SUBJECT: Summary Minutes of the Planning- Engineering- Operations Committee Meeting
The Planning- Engineering- Operations Committee held a meeting on May 2, 2000. Present were
Paul Armstrong, Brett Barbre, Bill Robertson, Ken Vecchiarelli and Rod Muir, owner of property
at 18770 Hacienda Lane. The committee discussed the following items.
1. Conditions for Water and Sewer service for 18770 Hacienda Lane. Mr. Muir is grading and
improving a large single lot development at the east end of Hacienda Lane. Mr. Vecchiarelli
discussed District options of abandoning or replacing an old 4 -inch cast iron water pipeline
running through this property and identified existing and proposed services affected by the
recommendations. Mr. Muir commented on the District's requirements for sewer and water
service to his property. Staff will address this project with the full Board of Directors at a
future meeting if an unappropriated capital replacement project is recommended or if formal
terms and conditions for service are required.
2. Negotiated settlement with F. T. Ziebarth Company. Mr. Vecchiarelli presented information
on the status of negotiations with F. T. Ziebarth Company regarding delays and extra costs on
the sodium hypochlorite generators project at the Highland Booster Station, Well No. 15, and
Well No. 11.
3. Shell Development Agreements. The Committee discussed timing issues for specific
Facilities Finance, Design and Construction Agreements for backbone water and sewer
infrastructure planned for the Shell Development project. The Board may consider execution
of these agreements at the second board meeting in May.
4. Imperial Highway Projects. Staff deferred this item for discussion at a later date.
5. Other. Director Armstrong discussed policy and courtesy issues for accessing District
facilities located in private easements. The Committee also discussed an article in the
Tuesday May 2, 2000 edition of the Los Angeles Tames regarding the Pulte Homes
Development. After the meeting, Mr. Vecchiarelli read the article and found the proposed
densities cited in the article were consistent with the Water and Sewer Master Plans prepared
for the proposed Pulte Project.
