to paying fees for
reimbursement to Shell /Toll for facilities that will benefit their developments. Additionally,
the proposed developments will replace older transmission pipelines that are currently located
along their northerly property lines.
